Prayers.
Woollen Manufacture.
A PETITION of several of the Factors of Blackwell Hall, was read; setting forth, That a Bill being brought into the House under the Title of a Bill for the Encouragement of the Woolen Manufactory of this Kingdom, they conceive it to be of a far different Nature from the said Title; and prayed to be heard against the said Bill.
Ordered, That the said Petition do lie upon the Table, till the said Bill shall be read the Second time.
Ordered, That the said Bill be not read the Second time before Twelve a Clock.
Convex Lights.
A Petition of Anth. Vernatty, Gentleman, was read; setting forth, that the Petitioner hath a Patent, dated 35 Car. IIdi, for lighting all public Streets and Passages within his Majesty's Dominions for the Space of Fourteen Years, with Lanthorns with Lamps; which by your Majesty's Command, are made use of from Clarendon House, to the Palace of Kingsinton, and in other Places about this City: And there now being a Bill committed in Favour of the Convex Lights, it may prejudice the Petitioner: And praying to be heard, at the Committee, for the said Bill.
Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for granting a further Term of Years to the Partners concerned in the Convex Lights is committed.
Ditto.
A Petition of the Master, Wardens, and Assistants, and Fellowship, of the Mystery of Horners of the City of London, was read; setting forth, That they are an ancient Company, and their Trade chiefly depends in making Lanthorn Leaves: That the Petitioners are informed, there is a Bill brought in by several Persons, under colour of a Patent for Convex Lights, for granting to them a further Term of Years: That before the setting up the said Lights, the Petitioners made a far greater Number of Lanthorn Leaves than they now do; and they now maintain their Families, and pay Taxes: But, if the said Bill should pass, they shall be ruined: And praying to be heard against the said Bill.
Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for granting a further Term of Years to the Partners concerned in the Convex Lights, is committed.
Ditto.
A Petition of the Master, Wardens, and Commonalty of the Art and Mystery of Tallow Chandlers of the City of London, was read; setting forth, That the Petitioners were incorporated 2°Edw IVti; and have ever since so continued: That, when the Charter of the City of London was seized, a Patent was obtained, as alleged, for enlightening the Streets; which was a Time when your Petitioners could not appear to oppose it: That the Petitioners understand a Bill is now brought in, for granting a further Time to the said Patent: That, if the said Bill should pass, it would be a great Prejudice, not only to your Petitioners, and many hundred Families, but also to all Gentlemen that are Owners of Feeding and Breeding-grounds, by lessening the Price of Tallow: And praying to be heard against the said Bill.
Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for the granting a further Term of Years to the Partners concerned in the Convex Lights, is committed.
Trade in Cities, &c.
Ordered, That Leave be given to bring in a Bill for preventing the Decay of Trade in Cities, Corporations, and Market Towns.
And the same was accordingly presented to the House.

Resolved, That the Bill be read a Second time.
Malicious Informations.
Mr. Waller, according to Order, presented to the House a Bill to prevent malicious Informations in the Court of King's Bench, and for the more easy Reversal of Outlawries in the same Court. And the same was received.

London Orphans.
Resolved, That this House will, upon Wednesday Morning next, at Ten of the Clock, resolve itself into a Committee of the whole House, to consider of the Petition of the Lord Mayor, and Aldermen, and Commonalty of the City of London, touching the Orphans of the said City.
East India Company.
A Petition of several Merchants, and others, trading to the East Indies, was read; setting forth, That the Petitioners, and many others, last Session of Parliament, applied themselves to the House for erecting a new East India Company, to preserve that Trade, which is, in a great measure, lost; and will wholly fall into the Hands of our Neighbours, unless timely prevented: And praying, That the House would take the Premises into their Consideration.
Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom it is referred to consider of Heads for a Bill for preserving, regulating, and establishing the East India Trade.
Ordered, That the Consideration of the Petition of the Clothiers of the County of Gloucester, presented to the House Yesterday, be referred to the said Committee of the whole House.
Then the House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider of Heads for a Bill for preserving, regulating and establishing the East India Trade.

Mr. Smith reported from the said Committee, That they had made some Progress in the Matter to them referred: And that they had directed him to move, That the Committee might have Leave to sit again.
Resolved, That this House will, upon Tuesday Morning next, at Ten of the Clock, resolve itself into a Committee of the whole House, to consider further of Heads for a Bill for the preserving, regulating, and establishing the East India Trade.
Convex Lights.
Ordered, That Mr. Davenant, Mr. Champney, Mr. Arnold, Mr. Harcourt, Mr. Shackerly, Sir Wm. Turner, Mr. Boyle, Mr. Hill, Mr. Chase, be added to the Committee to whom the Bill for granting a further Term of Years to the Partners concerned in the Convex Lights, is committed.

Ordered, That all Committees be revived.
And then the House adjourned till To-morrow Morning, Nine a Clock.
