A Message was sent to the House of Commons, by Doctor Heath and Mr. Eltonheade:

1. To deliver to them the Ordinance for joining the Militia of Westm. &c. to the Militia of London; and desire their Concurrence therein.

2. To recommend to them the Petition of Mrs. Hunckes.

Upon reading the Petition of Roger Drake, wherein the Lady La Warr is concerned:

It is Ordered, That the Lady La Warr do see a Copy of this Petition.

Upon reading the Petition of George Hallyburton; shewing, "That whereas he was sent with Letters, from the Committee of Estates in the Kingdom of Scotland, to His Majesty and to the Houses of Parliament, and is commanded by the said Committee to stay at London until he received further Order; and it being ordered by the House of Commons, on Saturday last, that he should depart the City of London on Tuesday next; he prayeth, that he may have a further Day set for his Departure hence:"

It is Ordered, That this House thinks it fit that he shall have a Month longer for his Stay here; and the Concurrence of the House of Commons to be desired herein.

This Day John Phillipps, Thomas Greene, John Reade, Thomas Butt, and Thomas Greene Junior, were brought to this Bar; and the Speaker gave them the Admonition directed (fn. 1) by this House to be given them the First of this Instant August.

Message from the H. C. with an Ordinance and Order.

A Message was brought from the House of Commons, by Mr. Wheeler; who brought up these Particulars, wherein their Lordships Concurrence is desired:

1. An Ordinance for taking off the Sequestration of Mr. Serjeant Glanvile. (Here enter it.)

2. An Order for Four Thousand Nine Hundred Twenty-six Pounds to be paid to Colonel Barker.

Serj. Glanvile's Recognizance vacated.

Ordered, That the Recognizances entered into by Mr. Serjeant Glanvile and his Bail, to this House, (fn. 2) are hereby vacated and nulled.

E. of Winchelsea not to be assessed for Horses, &c.

Ordered, That the Earl of Winchelsey shall not have any Imposition upon him of any Horse and Arms; therefore shall have the like Order of other Peers in this Case.

Order for raising Forces in Lincoln.

Next, the Order to refer it to the Committee at Derby House, to grant Commissions to such Officers as the Gentlemen of the Committee of the County of Lyncolne shall desire, for Command of the Forces in that County, was read the Third Time.

Rejected.

And the Question being put, "Whether to agree to this Order now read?"

It was Resolved in the Negative.

Gov. of Tattershal Castle to be attached, if he does not deliver it to the E. of Lincoln.

Upon the Information of the Earl of Lyncolne, "That the Governor of his Castle at Tattershall doth refuse to obey the Order of this House, for delivering the said Castle into the Possession of his Lordship:"

It is Ordered, That a Messenger of this House be sent again, with a Copy of the former Order, and require his Obedience thereunto; and in case he doth refuse, then to attach him, and bring him up to answer the same to this House: And it is also Ordered, That a Letter be written to Colonel Rossiter, to give Assistance to the Messenger as shall be sent.

Declaration against Peers Houses being made Garrisons.

Ordered, That the Lords following are appointed to prepare a Declaration, and bring into this House, that no House of any Peer of this Kingdom shall be made a Garrison, without his Consent:

Orders for raising Forces in Counties rejected.

The Order was read, giving Power to the Committee of Sussex to raise Forces, for suppressing of Tumults, and not Agreed to.

The Order giving Power to the Committee of Worcestershire, to raise Forces, was read, and not Agreed to.

The Order for giving Power to the Committee for Hampshire, to raise Forces, was read, and not Agreed to.

The Order for a Troop of Horse and a Company of Foot to be added to the Companies in Dover, was read, and not Agreed to.

The Order for an Addition of Two Companies in Dover Castle, was read, and not Agreed to.

The Order that the Forces in Dover Castle be commanded by the Militia of the County of Kent, and to consider how those Forces may be made Use of for the Service of that County, was read, and not Agreed to.

The Order concerning Payment of Interest for Three Thousand Five Hundred Twenty-six Pounds, Twelve Shillings, to the Reduced Officers of the late Lord Fairfax, was read, and Agreed to. (Here enter it.)

The Order for One Hundred Seventy-five Pounds to be paid to Mrs. Mary Pigott, by Five Pounds a Week, out of Habberdashers Hall, was read, and Agreed to. (Here enter it.)

The Order for Payment of Three Thousand Pounds to the Soldiers of Seacrost, of the late Lord Fairfax, was read, and Agreed to. (Here enter it.)

Ordinance to clear Sir John Glanvil of his Delinquency.

"Whereas Sir John Glanvill, of Broadbinton, in the County of Wilts, Knight, Serjeant (fn. 3) at Law, by Order of the Commons House of Parliament, hath been referred to the Committee of Lords and Commons for Advance of Money, &c. to compound for his Delinquency and Fifth and Twentieth Part, he having left his Habitation, and went and resided in Oxford, the Enemy's Garrison; which Committee proceeded to a Fine and Composition with him, for his Delinquency, for Two Thousand Three Hundred and Twenty Pounds, whereof One Thousand Three Hundred and Fifty Pounds is satisfied by the Rectory Impropriate of Lam'ton, with the Appurtenances, in the County of Devon, the Inheritance whereof he hath assured for the Maintenance of Preaching Ministers, as by the said Committee hath been directed, so as only the Sum of Nine Hundred Seventy Pounds more is or was to be paid for the Residue of the said Fine: The Lords and Commons in Parliament assembled do approve and accept the said Composition; and they do further ordain, That he shall pay, for his Fifth and Twentieth Part, only the Fifth Part of the Yearly Revenue of his Lands; and that he be, and is hereby, discharged of his Imprisonment, and of his Bail: And His Majesty's Solicitor General is to prepare a Pardon to the said Sir John Glanvill, in such Form as is agreed by both Houses, together with a Grant of, and Restitution to him, his Heirs and Assigns, of all his Lands, Goods, and Chattels, and other Estate for which the said Fine is accepted, according to a Particular thereof made, and entered with the said Committee, and of all Mean Profits thereof, from the 25th Day of January last past, with an Exception of the Right or Estate of the said Sir John Glanvill in or to all Advowsons, Presentations, and Right of Patronage, to any Church or Chapel; which said Pardon, so prepared, the Commissioners of the Great Seal of England for the Time being are hereby likewise authorized to pass under the said Great Seal accordingly: Provided always, That this Ordinance, or the said Pardon thereon to be passed, shall not extend to free the said Sir John Glanvill from a further Composition, for any other Lands, Goods, or Chattels, than what are contained in the Particular aforesaid; and that, in case the said Lands mentioned in the said Particular were of greater Yearly Value than is therein expressed during Three Years before the Year of our Lord 1640, then the said Sir John Glanvill shall pay such further Fine, by Way of Composition, as both Houses of Parliament shall appoint."

Order for 4926 l. to Col. Barker.

"Whereas, upon Report from the Committee of Accompts, it appears that the Sum of Four Thousand Nine Hundred Twenty-six Pounds is due, and in Arrear, unto Colonel John Barker, for Entertainment of Pay: Be it Ordained, by the Lords and Commons assembled in Parliament, That the said Four Thousand Nine Hundred Twenty-six Pounds be paid, in Course, out of the Moiety of the Grand Excise (not disposed of), unto the said Colonel Barker, his Executors, Administrators, or Assigns, whose Receipt or Receipts shall be the Commissioners of Excise their sufficient Warrant and Discharge for Payment of the same, and of every Part and Parcel thereof."

Order for 100 Marks to Col. Devereux.

Ordered, by the Lords and Commons assembled in Parliament, That Mr. Robert Harvey, first paying One Hundred Marks to Colonel Devoreux, or his Assigns, upon Accompt, in Part of the Sum of Five Thousand Three Hundred Eighteen Pounds, demanded by the said Colonel Devoreux upon his Accompt, then the said Robert Harvey is absolutely discharged of any Delinquency wherewith he is charged, and of and from all Sequestrations, Fines, Payment, and Compositions, for and concerning the same."

Order for 5 l. a Week to Col. Devereux.

"Ordered, by the Lords and Commons assembled in Parliament, That the Sum of Three Hundred and Eighteen Pounds, Fourteen Shillings, Seven Pence, Part of the Sum of Five Thousand Three Hundred Eighteen Pounds, Fourteen Shillings, Seven Pence, demanded by the Accompt of Colonel Nicholas Devoreux, (fn. 4) be paid unto the said Colonel Nicholas Devoreux, or his Assigns, by Five Pounds a Week, without Delay, upon Accompt, and be charged at Hab'dashers Hall; and the Acquittance or Acquittances of the said Colonel Nicholas Devoreux, or his Assigns, for Payment thereof, shall be a sufficient Warrant and Discharge to the said Committee and Treasurers at Haberdashers Hall, and such other Person or Persons as shall pay the same."

Order for 4000 l. for Reduced Officers late under Ferdin. L. Fairfax's Command.

"Ordered, by the Lords and Commons assembled in Parliament, That the Sum of Four Thousand Pounds be allowed, for in Lieu and Satisfaction of the Disbursements of the Reduced Officers late under the Command of Ferdinando Lord Fairefax, deceased, containing in Number One Hundred and Fifteen, as appears by a List bearing Date 25th of March, 1648, and remaining in the Custody of the Committee for the Northern Association; and that the same be paid to the said Reduced Officers, or their Assigns, and be charged upon Gouldsmiths Hall, in Course: And the Acquittance or Acquittances of the said Reduced Officers, or their Assigns, testifying the Receipt thereof, shall be a sufficient Warrant and Discharge to the Treasurer at Gouldsmiths Hall, or such other Person or Persons as shall pay the same."

Order for 3526 l. 12 s. for D°.

"Ordered, by the Lords and Commons assembled in Parliament, That the Sum of Three Thousand Five Hundred Twenty-six Pounds, Twelve Shillings, Part of Twenty-seven Thousand Ninety-two Pounds, Thirteen Shillings, One Penny Halfpenny, due to the Reduced Officers late under the Command of Ferdinando Lord Fairefax, deceased, containing in Number One Hundred and Fifteen, as appears by a List, bearing Date 25 Martii, 1648, and remaining in the Custody of the Committee for the Northern Association, be paid to the said Reduced Officers, and be charged upon the Excise, in Course: And the Acquittance or Acquittances of the said Officers, or their Assigns, shall be a sufficient Warrant and Discharge to the Commissioners of Excise, for Payment thereof."

Ordinance for Eyre, Greathead, Sykes, & al. to be Treasurers for these Monies.

"Whereas, upon Report made to the House of Commons, by Mr. John Nelthorpe, from the Committee for the Northern Association, the 31th of July, 1648, and remaining in the Custody of the said Committee, of divers Reduced Officers late under the Command of Ferdinando Lord Fairefax, deceased: It is thereupon Ordered, That the Sum of Four Thousand Pounds be allowed for the Disbursements of the said Officers, and charged upon the Receipts at Gouldsmiths Hall, in Course; also that the Sum of Three Thousand Five Hundred Twenty-six Pounds, Twelve Shillings, Parcel of Twenty-seven Thousand Ninety-two Pounds, Thirteen Shillings, One Penny Half-penny, due to the Officers of the said List, should be charged upon the Excise, in Course, for the Use of the said Officers; and that the said Officers shall have Interest of the said Three Thousand Five Hundred Twenty-six Pounds, Twelve Shillings, paid out of such Discoveries of Delinquents Estates as they shall make, not already discovered: It is this Day Ordered, by the Lords and Commons assembled in Parliament, That Adam Eyre, Thomas Greathead, Richard Sykes, George Shirt, and Henry Lademan, or any Three of them, or their Assigns, shall have Power, and be hereby authorized, to receive all such Sum or Sums of Money (for the Use of the said Officers) as shall become due upon all and every the Orders aforesaid; and that the Acquittance or Acquittances of the said Adam Eyre, Thomas Greatehed, Richard Sykes, George Shirt, and Henry Lademan, or their Assigns, or any Three of them, shall be a sufficient Discharge unto the Commissioners, Treasurers, or any other Person or Persons, who shall pay the same."

Interest on 3526 l. 12 s. for the Reduced Officers of Ferd. L. Fairfax.

"Ordered, by the Lords and Commons assembled in Parliament, That the One Hundred and Fifteen Reduced Officers late under the Command of Ferdinando Lord Fairefax, deceased, as appears by a List bearing Date the 25 Martii, 1648, and remaining in the Custody of the Committee of the Northern Association, have Interest for Two Months paid, (videlicet,) Three Thousand Five Hundred Twenty-six Pounds, Twelve Shillings, paid them out of such Discoveries of Delinquents Estates as they shall make, not already discovered."

Order for 175 l. to Mrs. Pigott.

"Ordered, by the Lords and Commons assembled in Parliament, That the Sum of One Hundred Seventyfive Pounds, formerly ordered to be paid to Mrs. Martha Pigott, be paid unto her, or her Assigns, by Five Pounds a Week, and be charged upon Haberdashers Hall; and the Acquittance or Acquittances of the said Martha Pigott, or her Assigns, to the Treasurers of Haberdashers Hall, or any other that shall pay the same, shall be their sufficient Discharge."

Order for 3000 l. for Soldiers in Yorkshire under Fred. L. Fairfax.

"Ordered, by the Lords and Commons in Parliament assembled, That the Sum of Three Thousand Pounds be advanced to the Petitioners comprehended in a List of divers Soldiers of the Parishes of Bradford, Leedes, and other adjacent Towns, in the County of York, late under the Command of the late Lord Fairefax, dated 1 Maii, 1648, and remaining with the Committee for the Northern Association, and paid to them out of such Compounders Estates who have compounded at Gouldsmiths Hall at Under-values, such undervalued Compositions to be discovered by the Petitioners to the Committee at Gouldsmiths Hall, who are authorized, out of such Under-valuations so discovered by the Petitioners, to pay unto them the said Three Thousand Pounds upon; or in case they shall not be satisfied the said Three Thousand Pounds out of Undervaluations, that they be satisfied and paid upon Accompt the said Three Thousand Pounds, out of such concealed Delinquents Estates not yet sequestered as they shall discover to the Committee of Haberdashers Hall, who are hereby authorized to receive such Discoveries, to proceed thereupon, and to pay the said Three Thousand Pounds unto them accordingly."
