Prayers.

Dr. Birch thanked.

ORDERED, That the Thanks of this House be given to Dr. Birch, for the Sermon he preached before them Yesterday, at St. Margaret's Westminster: And that he be desired to print the same: And that Sir Thomas Clarges do acquaint him therewith.

Rights of the Subject.

An ingrossed Bill for establishing the Rights of the Subject, was read the Third time.

An Amendment was proposed to be made in Press 9, Line 6, after "from" to insert "Time:" Which was agreed unto by the House: And the same was thrice read: And the Bill was amended at the Table accordingly.

Resolved, Nemine contradicente, That the Bill do pass: and that the Title thereof be, An Act, declaring the Rights and Liberties of the Subject, and settling the Succession to the Crown.

Ordered, That Mr. Foley do carry up the Bill to the Lords for their Concurrence.

Privilege.

The House being informed, that Wm. Morgan an Attorney, Francis Richard and William John Howell had arrested a Servant of John How, Esquire, a Member of this House, in Breach of the Privileges of this House;

Ordered, That the said Wm. Morgan, Francis Richard, and Wm. John Howell, be sent for in Custody of the Serjeant at Arms attending this House, to answer for such their Breach of Privilege.

Address for Apprehension of Ludlow.

Resolved, That an humble Address be presented to his Majesty, That he will please to issue out a Proclamation for the apprehending Colonel Ludlow, who stands attainted of High Treason, by Act of Parliament, for the Murder of King Charles the First: And that he will please to propose a Reward to such as shall apprehend him.

Ordered, That the said Address be presented to his Majesty by Sir Edward Seymour.

Lord Jeffryes' Forfeiture.

Resolved, Nemine contradicente, That a Bill be brought in for the Forfeiture of the Estate and Honour of George late Lord Jeffryes, Baron of Wem, late Lord Chancellor of England: And it is recommended to Colonel Tipping to take care of it.

Silk Manufacture.

A Petition of the Silkthrowsters, Weavers, and Dyers, in and about London, was read; setting forth, That One Pound of Raw Silk, not worth Twenty Shillings, when it has passed the Manufacture of the Petitioners several Trades, is made five times the Value; whereby Two hundred thousand Persons were comfortably maintained: Which Employment is now almost lost, and the Benefit, by Importation of manufactured Silks, carried to Foreign Nations, and the Petitioners left to Beggary: Which said Importation of manufactured Silk, they beg, may be prohibited: And that, whereas the Petitioners were, by a false Information, that a Bill was passing that would be their Ruin, stirred up to . . tumultuary Address, for their Preservation; but since, understanding the Care that was taken therein for them, did humbly beg the Pardon of the House; and praying, That by that or some other Bill, the House would provide for their Subsistence.

East India Company.

Then the Cause upon the Petition of Elizabeth, Martha, Grace, and Sarah Colson, the Children of John Colson, came on to be heard.

And the Parties and their Counsel, were called in to the Bar: And after hearing the Petition read, and several Witnesses on the Petitioners Part, and the Counsel, both for the Petitioners and for the East India Company;

They all withdrew.

Execution of persons at St. Hellena.

Resolved, That John Colson, and the rest of the Persons who were executed upon a Pretence of Rebellion at the Island of Sancta Hellena, were put to Death contrary to Law, and murdered.

Address thereon.

Resolved, That an humble Address be presented to his Majesty, That Major Blackmore and Captain Holden be sent for over in Custody, to answer what shall be objected against them, concerning the Murder of those Persons.

Ordered, That the said Address be presented to his Majesty, by such Members of this House as are of his Majesty's most honourable Privy Council and Captain Pitts.

Committee of Inquiry.

Resolved, That a Committee be appointed to examine who procured the Commission to execute Martial Law at Sancta Hellena, and who sent the Instructions for the Execution of it.

And it is referred to Mr. Sacheverell, Sir John Guise, Mr. Pitts, Sir Math. Andrews, Mr. Ellwell, Sir Rob. Nappier, Sir Walter Young, Colonel Sackvile, Mr. Paul Foley, Mr. Onslow, Sir Tho. Samwell, Sir Robert Clayton, Sir Robert Davers, Sir Fran. Drake, Sir Hen. Johnson, Colonel Tipping, Mr. Buscawen, Mr. Burrard, Mr. Done, Mr. Vincent, Lord Marquis Worcester, Sir Rob. Dashwood, Sir Fra. Russell, Colonel Norton, Sir Fra. Blake, Mr. Vincent, Sir Thom. Tayler, Sir Jos. Tredenham, Mr. Gwyn, Mr. Freke, Colonel Birch, Mr. Cha. Silk and Woollen Manufactures.

Resolved, That a Committee be appointed, to consider of the best Way to improve the Silk and Woollen Manufactures of this Kingdom; and make their Report of their Opinions to the House.

And it is refered unto Colonel Sackvile, Sir Tho. Mompesson, Sir Hen. Goodrick, Mr. Christy, Sir Thomas Lee, Mr. Ellwell, Mr. Pitts, Mr. England, Sir John Austen, Mr. Brewer, Colonel Austen, Mr. Hales, Sir John Doyley, Mr. Done, Sir Edw. Harley, Mr. Blowfeild, Mr. Freke, Sir Walter Young, Sir Hen. Johnson, Mr. Grey, Sir Wm. Honeywood, Colonel Birch, Mr. Fenwick, Mr. Garway, Sir Tho. State of the Nation.

Resolved, That the House do, upon Friday next, at Ten of the Clock, resolve itself into a Committee of the whole House, to take into Consideration the State of the Nation.

Miscarriages of the War.

Ordered, That the Committee, appointed to examine, by what means the Intelligence came to be given to their Majesties Enemies, concerning the several Stations of the Winter Quarters of their Majesties Navy; and likewise into the Miscarriages in the Victualing the Navy; and the Transportation of the Army; and all other Things relating to the War, both by Sea and Land, the last Year; be revived.

Committees.

Ordered, That all Committees be revived.

Privilege of a Member in a Suit.

Ordered, That Mr. Nicolls, a Member of this House, have Leave to wave his Privilege, in a Cause depending in Chancery between John Kegwyn, Esquire, and the said Mr. Nicolls.
