THE Lord Treasurer excused the Absence of the Lord Archbishop of Canterburie, by reason of Inconveniency of coming from his Lordship's House, the Thames being frozen, and for other Business wherein the said Lord Archbishop is presently and necessarily detained.
Also the Lord Bishop of Winchester's Absence excused by his Lordship, for like Cause.
The Absence of the Lord Bishop of Carlile excused by the Lord Chancellor, for that the said Lord Bishop is this Morning to attend his own Occasions in the Exchequer.
The Absence of the Earl of Lincolne excused by the Lord Dacres.
The Absence of the Earl of Suff. excused by the Lord Chamberlain, for Want of Health.
The Absence of the Lord Stanhope of Shelford excused, in respect of Law Causes detaining his Lordship.
Richard Cammell.
Complaint having been lately made to this Honourable House, against Richard Cammell, a Clerk under Mr. Ravenscroft, in the Petty-bag; for that the said Cammell, in sundry Writs, directed to several Lords for their Appearance at this Parliament, had omitted, and not set down, these Words ("Prædilecto et Fideli nostro"); and in the said Writs had only used and expressed the Names of such Lords to whom the same Writs were directed; the said Richard Cammell was this Day brought into this Court, by the Gentleman Usher attending the same, to answer his said penning of those Writs contrary to Form and ancient Precedents in like Cases. And albeit the said Cammell did then and there, on his Knees, at the Bar, humbly acknowledge his Fault therein, and declared himself sorry and penitent for the same; yet, forasmuch as he was not able to make any Defence, or reasonable Excuse, of such his Offence; and for that the same did appear, and was generally held, justly offensive to those Lords whom it particularly concerned, and to be much against the Honour and Dignity of this House; therefore, by the common and unanime Assent of all their Lordships then present, the said Cammell was committed unto the Prison of The Fleet, there to remain until this House shall take further Order for his Enlargment.
Privileges of the House.
The Lord Privy Seal, one of the Committees appointed and named to take Consideration of the Privileges, &c. of this House, declared, That the Lords Committees aforesaid had, according to the Direction of the House, met, and entered into Consideration of that Business, and had so far proceeded therein, as the Time wherein they so met, and were together, would permit; howbeit, the Matter, being of great Moment and Consequence, did, as the said Lords Committees conceived, require further Consideration than that Time would afford. Whereupon the said Lord Privy Seal did then deliver into the Court a Note of such Matters and Points, as the said Lords Committees agreed on, and thought fit to be presented to this Court. It was therefore, upon Motion to that Effect then made, Agreed, by all their Lordships present, that the Power and Direction formerly given to the said Lords Committees as aforesaid, shall not at this Time cease and be determined, but shall continue further, so long as shall seem fit to this House.
Afterwards the Note aforesaid, so brought in, and tendred by the said Lords Committees, was openly read and well approved by the whole House; and thereupon it was Ordered, That all the Matters therein contained shall, according to the Direction therein, be hereafter, in all Points, observed and kept. But the said Report, or Note, not to be entered, or registered, as an Order of the House; but safely to be kept until the said Lords Committees shall, towards the End of this Session of Parliament, present and tender a further Report, and Note of their whole Proceedings and Opinions in the Premises; whereupon the Court will give further Order and Direction, as shall appertain.
