DIE Mercurii, quarto die Februarii, anno Regis Henrici Octavi post Conquestum Tertio, primo die Parliamenti, ipso Domino Rege in Camera magna juxta Capellam et Oratoriam suam infra Palatium suum Westm. Regali solio residente, presentibus tunc totius Regni Anglie tam Spiritualibus quam Temporalibus Dominis, et etiam Comunibus ad Parliamentum tunc summonitis, et Regiis Mandatis convocatis,

Reverendissimus in Christo Pater Dominus Willelmus Cantuariensis Archiepiscopus, Cancellarius Anglie, causam Summonicionis Parliamenti predicti, ex ipsius Domini Regis Mandato, non minus eleganter et egregie, quam graviter, sapienter, et docte, et cum omnium presentium summa laude, pronuntiavit, declaravit, et publicavit, assumens pro suo themate seriem hanc verborum sequentium.

"Justitia et Pax osculate sunt."

Cujus thematis declarationem in duas distinxit partes. In prima enim parte copiose docuit, "non minus esse necessarium quam salubre ac utile, regnorum et potentium Imperiorum (instante saltem et gravi causa urgente) subditos ad Parliamenta, seu publica Concilia, sepius convenire debere; idque Romanos, ex auctoritate Valerii Maximi, frequentius fecisse ostendit, consilio preterea Salomonis (dicentis, Diligite lumen sapientie, omnes qui pre-estis Populis, ex qua Sapientia, Justitia et Pax, Virtutes Reipublice summe necessarie, oriuntur) ostendebat Sapientiam Divinam a Regibus et Principibus Sapientie terrene longe ante ponendam et affectandam; subjunxit deinde harum virtutum, Justitie scilicet et Pacis, fructuosas mutuas et amicabiles commoditates, quibus homines ad earum amorem facilius impellerentur; postremo autem, per quod hominum genus, Justitia a debito sue executionis complemento impeditur, egregie disseruit; per homines scilicet ad mundanas exaltationes, seu promotiones, variè et indiscretè per phas et nephas ascendere molientes, per ministrorum Justitie impunitam negligentiam, carnali amore, avaritia, odio et timore excecatorum, per scelerata duodecim virorum perjuria, per minas et nimias Regentium et Officiorum impotentias, que omnia ut debite reformarentur salubri exhortatione suadebat.

"In secunda sui Thematis parte, sancte Pacis quam Christus suis Discipulis reliquit commoda multa per hunc textum Pacem meam do vobis declarabat. Et quod Deus, Bella propter Principum et populi peccata quandoque evenire permittit, ex veteris auctoritate Testamenti docuit; pulcre Historiam Josue contra Amelach, et David contra Philistheos, ex Dei precepto pugnantium inducendo; deinde, antequam bellum alicui inferatur, que premeditanda cogitandave sint congrue demonstravit, auctoritatem scilicet bellum indicentis, meritum bellum patientis, finem intentionemque bellum gerentis subjunxit. Preterea, que bellantibus et victoriam sperantibus necessario requirantur; primo quod in viis Domini ambulent; in Deo solo, non in viribus suis, spem firmam ponant, habeantque aciem militarem rectè et ordinatè dispositam; et quod, suis contenti stipendiis, onera militaria libenter sustineant, nedum illicitas questus queritur, injuriosa preda grassetur; postremò, presens Consilium, five Parliamentum, coactum, congregatum, five institutum fuisse ostendit, ut que contra Juris Justitieque ordinationes errata fuerint debite correctionis emendatione reformarentur."

Post cujus quidem pronuntiationis et declaracionis conclusionem, idem Dominus Cancellarius prefatis Communibus, nomine Regio, dedit in Mandatis, quod in Domo sua Communi et consueta in crastino convenirent, et unum Preloquutorem suum eligerent, ac sic electum eidem Domino Regi presentarent; et, ut Justitia celerius, commodius, et diligentius, querelas et petitiones porrigere volentibus exhiberi et ministrari possit, certos Receptores, Discussores, et Examinatores, five Triatores, earum Petitionum constituit et assignavit, in forma subsequenti.
