Hodie 2a vice lecta est Billa, intituled, "An Act for ascertaining and establishing the Glebe Land, Tithes, and other Profits, of the Rectory of Gothurst, in the County of Bucks."
Ordered, That the Consideration of the said Bill be committed to the Lords following; (videlicet,)
Their Lordships, or any Five of them; to meet on Thursday the Thirteenth Day of March next, at Eleven a Clock in the Forenoon, in the Prince's Lodgings, near the House of Peers; and to adjourn as they please.
D. of Bedford's Bill.
The Duke of Devonshire reported from the Lords Committees, to whom the Bill, intituled, "An Act to enable Trustees, during the Minority of Wriothesley Duke of Bedford, and of the Lord John Russell his Brother, to grant Leases of the Estate of the said Duke, and Setts for getting Copper and other Ore and Minerals therein; and for rendering valid and effectual several such Grants or Setts already made, was referred: That they had considered the same; and that the Parties concerned therein had consented thereunto; and that the Committee had made several Amendments to the Bill."
Which were read Twice, and agreed to; and the Bill ordered to be engrossed, with the said Amendments.

Upon reading the Petition of Sir Robert Guldeford Baronet and Dame Clare Guldeford his Wife, Thomas Guldeford Gentleman, Uncle and Heir Apparent to the said Sir Robert Guldeford, Sir George Choute Baronet, and John Caryll, Trustees for the Payment of Six Thousand Pounds to the said Dame Clare Guldeford, Francis Tayler, Samuel Plummer, John Lund, and Benjamin Muchall, Trustees for the Payment of several Bond Debts and other Debts of the said Sir Robert Guldeford and Joseph Guldeford Gentleman; praying Leave to bring in a Bill, to empower Trustees to sell and dispose of the Manor of Hempsted, in the County of Kent, and other the Lands, Tenements, and Hereditaments, contiguous thereto, for Payment and Satisfaction of the Debts of the said Sir Robert Guldeford, and other Purposes in the Petition mentioned:
It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Consideration of the said Petition shall be, and is hereby, referred to Mr. Baron Price and Mr. Justice Dormer; who are forthwith to summon all Parties concerned in the Bill; and, after hearing them, to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties that may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

Upon reading this Day the Roll of Standing Orders of this House; Notice was taken of several Parts thereof, as fit to be re-considered; particularly that which directs the administering the Oath of Allegiance; as also that which relates to Adjournments by Commission; and likewise the Order, of the 28th of May 1624, which relates to the Privilege of the Nobility, concerning the Freedom of their Servants from Arrests; and the Order, of the 15th of February 1625, which requires all the Lords, once in every Parliament, to take the Oath of Allegiance; and the Order, made the 6th of May 1628, that the Lords of Parliament have Right to answer in all Courts, as Defendants, upon Honour only; and the Order, dated the 2d of March 1664, which directs all Bills for Restitution in Blood to begin in this House, being first signed by the King; and the Order, of the 30th of April 1675, which prohibits the Imposition of any Oath upon the Peers, with a Penalty, in Case of Refusal, to lose their Places in Parliament; and the Order, of the 12th of November 1685, that Privilege of Parliament ought not to be allowed to Peers in Cases wherein they are only Trustees; as also the Order dated the 15th of March 1697, which disallows the Use of Proxies in Judicial Causes, though by Bill:
It is therefore Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Roll of Standing Orders be referred to the Lords Committees for Privileges, to take the same into Consideration, and particularly the several Matters abovementioned; and also to consider what further Rules or Orders may be proper, for preventing Irregularities in the Proceedings in this House; and report their Opinion thereupon to the House.
Whose Lordships are to meet on Monday next, at Eleven a Clock in the Forenoon; and to adjourn as they please.

A Message was brought from the House of Commons, by Mr. Wortley and others:
With a Bill, intituled, "An Act for securing the Freedom of Parliaments, by limiting the Number of Officers in the House of Commons;" to which they desire the Concurrence of this House.
