The Lord Chancellor acquainted the House, "That Her Majesty had been pleased to order a Commission to be issued under the Great Seal, for declaring Her Royal Assent to several Acts therein mentioned."
The House was adjourned during Pleasure.
The House was resumed.
Then Three of the Lords Commissioners (in their Robes) being seated on a Form placed between the Throne and the Woolsack; the Lord Chancellor in the Middle; and the Lord Privy Seal on his Right Hand; and the Lord Viscount Bolingbroke on his Left; commanded the Gentleman Usher of the Black Rod to let the Commons know, "That the Commissioners desire their immediate Attendance in the House of Peers, to hear the Commission read."

The Lord Chancellor said,
"My Lords, and gentlemen of the House of Commons,
"Her Majesty, not thinking fit to be Personally present here at this Time, has been pleased to order Letters Patents to be issued under the Great Seal, directed to us and other Lords who are named in the said Letters Patents; thereby commanding us, in the Presence of you the Lords Spiritual and Temporal and Commons of Great Britain, here to be assembled for that Purpose, to declare and notify, in Her Majesty's Absence, Her Royal Assent to several Acts agreed upon by both Houses."

And the same were read, by the Clerk, as follows:

To Our Right Trusty and Right Well-beloved the Lords Spiritual and Temporal, and to Our Trusty and Well-beloved the Knights, Citizens, and Burgesses, and the Commissioners for Shires and Boroughs, of the House of Commons, in this present Parliament assembled, Greeting. Whereas We have seen, and perfectly understood, divers and sundry Acts, agreed and accorded on by you Our loving Subjects the Lords Spiritual and Temporal and the Commons in this Our present Parliament assembled, and endorsed by You as hath been accustomed, the Titles and Names of which Acts hereafter do particularly ensue; and these Our Letters Patents shall be to every of them a sufficient Warrant in that Behalf: And finally We do declare and will, that, after this Our Royal Assent given and passed by these Presents, and declared and notified as is aforesaid, that then and immediately the said Acts shall be taken, accepted, and admitted, good, sufficient, and perfect Acts of Parliament and Laws, to all Intents, Constructions, and Purposes, and to be put in due Execution accordingly; the Continuance or Dissolution of this Our Parliament, or any other Use, Custom, Thing, or Things, to the contrary thereof, notwithstanding: In Witness whereof, We have caused these Our Letters to be made Patents.

Then the Lord Chancellor said,
"By Virtue of this Commission, We do declare and notify to you the Lords Spiritual and Temporal and Commons of Great Britain, Her Majesty's Royal Assent to the several Acts therein mentioned; and the Clerks are required to pass the same, in the usual Form and Words."
Then the Clerk of the Crown read the Titles of the Acts to be passed, severally, as follows:
"1. An Act to prevent the Growth of Schism, and for the further Security of the Churches of England and Ireland as by Law established."
"2. An Act for encouraging the Tobacco Trade."
"3. An Act for repairing and amending the Highways, between the Town or Village of Tittensor, and the most Northern Part of Talke on the Hill, in Butlane, in the County of Stafford."

Bourchier's Bill.
The Lord Delawar reported from the Lords Committees, to whom the Bill, intituled, "An Act for Sale of Part of the Estate late of Brereton Bourchier Esquire, deceased, for Payment of Debts, and other Purposes therein mentioned," was committed: "That they had considered the said Bill, and found the Allegations thereof to be true; that the Parties concerned had given their Consents; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."
Ordered, That the said Bill be engrossed.
Acts to prevent Dangers from Recusants; and for settling Presentations to Benefices of Papists, Bill to render more effectual.
The Lord Bishop of Bristol (according to Order) reported from the Committee of the whole House, to whom the Bill, intituled, "An Act for rendering more effectual an Act, made in the Third Year of the Reign of King James the First, intituled, An Act to prevent and avoid Dangers which may grow by Popish Recusants; and also of One other Act, made in the First Year of the Reign of Their late Majesties King William and Queen Mary, intituled, An Act to vest in the Two Universities the Presentations of Benefices belonging to Papists," was committed; the several Amendments made by the Committee to the said Bill.
Which were read Twice, and agreed to.
Ordered, That the Bill, with the Amendments, be engrossed.
Messages from H. C. with Bills.
A Message was brought from the House of Commons, by Mr. Wrightson and others:
With a Bill, intituled, "An Act to empower the Lord High Treasurer of Great Britain, or the Commissioners of the Treasury, for the Time being, to compound with Robert Wise and his Sureties, for such Debts as he owes to Her Majesty, or stands bound for as Surety, for Customs of Tobacco;" to which they desire the Concurrence of this House.
A Message was brought from the House of Commons, by Mr. London and others:
With a Bill, intituled, "An Act to explain Part of an Act made in the Seventh Year of Her Majesty's Reign (for enlarging the Capital Stock of the Bank of England; and for raising a further Supply to Her Majesty for the Service of the Year One Thousand Seven Hundred and Nine) so far as the same relates to Unwrought Incle imported into this Kingdom;" to which they desire the Concurrence of this House.

The Order being read, for taking into Consideration the State of the Trade of this Kingdom with Spain and The West Indies:
It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That this House will take the same into Consideration on Wednesday next.

Commissioners for Trade to lay Proceedings before the House.
Ordered, That the Commissioners for Trade and Plantations do lay before this House an Account of what Steps and Proceedings they have made, in relation to the Third, Fifth, and Eighth Articles of the Treaty of Commerce with Spain, and the Explanation of the said Treaty."
Enlisting Soldiers without Authority, to prevent, Bill.
Hodie 2a vice lecta est Billa, intituled, "An Act to prevent the listing Her Majesty's Subjects to serve as Soldiers, without Her Majesty's Authority."
Ordered, That the said Bill be committed to a Committee of the whole House, presently.
Then the House was adjourned during Pleasure, and put into a Committee upon the said Bill.
And, after some Time spent therein, the House was resumed.
And the Lord Viscount Bolingbroke reported from the said Committee, "That they had gone through the Bill, and made some Amendments thereunto; which he was ready to report, when the House will please to receive the same."
Ordered, That the Report be received on Monday next.
Business put off.
Ordered, That the Business appointed for Tomorrow be adjourned till Monday, and the Causes removed One Day in Course.
