Message sent to the Lower House, by Mr. Serjeant Crooke and Sir Richard Swale:
Naturalization of the Scots.
That when the Lords did give Commission to their Committees to meet and conser with yours, concerning Naturalization of the Scottish Nation, fully authorized to handle it generally or severally, as the same might divide itself, in respect of Persons born before or after His Majesty's Coming to the Crown, according to your former Promise of a free Conference, it is well known unto you, that the last Meeting brought forth little Fruit, in regard of the unexpected Course which was observed in the Proceeding. Their Lordships bringing Power and Purpose to deliver their Opinions of those Points and Doubts which your Committees had proposed, and to have acquainted you further with their own Inclination to the rest, without Prejudice to your former Reasons, and without Speech or Thought at that Time to point or stand upon any Exposition of on either Side by that which should have been said at that Time (a Form so necessary in this great Cause, wherein the Lords, from the first Beginning, with your own Consent, resolved to proceed upon Knowledge each of other's Mind in all Things before they began to speak to Bills, as your unexpected Reservation to hear without any Speech took away the Use and Life of that intended Conference); especially considering that their Lordships that were Committees could have no Direction to fall from a free Conference to such a Distinction, as did in Effect close up, and cross directly, the Purpose for which the House had sent them; and yet, out of their Desire that this Work may not suffer Interruption by any Mistaking, or too exact insisting upon Formalities; the whole House, upon the Report which hath been made by their Committees, have resolved now to make this Proposition, That, if you will send Committees authorized, both to hear their Propositions and Reasons for some Differences between the Post nati, and the Ante nati, in Point of Conveniency only, without Reference to any Thing that hath been said before, or may be said, in Point of Law, and to debate thereupon by way of Argument only, as your Deputies shall find Occasion, without concluding either them or yourselves by any Thing spoken at that Time, thereby to requite that free and ingenuous Manner of Conference, to which their Lordships have ever inclined in this Matter; they will be very ready to meet with you again, and open themselves, by way of Proposition and Argument, in all those Points which were last untreated of.

Answer, That they will send Answer by some of their own House, so soon as conveniently they may.
