Sir T. Trevor & al. Losses on their Lease of the Duty on Coals to be considered.
Ordered, by the Lords, That it be referred to the Committee of the Revenue, to take the Accompts of the Losses of Sir John Trevor, Mr. Lake, and Mr. Perrott, upon their Lease of Twelve Pence per Chaldron upon Coals at Newcastle; and, upon Consideration thereof, to make them Satisfaction, by Abatement of the Rent, according to the Covenant in their said Lease.
Preachers at the Fast thanked.
Ordered, That Mr. Strong and Mr. Hardy shall have Thanks given them, for preaching before the Lords Yesterday, on the Fast-day; and are desired to print their Sermons.

Ordinance concerning Chester.
The Ordinance concerning the County of Chester, is Ordered to be laid aside.
Ordinance concerning Pennoyer and Hill.
The Ordinance concerning Mr. Pennoyer and Hill was read the First Time, and Ordered to be taken into Consideration To-morrow Morning.
A Declaration was brought into the House, by the Committee, in Pursuance of the Three Votes in the Scotts Declarations, and voted by this House; which was read.
And the House was adjourned into a Committee during Pleasure, to debate it.
The House was resumed.
And it is Ordered, To be re-committed to the same Committee; and to meet on Saturday next, in the Afternoon; and have Power to adjourn themselves from Time to Time: And the Committee to prepare an Ordinance in Pursuance of the Three Votes in the Scotts Declaration, according to the Sense of the House.
Answer to the City Petition to be drawn up.
Ordered, That the same Committee which is to draw up the Declaration upon the Three Votes shall recollect what is fit to be made by Way of Answer to the Petition of the Lord Mayor and Common Council of London; and to consider what to offer to the House concerning the Clause in that Petition, concerning Persons that have adhered to the Parliament, and have Debts owing to them, may have Satisfaction of their just Debts, out of Delinquents Estates; and to consider what hath been done in the like Case; and report the same to this House.
Ordered, That this Committee shall meet To-morrow Morning, at Nine of the Clock.
E. of Carlisle, concerning The Carribee Islands.
Ordered, That the Committee for the Foreign Plantations shall make Report of the Business referred to them from this House, concerning The Carribe Islands, on Monday Morning next.
D. of Richmond's Right, in his Place of Keeper of Richmond House, &c. to be considered of, concerning his Composition for his Delinquency.
This Day the House was informed, "That the Duke of Richmond is in the Way of perfecting his Composition, and hath an Estate of Freehold Right in the Keeping of Richmond House and Park, &c. and desires their Lordships Declaration therein, "That this Trust is not within their Intentions in the Propositions to His Majesty, for an Office concerning the State, or Good or III of the Commonwealth:" and that their Lordships would recommend this their Opinion to the Commissioners of Goldsmithes Hall, and His Majesty's Revenue; and enjoin all others whom it may concern to take Notice thereof."
Hereupon it is Ordered, That this Business shall be taken into Consideration on Monday Morning next; and that, in the mean Time, the Clerk to the Commissioners shall send in what Orders hath been produced or made before them touching this Matter; and that such Ordinances of Parliament shall be searched out against the said Time as hath been published, concerning Delinquents forfeiting their Offices for adhering to the Enemy.
Habeas Corpus for Col. Layton, who is arrested.
Upon the Petition of Colonel Layton; complaining, "That whereas there are many Arrears due unto him, for his Service to the State, he is arrested for a small Debt: Therefore desires the Protection of this House, to be free from Arrests until he can receive some of his Arrears, for the Payment of his Debts:"
It is Ordered, That a Writ of Habeas Corpus shall be issued out by the Clerk of the Crown, returnable immediate, to bring the said Colonel Layton before their Lordships, Corpus cum Causa.
Harvey, who took away Ld. Say & Seale's Gun, released.
Upon the Desire of the Lord Viscount Say & Seale; John Harvie, who was sent for as a Delinquent for affronting his Lordship: It is Ordered, That he be released, he having submitted himself to his Lordship, and restored the Gun.
Order for 10,877 l. 14s. 9d. to the E. of Ormond, on the Delivery of Dublin.
"Ordered, by the Lords and Commons assembled in Parliament, That the Sum of Ten Thousand Eight Hundred Seventy-seven Pounds, Fourteen Shillings, Nine Pence, be charged upon the Receipts at Gouldsmiths Hall, and paid by the Treasurers there unto such Person or Persons as the Committee for the Affairs of Ireland sitting in the Star-chamber shall appoint to receive the same, and is to be employed for satisfying the Bills of Exchange for the rest of the Money assigned to be paid and satisfied unto the Lord of Ormond upon the Delivery of Dublin; the which Sum is to be paid, the One Moiety at Sight, and the other Moiety at Six Months; and the Acquittance of such Person or Persons as shall be appointed by the said Committee for the Affairs of Ireland shall be a sufficient Warrant and Discharge to the said Committee and Treasurers there, for the Payment of the said Sum of Ten Thousand Eight Hundred Seventy-seven Pounds, Fourteen Shillings, Nine Pence, accordingly: And it is further Ordered, That if any Person shall lend the said Sum of Ten Thousand Eight Hundred Seventy-seven Pounds, Fourteen Shillings, Nine Pence, or any Part thereof, so the Time for Payment thereof may be complied with, shall have the Allowance of Interest for the same, after the Rate of Eight Pounds per Cent. for a Year, payable every Six Months, by the Commissioners at Gouldsmiths Hall, for so long Time as any such Sum so by such Person advanced shall be forborn."
Order for 15,000 l. for the Service of Ireland; 3000 l. to the E. of Ormond on Delivery of Dublin, and 12,000 l. for the Forces to be sent there.
"Ordered, by the Lords and Commons assembled in Parliament, That Fifteen Thousand Pounds be charged upon the Receipts of Gouldsmiths Hall, and paid by the Treasurers there, to such as the Committee for the Affairs of Ireland sitting in the Starchamber shall appoint to receive the same, be issued, by Order of the said Committee for the Affairs of Ireland; Three Thousand Pounds thereof to be paid to the Lord of Ormond, upon the Delivery of Dublin; and the remaining Twelve Thousand Pounds to be employed for the sending over of the Forces that are to be sent for the receiving of Dublin; and that the Acquittance of such Person or Persons as shall be authorized by the said Committee to receive the same shall be a sufficient Warrant and Discharge to the Treasurers there, for the paying of the said Fifteen Thousand Pounds accordingly: And for the more speedy Payment of the said Fifteen Thousand Pounds, it is further Ordered, by the said Lords and Commons, That if any Person or Persons shall advance the said Fifteen Thousand Pounds, or any Part thereof, that he shall have Allowance after the Rate of Eight Pounds per Cent. for a Year, payable every Six Mouths, for so long Time as the same, or any Part thereof, shall be forborn: And in regard the Preservation (fn. 2) of the Kingdom of Ireland to the Crown of England is so much concerned in the speedy furnishing of the said Fifteen Thousand Pounds, the Lords and Commons do specially recommend the speedy supplying thereof to the Commissioners at Gouldsmiths Hall."

"My Lord of Pembrooke, though well recovered of his late Indisposition, being this Morning suddenly fallen into a Relapse; upon his Lordship's Request, we have thought fit to desire Leave of the House, that Dr. Weatherbourne, formerly his Physician, may come hither, to join with Dr. Wilson, to attend his Health; which as soon as by his Assistance God shall have restored to him, it is the Intention of the Committee that he be returned back, as being a Person under Exception: And we will take Care that his Attendance here be no Prejudice to the Public Trust reposed in us.

Acquittances of the Scots Commissioners, &c. for 200,000 l. paid to them.
"Know all Men by these Presents, That wee, John Earle of Loundonn Lord Chancellor of the Kingdome of Scotland, John Earle of Lauderdaill, Sir Charles Erskin Knight, Hugh Kennedy and Robert Barclay Esquires, Commissioners from the Kingdome of Scotland, have, according to certaine Articles of Agreement agreed upon (fn. 2) by Committees of Lords and Commons of the Parliament of England and Commissioners of the Parliament of Scotland, authorised thereunto by the Parliaments of each Kingdome respectively, and in Pursuance of the same Articles, received of William Gibbs Esquire Alderman of the Citty of London, and Thomas Noell and Francis Ashe Esquires, appointed by an Ordinance of both Houses, of the Sixteenth of November last, to be Treasurers of the Moneys raised upon the Sale of the Bishops Lands, the Some of Twelve Thousand Pounds Sterlinge, in Part of the First Hundred Thousand Pounds appointed by the said Articles to be paid by the Kingdome of England to the Kingdome of Scotland; which wee doe hereby acknowledge to have received, in the Name, and for the Use, of the Kingdome of Scotland, and doe accept as Part of the said First Hundred Thousand Pounds to bee paid as aforesaid: In Wittnesse whereof, wee have hereunto put our Hands and Seales, this Twenty-third Day of December, 1646.

"Knowe all Men by these Presents, That, upon the One and Twentieth Day of January, 1646, I, John Drummond, Deputy to Sir Adam Hepburne Knight, Treasurer to the Scotts Army in England, have, according to certaine Articles of Agreement agreed upon betweene Committees of Lords and Commons of the Parliament of England and Comissioners of the Parliament of Scotland, authorised thereunto by the Parliament of each Kingdome respectively, beareing Date the Three and Twentieth Day of December, 1646, and in Pursuance of the same, and in the Tyme, Place, and Manner therein prescribed and appointed, received of William Gibbs Esquire Alderman of the Citty of London, and Thomas Noell and Francis Ash Esquires, appointed by an Ordinance of both Houses, of the Sixteenth of November last, to bee Treasurers for the Moneys ariseing upon the Sale of Bishops Lands, the Somme of Eighty-eight Thousand Pounds Sterlinge, which, together with Twelve Thousand Pounds received at London by the Commissioners of Scotland, in the Name, and for the Use, of the Kingdome of Scotland, for which the said Commissioners have given an Acquittance, is in full Payment of the First Hundred Thousand Pounds appointed and agreed to be paid by the Kingdome of England to the Kingdome of Scotland by the said Articles of Agreement.
