PRAYERS.

Debtors Relief.

SIR Robert Napier reports from the Committee to whom the Bill for Relief of poor Prisoners was committed, That they had agreed to the Bill, with several Amendments; which they had directed him to report to the House: And he read the same in his Place, with the Coherence; and afterwards, delivered the same in at the Clerk's Table: Where they were once read throughout; and afterwards, a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Privilege- Libellous Publication.

The House being informed, that a printed Paper was delivered at the Door by the Doorkeeper, intituled, "Ten new Reasons for the speedy raising and levying the Penalties of Five hundred Pounds upon all Protestant Dissenters;" highly reflecting upon the Proceedings and Justice of this House;

And the Doorkeeper being called in to the Bar; and examined from whom he had the same; he said, That he had the same from one Mr. Savile.

Ordered, That Mr. Savile be summoned by the Serjeant at Arms, to attend at the Bar of this House Tomorrow Morning.

East India Company.

A Petition of George White, Administrator of Samuell White, deceased, was read; setting forth, That his said Brother went to India on a Ship of the East-India Company's and remained there with the chief Factor's Permission; for which, at the Ship's Return, he paid One hundred Pounds by his Correspondent; and was afterwards, by the Company's Factors, introduced into the Service of the King of Siam, and by him advanced to most advantageous Employ; wherein he did the Company very beneficial Service; and acquired to himself a plentiful Estate; continuing in such his Prosperity above Ten Years: That, while the Petitioner's said Brother did no way deserve or suspect any different Treatment, the Company's Factors and Servants did, in 1687, unjustly seize on his Ships and Merchandize, to his Damage about Twenty thousand Pounds; and, by the Company's making an Assault, in the same Year, upon the Port of Mergen, where the Petitioner's Brother resided, who then narrowly escaped his Life, lost then Twenty thousand Pounds more; and, after such his great Losses and Afflictions, died in April 1689, leaving Two young Children to the Care of the Petitioner their Guardian: And praying the Consideration of the House in the Premises; and that he may be heard by Counsel, before the Bill, which the Company are endeavouring for their Confirmation, be passed.

Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for Confirmation of the Charters granted to the present East-India Company, until another shall be established by Act of Parliament, is committed: And that the Committee do hear the whole Matter; and report the same Specially to the House: And that the Committee do meet in the Speaker's Chamber; and adjourn to some more convenient Place, if they think fit.

Leave of Absence.

Ordered, That Sir Robert Dashwood have Leave to go into the Country for a Week.

Privilege.

The House being informed, that Sir Thomas Williams hath, with several other Persons, entered upon the Possession and Estate of Sir Carbury Price, Baronet, a Member of this House, in Breach of the Privilege of the House;

Ordered, That the said Sir Thomas Williams be sent for in Custody of the Serjeant at Arms attending this House, to answer the same.

Supply Bill; Forfeitures.

Then the Question being put, That the ingrossed Bill for vesting in their Majesties the Five hundred Pounds Forfeitures, be now read;

Resolved, That the said Bill be read To-morrow Morning at Ten a Clock.

Supply Bill; Hereditary Revenue.

Resolved, That this House will, To-morrow Morning at Eleven a Clock, resolve itself into a Committee of the whole House, to consider of the Bill for declaring the Hereditary Revenue to be vested in their Majesties.

Peace of the Kingdom.

Then the House resolved into a Committee of the whole House, according to the Order of Yesterday, to consider of Ways and Means to preserve the Peace and Safety of the Kingdom, in the Absence of the King.

Mr. Speaker left the Chair.

Mr. Gray took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Gray reports from the Committee of the whole House, That they had directed him to move the House That a Committee may be appointed to inquire into the Listing, Assembling, and Exercising of Papists, and other disaffected Persons in Arms, in several Counties of this Kingdom, without their Majesties Commission.

Listing Papists.

Resolved, That a Committee be appointed to inquire into the Listing, Assembling, and Exercising of Papists, and other disaffected Persons in Arms in several Counties of this Kingdom, without their Majesties Commission.

And it is referred unto Sir John Lowther, Lord Brandon, Colonel Granville, Mr. Blowfeild, Sir Christopher Musgrave, Colonel Birch, Mr. Bickerstaffe, Mr. Hawtry, Sir Edm. Jennings, Sir John Knight, Mr. Culliford, Mr. Gilbert, Mr. Parker, Sir John Bancks, Sir Rich. Temple, Mr. Norreis, Sir Tho. Minehead Writ.

Nathan. Palmer, Esquire, who is returned to serve in this present Parliament, as one of the Knights of the Shire for the County of Somersett; and also one of the Burgesses for the Borough of Minehead in the same County; this Day making his Election to serve as Knight of the Shire for the said County;

Ordered, That Mr. Speaker do direct his Warrant to the Clerk of the Crown, to issue out a new Writ for the electing a Burgess to serve in this present Parliament for the said Borough of Minehead, in the room of the said Mr. Palmer.

Listing Papists.
