Prayers.
Butter and Cheese Trade.
A PETITION of the Gentlemen, Land Owners, and Farmers of the County of Suffolke, was read; setting forth, That, by an Act made 14° Car. IIdi, Provision is made for the reforming Abuses in Weighing and false Packing of Butter, and the Weight and Goodness of Butter ascertained and secured; but that no Care is taken for the ascertaining the Goodness of Cheese; for want of which the Cheesemongers in London have of late Years encouraged the Farmers to make Flett Cheese, whereby the Quantity of Butter sold with such Cheese is increased to Four Firkins in a Load; but the Cheese thereby becomes only fit for Slaves; from whence the Commodity is grown into Disrepute, and, if not prevented, will become a general Prejudice: And that the Cheesemongers in London, contrary to the Act, have appointed, in all Sea Ports of the said County, Officers, who oftentimes after the said Commodities so bought by the Factors at the Sellers Houses, and by them searched, weighed up, and approved of, do take upon them to weigh and search the same again at the Port; and, without any just Pretence, finding Fault therein, do often, in an arbitrary Manner, set Rates of Allowance and Defalcation of the Goods; which the Petitioners refusing to allow and pay, they threaten to and have often indicted the Petitioners, to their great Damage and Prejudice: And praying, That a Bill may be brought in for the remedying the Abuses in Weighing and false Packing of Butter; and also of the Abuses in Making and Weighing of Cheese.
Ordered, That Leave be given to bring in a Bill accordingly.
Reducing Interest.
Ordered, That the Bill for reducing Interest of Money from Six Pounds per Cent. per Annum to Four Pounds per Cent. per Annum be read upon Friday Morning next, at Eleven a Clock.
Persons in custody to be brought to a Committee.
Ordered, That Mr. Speaker do issue his Warrant to the Marshal of the King's Bench, to bring in Custody Anne Viscountess of Baltinglasse, Edw. Eve, John Philpot, and John Harrison, being Prisoners in the said King's Bench Prison, To-morrow in the Afternoon at Four of the Clock, before the Committee to whom the Examination and Consideration of the Petition of the poor Prisoners of the King's Bench Prison for Debt, is referred; and, after their Examination before the said Committee, to be remanded.
Ordered, That Mr. Speaker do issue his Warrant to the Warden of the Fleet, to bring in Custody William Conley, Moses Pitt, and Sir Jeremiah Snowe, being Prisoners in the said Fleet, To-morrow at Four of the Clock in the Afternoon, before the Committee to whom the Examination and Consideration of the Petition of the poor Prisoners of the King's Bench Prison for Debt, is referred; and, after their Examination before the said Committee, to be remanded.
Bagnall's Estate.
A Bill to bar a Remainder limited to Dudley Bagnall, Esquire, of the Estate of Nicholas Bagnall, Esquire, in Ireland, was read the Second time.
Resolved, That the said Bill be committed to Sir Rob. Cotton, Lord Buckly, Sir Cha. Bloys, Mr. Brewer, Sir Wm. Leman, Mr. England, Mr. Buckly, Sir Rice Rudd, Mr. Serjeant Wogan, Sir Robert Rich, Mr. Philipps, Mr. Burret, Mr. Mansell, Mr. Shackerly, Mr. Christie, Mr. Bowyer, Mr. Brereton, Mr. Vaughan, Mr. Blowfeild, Mr. Cooke, Sir Tho. Darcye, Mr. Brownlow, Mr. Ryder, Mr. Thomson, Mr. Freke, Mr. Freeman, Sir Ralph Dutton, Sir Sam. Bernadiston: And they are to meet this Afternoon, at Five of the Clock, in the Speaker's Chamber.
Hutchinson's Estate.
A Bill to vest a Leasehold and Copyhold Estate of John Hutchinson, and his Wife, in Trustees, to be sold, was according to Order, presented to the House; and received.
Hildyard's Estate.
An ingrossed Bill from the Lords, intituled, An Act to enable Philip Hildyara, Esquire, to sell Lands in Surrey, and to settle Lands in Lincolnshire, in lieu thereof, was read the First time.
Resolved, That the Bill be read a Second time.
Burroughbridge Return amended.
The Clerk of the Crown attended, and amended the Return of Burgesses to serve in this present Parliament for the Borough of Burroughbridge in the County of Yorke, by rasing out the Name of Christopher Vane, Esquire, and inserting, instead thereof, the Name of Sir Brian Stapleton, Baronet.
Reversing Judgment against Arnold.
A Bill for reversing a Judgment against John Arnold, Esquire, in the Court of King's Bench, was presented to the House; and received.
Westminster &c. Paving.
An ingrossed Bill for paving and cleansing the Streets in the Cities of London and Westminster and Suburbs, and Liberties thereof, and Out Parishes in the County of Middlesex, and in the Borough of Southwarke, and other Places within the weekly Bills of Mortality in the County of Surrey, and for regulating the Haymarket at Charing Cross, was read the Third time.
And an ingrossed Proviso was offered as a Rider; That it shall be lawful for every Person to send his Cart out of the Country to bring Coals from Wharfs home.
And the same was read the First time;
And the Question being put, That the said Proviso be read a Second time;
It passed in the Negative.
Another ingrossed Proviso was offered as a Rider; That the Act shall not extend to any the Streets or Places of Southwarke, which are within the Jurisdiction of the Mayor, Commonalty, and Citizens of the City of London:
And the same was read the First time:
And the Question being put, That the said Proviso be read a Second time;
It passed in the Negative.
Resolved, That the Bill do pass: And that the Title be, An Act for paving and cleansing the Streets in the Cities of London and Westminster, and Suburbs and Liberties thereof, and Out Parishes in the County of Middlesex, and in the Borough of Southwarke, and other Places within the weekly Bills of Mortality in the County of Surrey, and for regulating the Haymarket at Charing Cross.
Ordered, That Sir Wm. Poultny do carry the Bill to the Lords; and desire their Concurrence thereunto.
Supply Bill; Excise.
Mr. Solicitor General reports from the Committee of the whole House, to whom the Bill for doubling the Excise was committed, That they had agreed upon several Amendments to be made to the Bill: Which they had directed him to report to the House: And which he read in his Place, with the Coherence; and afterwards, delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.
Ordered, That the Bill, with the Amendments, be ingrossed.
Preston Election.
Ordered, That the Matter touching the Election of Burgesses to serve in this present Parliament for the Borough of Preston in the County of Lancaster, be heard at the Bar of this House To-morrow Morning at Nine of the Clock.
Ways and Means.
Resolved, That the House will, To-morrow Morning at Ten a Clock, resolve itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supplies to be granted to their Majesties.
Punishing Mutiny and Desertion.
Sir John Guise reports from the Committee to whom the Bill for punishing Officers and Soldiers who shall mutiny, or desert their Majesties Service, and for punishing false Musters, was committed, That they had agreed upon several Amendments to be made to the Bill: Which they had directed him to report to the House: And which he read in his Place, with the Coherence; and then delivered in at the Clerk's Table.
Ordered, That the Consideration of the said Report be adjourned till Friday Morning next.
Leave for Members to attend Lords.
Ordered, That Mr. Finch, and Sir Cha. Porter, have Leave to attend the Lords, as Counsel, in a Cause, between Johnson and Bromhall.
Raising Revenue by Fines, &c.
Ordered, That Sir John Key, Major Vincent, be added to the Committee to whom it is referred to hear and examine the Proposals of Percival Brunskill, Gentleman, for raising the Revenue of the Crown by Fines and Forfeitures, and Disposition of Offices.
Prideaux's Claim on Lord Jeffryes.
Ordered, That Sir John Parsons, Mr. Norreis, Mr. Parker, Sir Phil. Skippon, Mr. Ogle, Sir Wm. Forster, Sir Rich. Standish, Dr. Barbon, be added to the Committee to whom the Bill to charge the late Lord Jeffryes' Leicestershire Estate with the Sum of Fourteen thousand Seven hundred Sixty Pounds, with Interest, to Edmund Prideaux, Esquire, is committed.

Ordered, That all Committees be revived.
