The Speaker acquainted this House, "That the Agent of the French King sent to him, to let him know, that he hath received Authority and Power from his Master, to treat with the Parliament; and he desired to know the Pleasure of this House concerning his former Desires."
Dawes and Jennings.
Next, this House heard the Cause between Sir Thomas Dawes Knight, and Thomas Jennings, on the Behalf of John Latch, concerning Five Bonds entered into by Mr. Latch, whether they were in Trust, or upon valuable Consideration, and real Bonds.
And it is Ordered, That this Cause shall be further heard on Monday Morning next, by Counsel on both Sides.
Message from the H. C. to expedite the Ordinance for Martial Law;
A Message was brought from the House of Commons, by Mr. Reynolds:
1. To desire their Lordships would give Expedition to the Ordinance concerning Martial Law;
with Two more for Concurrence;

A Message was brought from the House of Commons, by Sir Rob't Pye Knight, &c.
1. To desire their Lordships Concurrence in certain Votes following:
"1. That Fifteen Hundred Foot be sent, for recruiting of the Earl of Manchester's Forces, out of the Forces to be levied upon the new Ordinance within the Associations."

"2. That the Regiments and Forces of Essex and Hertfordshire shall be employed according to the Ordinance."

"3. That it be referred to the Committee of both Kingdoms, to consider which of the Forces of Suff. or Norff. shall be employed according to the Ordinance, and which for Recruit of my Lord of Manchester's Army."

Message to the H. C. about giving Audience to the French Resident;
A Message was sent to the House of Commons, by Mr. Serjeant Fynch and Mr. Page:
To deliver to them the Paper of the French Resident's; and to let them know, that their Lordships received the same the other Day from Monsieur Sabran, the French Resident; and this Day his Secretary came to their Speaker, to signify that he had received Letters of Credence from the King his Master; and therefore their Lordships think it fit to have the same Committee of the House of Peers that was appointed touching The States Ambassadors, to consider of the Reception of the French Resident; and desire that the House of Commons will direct their Committee for that Business to join with their said Committee, touching the receiving of the French Resident.
that the Lords agree to the Ordinance concerning Hertfordshire;
2. To let them know, that this House agrees to the Ordinance concerning the County of Hertford, with the Alteration, wherein this House desires their Concurrence.

Ordered, That the Lord Rich shall be permitted to go into Essex, to Leez, his Father's House, there to be confined within Five or Six Miles from the said Leez, till he appear before this House upon Summons given him.
E. of Bridgewater's Assessment.
Ordered, That the Earl of Bridgwater shall pay the latter Five Hundred Pounds for his Twentieth Part and Fifth, according to [ (fn. 2) the Order of] the 17th of July, 1644.

Lord Hunsdon bailed.
This Day the Lord Hunsdon tendered the Lord Maynard and the Lord Berkley as his Bail; which the House approved of.
Memorandum, quod 7 die instantis Augusti, Georgius D'us Berckley & Guilielmus D'us Maynard recognoverunt seipsos debere Domino Regi Mille Libras, levari ex Terris, Bonis, Tenementis, & Catallis suis, & cujuslibet eorum, ad usum Domini Regis, &c.
The Condition of the aforesaid Recognizance is, That if John Lord Hunsdon shall appear before the Lords in Parliament when he shall be summoned by this House, that then this Recognizance shall be void; else to remain in full Force and Virtue.
Marquis De Brosse, to send Horses to France.
Ordered, That the Marquis De Brosse shall have a Pass, to transport Four Geldings into France; and that the House of Commons be desired to concur herein.
Ordinance for Martial Law.
Ordered, That the Committee for the Ordinance concerning Martial (fn. 4) Law shall meet this Afternoon, and draw up Reasons in Answer to the Reasons of the House of Commons; and have also Power to prepare what Addition they think fit to be added thereunto, and to make Report on Friday Morning next.
"An Ordinance for the settling and maintaining of a Garrison, in Lyme Regis, within the County of Dorsett.
Ordinance for settling a Garrison in Lyme Regis.
"Whereas the Garrison and Inhabitants of the Town of Lyme Regis, in the County of Dorsett, by their late Valour and Vigilance in defending that Place, through God's great Mercy, against the Enemy's Forces which lately besieged it, deserved all due Encouragement and Maintenance: For their own future Security, and better Defence of the Western Parts, the Lords and Commons assembled in Parliament, have thought fit, and do hereby Order and Ordain, That there shall be a Garrison of Six Hundred Foot, and a Troop of One Hundred Horse, settled and maintained in the said Town, as long as both Houses of Parliament shall deem it necessary; and that, for the better Maintenance of the said Garrison, the Sum of Nine Hundred Pounds a Month shall be henceforth levied and paid, by the several Committees of the respective Counties hereafter named, to William Keirridge Mayor of the said Town, upon Accompt, for the Use and Maintenance of the said Garrison, in Manner and Form following; (that is to say), Three Hundred Pounds a Month out of the County of Dorsett, Three Hundred Pounds a Month out of the County of Som'sett, and Three Hundred Pounds a Month out of the County of Devon, out of the Monies raised by the said Committees by Weekly and Monthly Assessments, Sequestrations of Papists and Delinquents Estates, the Fifth and Twentieth Part, and other Taxes in the said respective Counties; which said Sums of Money the said Committees and their Treasurers are hereby ordered and required to pay in Monthly to the said William Kerridge, or as soon as they shall levy the same by the Means aforesaid."
Order for the Commissioners of Excise to reimburse themselves 10,000 l. advanced to the Lord General.
"Whereas John Towse Esquire, Alderman of the City of London, and the rest of the Commissioners of Excise and new Impost, have agreed to make up those Monies which they have in their Hands, of the Receipts assigned unto the Lord General's Army, unto the full Sum of Ten Thousand Pounds: Be it Ordained, by the Lords and Commons in Parliament assembled, That the said Commissioners of Excise shall and may reimburse themselves of such Sums of Money, with Interest after the Rate of Eight per Cent. as they shall advance of their own, towards the making up of the said Sum of Ten Thousand Pounds, out of such Receipts of the Excise as shall happen to come in between such Intervals of Time as other Ordinances of Parliament already assigned upon the Excise shall not fall due: And it is further Ordained, That this Ordinance shall be a sufficient Warrant to the said Commissioners for Payment of the same to Sir Gilbert Gerrard, Treasurer at Wars, and to reimburse themselves as aforesaid."
Order for Mr. Oxenbridge's Legacy of 1000 l. to the Parliament, to be paid to Messrs. Edwards and Corbett.
"Whereas Daniell Oxenbridge Merchant, residing at Legorne, did, by his last Will, bequeath to the Right Honourable Lords and Commons now assembled in Parliament in or near London, for the Prosecution of their Designs, the Sum of One Thousand Pounds Sterling, (fn. 5) Half to be paid in Six Months, and the other Half in Twelve Months, after the Day of his Decease, after the Rate of Fifty Pence the Dollar, being One Piece of Eight of Spaine: It is this Day Ordered, by the Lords and Commons in Parliament, That the Executors of Mr. Oxenbridge do pay the said Sum to Humfrey Edwards and John Corbett, Esquires, upon such Allowance for the Payment thereof before it be due as shall be agreed upon by them, as the Exchange of the Dollar for Legorne from London at the Time of the Payment shall be current, for Colonel Mitton, for the Service of the County of Salopp; and the Acquittance of the said Edwards and Corbett shall be a sufficient Discharge to the Executors of the said Mr. Oxenbridge."
