Prayers.
Selling Offices.
A PETITION of John Francks, and others, was read; setting forth, That the Petitioners are ruined by Neglect of the Laws made against Buying and Selling of Offices, and the Ordinances made by former Kings, Lords, and Commons, in Parliament, That old Servants, and such as be serviceable to the Publick, should be provided for out of Offices in the King's Gift; and that the Petitioners Case relates to several Matters, which one Mr. Brunskell proposeth to remedy: And praying, That they may be referred to the Committee appointed to examine the Case and Proposals of Mr. Brunskell.
And the Question being put, That the Consideration of the said Petition be referred to the Committee to whom the Examination and Consideration of the Case and Proposals of Percivall Brunskell, for raising the Revenue of the Crown by Fines and Forfeitures, and Disposition of Offices, is referred;
It passed in the Negative.
Highways.
A Bill for enlarging and repairing the Highways, and for reviving a former Act for that Purpose, was read the First time.
Resolved, That the Bill be read a Second time.
Baynes Estate.
A Petition of Margaret Baynes and Lucy Courthop, Grandmother and Mother of John Baynes, and Infant, on Behalf of themselves, and the said Infant, and also of the said John Baynes, was read; setting forth, That the Petitioner the Infant is Tenant in Tail of several Houses in London, but clogged with a Term of Fifty-one Years in his Grandmother, for Payment of Debts and Legacies of his Grandfather, and with a Mortgage of Five hundred Years for Payment of One thousand Pounds, and also clogged with the Jointure of the Petitioner's Mother; by reason of which Incumbrances, (precedent to the Petitioner's Estate) his Interest is in Danger of being wholly destroyed: And praying (all Parties consenting,), That Leave may be given to bring in a Bill for Sale of some Houses in London, for Payment of Debts.
Ordered, That Leave be given to bring in a Bill accordingly.
Wye and Lugg Navigation.
A Bill for the more effectual making the Rivers of Wye and Lugg navigable, was presented to the House.
And the Bill was read the First time:
Resolved, That the Bill be read a Second time.
Privilege- Petition from a Person in custody.
A Petition of John Leigh, in Custody of the Serjeant at Arms attending this House, upon a Complaint of a Breach of Privilege committed against Sir Sam. Grimston, Baronet, a Member of this House, was read; whereby he made his humble Submission to the House; and prayed to be discharged.
Ordered, That the said John Leigh be brought to the Bar of this House To-morrow Morning.
Distillation of Brandy.
A Bill for encouraging the Distilling of Brandy from Corn, was presented to the House.
And the Bill was read the First time.
Resolved, That the Bill be read a Second time.

Ordered, That the Thanks of this House be given to Dr. Freeman, for the Sermon he preached Yesterday before this House at St. Margarett's, Westminster: And that he be desired to print the same: And that Sir Wm. Leveson Gowre do acquaint him therewith.
Supply Bill; Excise.
A Bill for doubling the Excise, was read the Second time.
Resolved, That the Bill be committed to a Committee of the whole House.
Resolved, That this House will, To-morrow Morning at Ten a Clock, resolve itself into a Committee of the whole House, to consider of the said Bill.
Bullion.
Then the House resolved itself into a Committee of the whole House, to consider of the Bill for discouraging the Exportation of Bullion, and encouraging the Importation thereof; and converting thereof into the current Coin of this Realm.
Mr. Speaker left the Chair.
Mr. Neale took the Chair of the Committee.
Mr. Speaker resumed the Chair.
Mr. Neale reports from the said Committee, That they had agreed upon several Amendments to be made to the Bill: Which they had directed him to report to the House: Which he read in his Place, with the Coherence; and afterwards, delivered the same in at the Clerk's Table: Where the same were once read throughout and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.
Ordered, That the Bill, with the Amendments, be ingrossed.
Ordered, That a Clause be brought in, to be added to the said Bill, That no Silver Bullion be exported but in Foreign Coin, and Foreign Bars: And it is recommended to Sir Christopher Musgrave and Mr. Neale, to prepare and bring in the same.
Committees.
Ordered, That all Committees be revived.
Raising Revenue by Fines; &c.
Ordered, That the Committee to whom the Case and Proposals of Percivall Brunskell, for raising the Revenue of the Crown by Fines and Forfeitures, and Disposition of Offices, is referred, have Power to send for Persons, Papers, and Records.
And then the House adjourned till To-morrow Morning, Nine a Clock.
