An ingrossed Bill from the Lords, intituled, An Act for confirming a Settlement made by Sir Hugh Middleton Baronet, for a separate Maintenance for Dame Dorothea his Wife, and for other Trusts; and for the better enabling Trustees to sell Part of his Estate, for Payment of his Debts: was read a Second Time.

Army Debt.
A Petition of the Officers, Innkeepers, and Clothiers, &c. that served in, quartered, and cloathed, the Army raised by Act of Parliament in 1677, for the entering into an actual War against the French King, and disbanded by another Act in 1679, was read; setting forth, That the Petitioners, upon the Credit of the Act, did furnish the Forces then raised with great Quantities of necessary Commodities; but that the Money given for Satisfaction thereof, fell much short to satisfy the Debt: That these Matters have been before the Parliaments in 1685, and 1689; who were pleased to examine the Matter of Fact, and to inspect the Petitioners Accompts; and settled the same: That divers of the Petitioners; in respect of the Credit by them given as aforesaid, are, with their Families, brought to very great Extremities, and ruined, remaining in divers Gaols and Prisons: And praying the Consideration of the House in their Condition: And that some Way may be considered of to satisfy their Debts.
Resolved, That the Consideration of the said Petition bereferred to a Committee: Who are to examine the Accompts, and consider of Ways for satisfying the Petitioners; and to report their Opinions therein to the House.

Ordered, That the Bill for establishing the Charity of John Snell, Esquire, for Maintenance of Scholars at the University of Oxford, be read To-morrow Morning.
African Company.
A Petition of the Merchants and Planters, trading to, and interested in, the Island of Barbadoes, was read; setting forth, That the Trade to Guiny, and from thence to the West Indies, as it is now driven amongst a select Number of Men, is very prejudicial to the West Indies; and very much hinders the Increase of Shipping, and the Expence of the Manufactures of this Nation; and therefore a very advantageous Regulation may be made in the said Trade: And praying, they may be heard against the Confirmation of the present Company, and Proposals for a better, more beneficial, and equal Establishment.
Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the Bill for the better securing the Trade to the Royal Affrican Company is referred.
Southwarke Court of Conscience.
Ordered, That the Bill to erect a Court of Conscience for the Borough of Southwarke, and Parishes within the Weekly Bills of Mortality in the County of Surrey, be read To-morrow Morning.

An ingrossed Bill from the Lords, intituled, An Act for the Sale of the Capital Messuage or Mansion House, of Harleford, and Manor of Great Marlow, and other Lands in the County of Bucks, was read the Second time.

Legrand's &c. Nat.
Sir Jonathan Jennings reports from the Committee to whom the ingrossed Bill from the Lords, intituled, An Act for the naturalizing David Legrand, and others, was referred, That the Committee had agreed to the Bill, with an Amendment to be made thereto: Which he read in his Place, with the Coherence: And also, That the Committee had directed him to make a special Report, as to the other Amendments proposed to be made to the said Bill: The which he also read in his Place; and afterwards, delivered the said Report in at the Clerk's Table: Where the same was read.
Resolved, That the Bill be re-committed to the same Committee to whom the Bill was referred.
Ordered, That Mr. Holt and Sir John Bowles be added to the said Committee.
Goods distrained for Rent.
Mr. Brewer reports from the Committee to whom the Bill for enabling the Sale of Goods distrained for Rent, if the Rent be not paid in a reasonable Time, . . . . That the Committee had agreed to the Bill, with some Amendments: Which he read in his Place, with the Coherence; and afterwards, delivered them in at the Clerk's Table: Where they were once read throughout; and afterwards a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.
Ordered, That the said Bill, with the Amendments be ingrossed.
Ordered, That Leave be given to bring in a Clause to be added to the said Bill, That the Owners of Dogs, that hurt or kill Sheep, or other Cattle, may be made liable to make Satisfaction for the same: And it is recommended to Mr. Ettrick to prepare and bring in the same.
Privilege- Petition from a person in Custody.
A Petition of John Firby, Under Sheriff of Bedfordshire, was read; setting forth, That it is his great Unhappiness, that he hath, the justly, fallen under the Displeasure of the House: And praying to be discharged of his Imprisonment, he being to attend the Justices at their Easter Sessions; and to make Preparations for the same.
Ordered, That the said John Firby be brought to the Bar To-morrow Morning.
Attainder of Persons in Rebellion.
Mr. Solicitor General reports from the Committee appointed to prepare and bring in a Bill to attaint all Persons guilty of Rebellion in Ireland, or elsewhere, against their Majesties King Wm. and Queen Mary; and to enact and declare their Estates to be forfeited, and to be sold, for the Reducing of Ireland; That they had prepared a Bill accordingly: Which he presented to the House.
The said Bill was read the First Time.
Resolved, That the Bill be read a Second time.
Supply Bill; Hereditary Revenue.
A Bill, declaring the Hereditary Revenue of the Crown to be vested in their Majesties, was read the Second time.
Resolved, That the Bill be committed to a Committee of the whole House.
A Petition of Wm. Dockwra, Merchant, was read; setting forth, That the Petitioner, in 1680, at his sole Charge, set up the new Invention of the Peny Post; which is still continued upon the same Foundation and Rules, as at first contrived by the Petitioner; and which are essentially different from those of the General Post, it not being possible to be comprehended within the Rules and Directions of the Act 12 Car. II. being inconsistent with the same; and under colour thereof it was ravished from the Petitioner, just when he had brought the same to Perfection, and it began to bring in some Profit towards his Reimbursement; the which, with the many Oppositions he met with, cost the Petitioner above Four thousand Pounds, with Interest; Part of which he is, to this Day, in Debt for; and the Damages that ensued to his Family thereon, has been, at least, Four thousand Pounds more: So that the Petitioner may modestly charge the Peny Post to be indebted to him, and those concerned with him, above Eight thousand Pounds; the Petitioner having a Wife, and Eight Children, Seven whereof are unprovided for: That now the Bill for settling the Revenue is before this House, the Petitioner hopes he shall be included therein for Relief and Reward of his Sufferings and Service in the Matters aforesaid: And praying to be heard in relation thereto; and that the House would relieve him therein, either by their restoring him to the aforesaid Undertaking, or by the settling a competent annual Pension upon the Petitioner, in lieu thereof, out of the Post Office, for a certain Term of Years, or otherwise, as to this House shall seem meet.
Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the Bill for declaring the Hereditary Revenue of the Crown to be vested in their Majesties, is committed.
A Petition of Adolph Curtius, and others, was presented to the House, and opened, being for to have Satisfaction from the Crown, for a Debt incurred upon the Account of Publick Service by his Father Sir Wm. Curtius, to the Amount of Fourteen thousand Two hundred Fiftyfive Pounds, as appears by the Accompt signed by his late Majesty King Charles the Second; who was pleased to grant him a Privy Seal for Two thousand Pounds; but only Five hundred Pounds, Part thereof, was paid.
Ordered, That the said Petition do lie upon the Table.
Ordered, That Leave be given to bring in a Clause to be added to the said Bill for obliging the Lords Commissioners of the Treasury to take the like Oath, as the Lord Treasurer of England doth: And it is recommended to Sir Tho. Clarges to prepare and bring in the same.

Mr. Speaker, The Lords have agreed to the Bill, intituled, An Act for granting to their Majesties, for their Lives, and the Life of the Survivor of them, certain Impositions upon Beer, Ale, and other Liquors, without any Amendments.
And then the Messengers withdrew.

Colonel Roll being returned to serve in this present Parliament, both as one of the Knights of the Shire for the County of Devon, and as one of the Burgesses for the Borough of Penryn in the County of Cornwall; and making his Election to serve as one of the Knights of the Shire for the County of Devon;
Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown, to make out a new Writ for the electing a Burgess to serve in this present Parliament for the Borough of Penryn in the County of Cornwall, in the room of the said Colonel Roll.
