2. An Ordinance to make good to the Soldiers what (fn. 1) the Lord General was promised by the Town of Colchester. (Here enter it.)

That their Lordships do agree to the Ordinance for raising of Five Thousand Pounds for the Town of Colchester: To the rest, they will take it into Consideration, and send an Answer by Messengers of their own.

Upon reading the Petition of Major Herbert Blanchard:

It is Ordered, that a (fn. 2) Habeas Corpus be issued out, to bring before the Lords in Parliament the Body of the said Major Blanchard, cum Causa, returnable immediate.

E. India Co's Ordinance.

Ordered, That the Committee for the Ordinance for the East India Company shall meet on Monday next, in the Afternoon; and so adjourn from Time to Time, as they shall think fit; and that the Petition of Alderman Andrewes, Maurice Thompson, &c. is referred to the Consideration of that Committee.

Additional Ordinance for Employment of the Poor.

Ordered, That the Ordinance for setting the Poor of London on Work, shall be taken into Consideration on Thursday next.

Votes concerning the E. of Arundel's Composition for his Delinquency.

"Ordered, by the Lords and Commons assembled in Parliament, That an Ordinance be brought in, for Pardon of the Earl of Arundell's Delinquency, and Discharge of his Sequestration, in usual Form and Course.

The Lords and Commons assembled in Parliament do accept of the Fine of Six Thousand Pounds, of the Earl of Arundell and Surrey, for the Pardon of his Delinquency, and Discharge of the Sequestration of his Estate; and do expect that the said Earl shall confirm to the Maintenance of the Ministry all such Estate he hath in the Impropriation of Arundell.

"Ordered, by the Lords and Commons in Parliament assembled, That One Moiety of the Earl of Arundell's Fine of Six Thousand Pounds be paid in Hand to the Treasurer of the Navy, and the other Moiety secured to the Committee of the Navy, to be paid on the last Day of December next; and that this whole Fine of Six Thousand Pounds be employed, by Order of the Committee of the Navy, towards the Payment of the Mariners only that are or shall come in, and to no other Purpose.

"Ordered, by the Lords and Commons assembled in Parliament, That in regard the Parliament hath made Use of Monies, to the Value of Fifteen Thousand Pounds, assigned by the late Earl of Arundell for Payment of his Debts, that, upon the paying of the Six Thousand Pounds Fine, the now Earl of Arundell be discharged from Payment of any Fifth or Twentieth Part."

Order for Interest for 352l. ordered to Heywood and Saxton.

"Ordered , by the Lords and Commons assembled in Parliament, That Interest, after the Rate of Eight Pounds per Cent. per Annum, be allowed and accounted unto Richard Heywood and Joseph Saxton, of Alisbury, for the Sum of Three Hundred Fifty-two Pounds, voluntarily lent by the said Richard Heywood and Joseph Saxton to Colonel Henry Bulstrode, from the Time of the Loan thereof; for the Payment whereof, an Order passed both Houses, 24 Novembr. 1648, by which no Interest was allowed; and that the Committee appointed for the Pay of the Horse Guards do state and allow the same accordingly, upon their Doubling of the Principal."

Order for 5000l. promised to the Forces in the Siege of Colchester.

"Whereas, upon the late Rendering of the Town of Colchester into the Hands of Thomas Lord Fairefax, Lord General of all the Forces of the Parliament, a certain Sum of Money was agreed to be paid, by the Inhabitants of the said Town, to the Forces under the Command of the said Lord Fairefax; a good Part whereof was remitted by the said Lord Fairefax, in respect of the great Poverty of the said Town, and extraordinary Sufferings of many well-affected Persons, Inhabitants therein during the late Siege, so that the promised Gratuity to the Soldiery engaged in the said Siege cannot be made good without an Addition of a further Sum thereunto: It is therefore Ordered and Ordained, by the Lords and Commons in Parliament assembled, That the Sum of Five Thousand Pounds be forthwith raised, by the Committee for Sequestrations for the County of Essex, out of the Sequestrations of such Delinquents who have lately or do now reside in the said Town of Colchester, or Liberties thereof, or did resort thither, or were in the said Town during the Siege, or by the Committee of Sequestrations of such Counties where such Delinquents Estates do lie and remain, to be paid by them to Captain Blackwell, Deputy Treasurer at Wars, for making good what was promised to the Forces engaged in the same Siege, to be issued and paid forth, by the said Captain Blackwell, according to such Orders and Directions as shall be made in that Behalf to the said Lord General, whose Warrant, together with the Receipt of the Party or Parties to whom the said Sum of Money shall be assigned, shall be a sufficient Warrant and Discharge to the said Captain Blackwell, for the Payment thereof accordingly; and in case the said Sum of Five Thousand Pounds shall not be raised before the 25th Day of December next, out of the Sequestrations and Compositions of the Delinquents aforesaid, that then the Residue of the said Sum of Five Thousand Pounds shall be paid to the said Captain Blackwell, to the Use aforesaid, out of other Sequestrations or Compositions of other Delinquents within the said County of Essex: And the Committee for the County of Essex, and all other Committees of any other County where any such Delinquents have any Estate Real or Personal, are hereby required to proceed forthwith in the Sequestration of such Delinquents Estates, and to cause the said Five Thousand Pounds to be speedily paid to Captain Blackwell, for the Use aforesaid, out of the First and next Monies that shall be received and come in upon the said Sequestrations and Compositions, or either of them: And all Treasurers, Collectors, and all other Persons that shall receive any Sum of Money upon the Sequestrations or Compositions abovesaid, shall and may, and are hereby authorized, to pay all such Sum or Sums of Money by them received as aforesaid, to the said Captain Blackwell, to the Uses abovesaid, and to no other Person or Persons whatsoever, until the said Sum of Five Thousand Pounds be paid as abovesaid: And the Acquittance of the said Captain Blackwell shall be a sufficient Discharge to the said Treasurers and Collectors, or other Persons, for the Payment of the said Sum or Sums of Money accordingly: Provided always, That this Ordinance shall not extend to the Sequestration or Composition for any of the Estates of any Delinquent formerly, before the First of May, 1648."

"We Yesterday left Newport, and were come hither to Cowes onward, to give our Attendance upon the House, where the Inconveniency of Passage over the Water made us tarry all the Night; by which Means, your Order for Continuance of the Treaty till Saturday, with the other Votes, came to our Hands before we were got out of the Island. This Morning, in Pursuance of your Directions, we are returning to Newport. And so we remain
