Bills from H. C.

HODIE allatæ sunt a Domo Communi duæ Billæ:

1. An Act for the Explanation of a Branch of the Statute made in the Third Year of the Reign of our late Sovereign Lord King James, intituled, An Act for the better discovering and repressing of Popish Recusants.

2. An Act for the Confirmation of Letters Patents, made by our late Sovereign Lord King James, to John Earl of Bristol, by the Name of John Digby, Knight.

De Gerbier qualifies for Naturalization.

Hodie Balthaser de Gerbier, who hath exhibited his Bill to be Naturalized, did this Day take the Oaths of Supremacy and Allegiance.

Report of the Commons versus Doctor Manwaring.

The Lord Keeper reported the Declaration of the Commons against Roger Manwaringe, Doctor of Divinity, to this Effect: videlicet,

Declaration read.

After a short Preamble, his Lordship delivered the said Declaration unto the Clerk, who read the same.

(Vide this Declaration amongst the Acts of this Parliament).

Mr. Pym's opening of Three Points of the Charge.

Then his Lordship reported in what Manner Mr. Pym (one of the Commons) opened the Three several Points of the said Charge, and the Proofs thereof, "by citing the several Places of the said Two Sermons, and the Authorities which the said Manwaring had quoted for his Assertions; and shewed his unfaithful Dealing therein; by quoting in some Places but a Part of his Author's Positions, and leaving out Part, which did make directly against his Assertions; and by misapplying divers of his Authorities, by attributing that unto the King, which the Author meant unto God, wresting their Sayings, and perverting their Sense unto his own."

Then his Lordship reported "what Excuses the said Doctor Manwaringe might make for himself, and the Answer of the Commons to the same. First, a general Answer, and then a particular Answer unto each particular Excuse. And the Precedents produced by the Commons that Offences of this Nature were ever punishable in former Ages."

The Commons Conclusion.

And, lastly, his Lordship reported "the Conclusion of the Commons, and their Protestation to reserve Liberty for exhibiting any further Accusation against Manwaring, for that he hath increased his former Offence; for he hath lately, even sitting this Parliament (4 Maii last), preached another Sermon at St. Gyles in the Fields, wherein he maintained, That the King hath supremam proprietatem in every Man's Goods and Estates; and that the King may require Aid of His Subjects, in Time of Necessity; and, if they supply not His Majesty, He might justly revenge it. And that the Names of those who were present at this last Sermon, and will prove the same, shall be delivered when their Lordships shall please."

Doctor Manwaring to be charged at the Bar with his Offence.

Ordered, The said Roger Manwaringe, Doctor of Divinity, to be sent for presently, by the Serjeant at Arms; and the Serjeant to keep him in safe Custody. And the King's Counsel (Mr. Serjeant Crewe and Mr. Attorney General) are to charge the said Manwaringe here at the Bar, To-morrow Morning, with the Offences contained in the said Declaration of the Commons.

Memorandum, The Lord Keeper delivered his said Report, in Writing, unto the King's Counsel, that they might prepare themselves for this Charge accordingly.

Witnesses Versus Doctor Manwaring.

The Clerk is to receive of Mr. Pym the Names of those Witnesses whom the Commons will produce to prove Doctor Manwaring's Sermon 4 Maii, and to send for them to be here To-morrow Morning.

Reynde's Censure.

The Lords taking into their Consideration, that Henry Reynde will not be found, and resolving to proceed to a Censure against him for his ignominious Speeches of the Parliament, and of the Lord Say; they first voted and adjudged him unworthy to bear Arms hereafter, or to be accounted a Soldier.

Being found is ordered to be brought to the Bar.

Then their Lordships propounded divers other Parts of a Censure against him; but the Duke of Buckingham coming in before the Conclusion thereof, his Grace told their Lordships, that the said Reynde is now found; whereupon it was Ordered, The said Reynde to be brought hither To-morrow Morning.

Figes a Petition.

Upon the Petition of Allen Figes, Servant to the Bishop of Worcestre, His Majesty's Writ of Habeas Corpus cum Causa is awarded to the Warden of The Fleet, ret. 11 Junii, hora nona; and the Parties at whose Suit he is imprisoned are to be warned to attend here then also.
