Prayers.
East India Company.
A PETITION of William Hallyday, and others, was read; setting forth, That the Petitioners appearing on the Behalf of themselves, and others, Clothiers in the County of Gloucester; and being credibly informed, That the Armenians, and others, Foreigners, are permitted to export Cloth for the East Indias, the Company having wholly declined it for these Three Years, and, therefore, humbly praying, That his Majesty's Subjects may have the same Liberty, paying the King's Duties and Customs, for the greater Encouragement of the Woolen Manufacture, wherein so many Thousand Hands are employed, and so many Families thereby supported and maintained.
Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the Petitions concerning the East India Trade, were referred.
Davile's Estate.
Mr. Christie reported from the Committee to whom the Bill to enable Wm. Davile to sell some Lands, for Payment of Debts, was committed, That they had made several Amendments to the Bill; which they had directed him to report to the House: Which he read in his Place, with the Coherence; and afterwards delivered in at the Clerk's Table. And
Ditto.
A Petition of Anth. Garthorn, and Ester his Wife, was presented to the House, and read; setting forth, That the Petitioner Anth. in Right of his Wife and her Sister, hath obtained Two Judgments of Four hundred Pounds each, against Wm. Davile their Brother, upon Bonds; whereon there is due to the Petitioner more than the Bonds will satisfy; and some Part of the Obligor's Lands have been extended; but by vexatious Suits have been hindered of the Benefit thereof: And being informed the said Wm. Davile hath brought in a Bill to sell Part of his Lands, under Pretence of Payment of Debts, whereof the Petitioners are in Possession by their Executions, whereby the Petitioners will be defeated of their Debts, and Securities, and praying the Consideration of the House in the Premises; and that they may be heard against the Bill, before it pass into an Act.
Ordered, That the Bill be re-committed to the same Committee: And that they do meet this Afternoon at Four of the Clock, in the Speaker's Chamber.
Ordered, That the Consideration of the said Petition be referred to the same Committee.
Newton Election.
Ordered, That Sir James Forbes and Tho. Bretherton, Esquire, have Liberty to withdraw their Petition touching the Election for the Borough of Newton in the County of Lancaster.
Newton Writ.
Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown, to make out a new Writ for the electing a Burgess to serve in this present Parliament for the Borough of Newton in the County of Lancaster, in the room of Sir John Chichley, deceased.
Royal Mines.
A Bill for the explaining a Proviso touching Royal Mines, in the Statute made in the First Year of their Majesties Reign, intituled, An Act for the Repeal of the Statute of Fifth Henry the Fourth, against the multiplying Gold and Silver, was read the First time.
Ordered, That the said Bill be read a Second time.
Debtors Escapes.
Mr. Brewer, according to Order, presented to the House a Bill for the better Relief of Creditors, and preventing Escapes: And the same was received.
Deer Stealers.
A Bill for the better Discovery and Punishment of Deer Stealers, was read the Second time.
Resolved, That the Bill be committed to Sir Rob. Henley, Sir Christopher Musgrave, Mr. Brewer, Mr. Thornhaugh, Mr. Hobby, Mr. Bromly, Mr. Parkhurst, Sir Tho. Vernon, Sir John Fagg, Mr. Gray, Mr. Biddolph, Mr. Holt, Sir Edw. Windham, Sir John Guise, Mr. Chetwyn, Mr. Cooke, Sir Cha. Bloys, Mr. Brockman, Sir Jerv. Election Returns.
Mr. Clarke reported from the Committee to whom the Bill to prevent false and double Returns of Members to serve in Parliament, was committed, That they had made several Amendments to the Bill; which they had directed him to report to the House: Which he read in his Place, with the Coherence; and afterwards, delivered in at the Clerk's Table: Where the same were once read throughout; and afterwards a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.
A Proviso was offered to be made Part of the Bill: And the same was read the First time; being to oblige the Clerk of the Crown to perform his Duty in relation to his Entering of Returns, under the Penalty of for every Offence.
Resolved, That the Blank be filled up with Two thousand Pounds.
Then the Clause was read the Second time.
Resolved, That the same be made Part of the Bill.
Ordered, That the Bill, with the Amendments, be ingrossed.
London Orphans.
Sir Wm. Turner, according to Order, presented to the House a Bill for Relief of the Orphans of the City of London: And the same was received.
Examination of Lord Preston, &c.
The House being informed, that Mr. Armstrong, from the Earl of Nottingham, attended at the Door, with the Confessions and Examinations of the Lord Preston and Mr. Crone, according to the desire of the House in their Address to his Majesty;
The said Mr. Armstrong was called in; and, at the Bar, delivered in to the House, a Packet sealed up; wherein were the said Confessions and Examinations.
Ordered, That the said Papers be opened and proceeded on upon Saturday Morning next.
East India Company.
Then the House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider further of the Petitions concerning the East India Company.

Sir John Guise took the Chair of the Committee.
Mr. Speaker resumed the Chair.
Sir John Guise reported from the said Committee, That they had made a further Progress in the Consideration of the said Petitions: And that they had directed him to move the House, that they may have Leave to sit again.
Resolved, That this House will, upon Monday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider further of the Petitions concerning the East India Trade.
Making Saltpetre.
Ordered, That Sir Wm. Thomas, Sir Wm. Cooke, Mr. Campion, Sir Wm. Pritchard, Mr. Randall, Sir Hen. Johnson, Sir Tho. Middleton, Mr. Holt, Mr. Goldwell, Sir Edward Abney, Sir Jos. Herne, Mr. Hopkins, be added to the Committee to whom it is referred to prepare and bring in a Bill for the making Saltpetre here in England.
Aulnage Duty.
Ordered, That Mr. Bedding feild, Mr. Burrard, Mr. Beare, Mr. Bockinham, Mr. Langton, Sir Jos. Herne, Sir John Key, Mr. Burridge, Mr. Bull, be added to the Committee to whom the Bill for transferring the Collection of the Duty of Aulnage to the Custom-house, and giving a Recompence to the Crown for the same, is committed.
Army Estimates.
Ordered, That the said Committee to whom the Consideration of the Estimates of the Charge of the Army for the Year 1692 are referred, be revived; and do sit this Afternoon at Five of the Clock, in the Place formerly appointed: And that Sir Bev. Greenville, Colonel Trelawny, Mr. Tredenham, be added to the said Committee.
Hawkers and Pedlars.
Ordered, That Mr. Sandford, Mr. Dyot, Mr. Lutterell, Mr. Shackerly, be added to the Committee to whom the Bill for suppressing of Hawkers and Pedlars, is committed.
Fuller's pretended Discoveries.
The House being informed, That one Wm. Fuller, a Prisoner in the King's Bench, hath Matters of great Moment, both in relation to their Majesties and the Nation, to discover;
Ordered, That the said Wm. Fuller be, by the Marshal of the King's Bench, brought to attend this House on Saturday Morning next, at Ten a Clock.
And then the House adjourned till To-morrow Morning, Eight a Clock.
