Message from the H. C. for a Conference about sending Home the Scots Army from Ulster.

A Message was brought from the House of Commons, by Sir Robert Pye Knight:

To desire a Conference, so soon as it may stand with their Lordships Conveniency, touching the removing of the Scotts Army out of Ulster.

The Answer returned was:

Answer.

That this House will give a present Conference, in the Painted Chamber, as is desired.

Message to them, to communicate somewhat concerning Garrisons;

A Message was sent to the House of Commons, by Sir Edward Leech and Mr. Page:

1. To desire, at the next Conference, their Lordships may communicate something to them concerning the Garrisons.

and about the following Particulars.

2. To put them in Mind of the Prince Elector's Business, and the Lord Morley's Business.

3. To deliver to them the Order concerning Doctor Warner, and to desire their Concurrence therein.

Stapilton and Ly. Boynton.

Ordered, That the Business of the Lady Boynton . . . Mrs. Stapilton, shall be further heard, on Wednesday next, by Counsel on both Sides.

Lyon to be instituted to Barnwell.

Ordered, That Doctor Heath shall give Institution and Induction to Mr. John Lyon Clerk, to the Parsonage of Barnwall St. Andrewes, in the County of North'ton; being presented thereunto by the Lord Mountagu the Patron: And this to be with a salvo Jure cujuscunque; he taking the Covenant.

Ordinance for recruiting this House.

This Day being appointed to take into Consideration the Ordinance concerning the recruiting of this House, as it stood in Debate the 17th of March last; it was moved, "That the Consideration of it might be put off for a longer Time."

And the House was adjourned into a Committee of the whole House during Pleasure, to debate it.

The House being resumed;

It was moved, "That the Vote of the 17th of March, 1646, might be put, (videlicet), Whether the Vote of the 10th of February, 1646, ["Whether to have this Ordinance to be read the Second Time? And Resolved in the Negative;"] was a Rejection of the Ordinance or not?"

Then this Question was put, "Whether this Question shall be now put?"

It was Resolved in the Negative.

Then this Question was put, "Whether the Consideration of the Ordinance concerning the recruiting of this House, as it stood in Debate the 17th of March last, shall be deferred until the Second Tuesday in November next, without any Anticipation; and all the Lords to have Notice a Fortnight before?"

It was Resolved in the Affirmative.

Resolved, That no Ordinance for the bringing in of any Lord that hath deserted the Parliament shall be brought into this House until the Second Tuesday in November next.

Answer from the H. C.

Sir Edward Leech and Mr. Page return with this Answer:

That they will receive, at the next Conference, what their Lordships shall offer concerning the Garrisons.

Heads for a Conference about slighting Garrisous:

Ordered, That this House approves of the Garrisons that are to be slighted, with the Alterations now read; and that this Sense shall be delivered at this Conference:

"That the Keys of the several Towns that are now appointed to be disgarrisoned may be delivered to the Mayors or other Officers of the said Towns or Corporations; that the Government of those Places may be as formerly it was before these unhappy Troubles."

Disposal of the Ordnance, &c. in them.

Ordered, upon Tuesday Morning next, this House will take into Consideration, how to dispose of the Powder and Ammunition and Cannon in those Towns and Garrisons as are to be slighted.

Castle's Order for 50 l.

An Ordinance for paying Fifty Pounds to Mr. Castle, was read, and Agreed to. (Here enter it.)

Answer from the H. C.

Sir Edward Leech and Mr. Page return this Answer to a former Message sent to the House of Commons:

That they agree to give Leave to the Earl of Denbigh to come to London for Ten Days, and to the referring of the Lord Herberte's Letter; and to the Business concerning the Swedish Ships, and also to the Business concerning Captain Rich: To all the rest of the Particulars, they will send an Answer by Messengers of their own.

Message to them, that Mr. Twisden, a Member of their House, may deliver a Copy of a forged Act of Parliament, which is in his Possession.

A Message was sent to the House of Commons, by Sir Edward Leech and Mr. Page:

To let them know, that this House hath received certain Information, "That some Persons have forged a Copy of an Act of Parliament, whereas there is no such Act that ever passed; and have counterfeited and set the Name of the Clerk of the Parliaments to it: The Lords are in Examination of the whole Business; and, finding it to be in the Custody of a Member of the House of Commons, videlicet, Mr. Twisden, and so their Warrant cannot attach it, do desire that the House of Commons would order, That Mr. Twisden may deliver the said Copy of the pretended Act of Parliament to the Hands of the Clerk of the Parliaments; the Lords Committees having Occasion to make Use of it often in the Examination of the Business."

The House of Commons being ready in the Painted Chamber for a Conference, the House was adjourned during Pleasure, and the Lords went to the Conference; which being ended, the House was resumed.

Order for Payment of Castle's 50 l.

"Whereas Fifty Pounds was, by former Order, bestowed upon Richard Castle, a Messenger, of which he hath not yet received any Thing: It is Ordered, by the Lords and Commons assembled in Parliament, That the said Sum of Fifty Pounds be charged upon the Receipts at Habberdashers Hall, and paid by Order of that Committee; and it is recommended to that Committee, to take Care that this Order may be speedily complied with."

"Resolved, &c.

Sir Tho. Fairfax to command the Standing Forces.

"That the Forces that shall be kept up in the Kingdom of England shall be commanded by Sir Thomas Fairesax.

"Resolved, &c.

Number of Horse to be kept up.

"That Five Thousand Four Hundred Horse and a Thousand Dragoons shall be the Number of Horse and Dragoons that shall be kept, at the Pay of the Kingdom, for the Service of the Kingdom of Engl. within the Kingdom of England."

Adjourn.

House adjourned till 10a Tuesday Morning next.
