Petition of Right.

THE Proposition brought in Yesterday from the Committee for an Accommodation, etc. was read, and debated long. A new Proposition was made.

Message to the House of Commons, by
Sir Charles Cæsar and
Sir Edward Salter:

Message to the House of Commons, to continue sitting.

That the Commons would sit a while, for that the Lords do think they shall have Cause to send unto them this Morning; if not, yet they shall hear from their Lordships in convenient Time.

Answered:

Answer.

They will sit accordingly.

The House was adjourned during Pleasure; and the former Committee withdrew, to consider of this latter Proposition.

The Committee being returned, the House was resumed.

The Proposition for an Addition to the Petition (fn. 2) of Right was read: videlicet,

The proposed Addition to the Petition of Right.

"We humbly present this Petition to Your Majesty, not only with a Care of preserving our own Liberties, but with due Regard to leave entire that Sovereign Power wherewith Your Majesty is trusted, for the Protection, Safety, and Happiness of Your People."

And it was declared, That this was offered to be considered of for an Accommodation only; that it shall neither conclude us in our Opinions, nor exclude the Petition of Right presented by the Commons.

Mr. Baron Vernon:

Message to the Commons for Conference.

That the Lords desire a present Conference, between both Houses, in the Painted Chamber.

The Commons will attend accordingly.

The Lord Keeper demanded Directions what to speak, and propounded these: videlicet,

Ld. Keeper's Introduction to the Conference.

"First, To shew the Lords Desire of good Correspondency with them, and their Desire also of a happy Success of this Parliament: To put them in Mind that, at the last Meeting, some Alterations were propounded unto them of the Petition of Right: That one main Point rested to be debated concerning Imprisonment, which their Lordships thought fit to have Precedency: That the Lords are loath to alter either the Narration or the Petition in that Point, but propound rather to add somewhat to the said Petition: That their Lordships have not concluded themselves by Vote unto the said Addition now propounded, nor tied themselves not to alter the same: And to desire them to sit this Afternoon, for expediting hereof, if their Occasions will permit them; and then to read the said Addition, and leave it with them."

This being approved of, and the House adjourned during Pleasure, their Lordships went to the Conference.

Debate concerning the Amendment of the Petition of Right.

The Lords being returned, and the House resumed; their Lordships entered into some Debate of Reasons to be given to the Commons for this Addition now propounded, if it should happen that they should have any further Conference with the Commons herein this Afternoon; but, before any Resolution had of the said Reasons, a Message came from the House of Commons, by Sir Francis Seymor and others:

Message from the House of Commons concerning it.

That the Business now propounded unto them at this Conference was of so great Weight and Consequence, that they cannot take the same into their Consideration this Afternoon; but they will consider thereof on Monday Morning, and return their Lordships an Answer.

Adjourn.
