Prayers.

Bishop of Winton's Estate.

A BILL, sent from the Lords, to enable the Bishop of Winton to convey One hundred Acres of Land * * * *, was read the First time.

Resolved, &c. That this Bill be read the Second time, To-morrow Morning.

Sutton Marsh.

A Bill for Settling of Sutton Marsh on the Most Noble Charles Lord Duke of Richmond, was read the Second time.

Resolved, &c. That this Bill be committed to Sir John Goodrick, Sir Fra. Goodrick, Sir Robert Car, Sir Tho. Gower, Sir Winston Churchill, Sir Anth. Irby, Sir John Rouse, Mr. Wren, Sir John Coryton, Mr. Westphaling, Sir Tho Doleman, Lord Ancram, Sir James Thynne, Lord Allington, Mr. Crouch, Sir Edw. Masters, Sir Tho. Meres, Mr. Steward, Sir Clifford Clifton, Lord Castleton, Mr. Vaughan, Sir Tho. Allen, Mr. Collingwood, Mr. Jay, Lord Newburgh, Sir John Newton. Sir Wm. Doyley, Mr. Grey, Mr. Pepis, Sir Nicholas Steward, Mr. Reynold Grayham, Sir Tho. Uniting Churches.

A Bill for Uniting of Churches in Cities and Towns Corporate was read the First time.

Ordered, That this Bill be read the Second time Tomorrow Morning.

Loyal Officers.

Sir Thomas Littleton reports from the Committee to which the Matter touching the indigent loyal Officers was committed, That the Committee had proceeded in the Examination of the Matter; and found a great Default in some Persons, in detaining the Money to be paid in for the indigent loyal Officers.

Ordered, That it be referred to the same Committee, or any Three of them, to prepare and bring in a Bill for imprisoning the Persons, and making Sale of the Estates, and also for Imposing of Fines on such Persons as shall not, by a short Day, bring in the Money by them received, for the indigent loyal Officers, to the Treasurer appointed to receive the same; with Damages and Charges. And it is Ordered, That Mr. Cooper and Major Bayly do appear, and give an Account, before the Committee, of the Monies by them severally received; and how much they have paid, and to whom; and what does still rest in either of their Hands. And the Committee are hereby impowered to take their Accompts: And they are revived; and to sit this Afternoon at Two of the Clock, in the Speaker's Chamber.

Bedford Election.

Sir Job Charleton reports from the Committee of Elections, to which the Matter touching the Election of Knight of the Shire for the County of Bedford, between Sir John Napper and Sir Henry Chester, was committed, That the Committee had fully examined, and heard the Matter; and that the Committee were clear of Opinion, and did pass a Vote, Nemine contradicente, That Sir John Napper was duly elected Knight of the Shire for the County of Bedford; and ought to sit.

Resolved, &c. Nemine contradicente, That this House doth agree with the Committee of Elections, That Sir John Napper was duly elected Knight of the Shire for the County of Bedford; and ought to sit.

Costs in Actions.

Mr. Steward reports from the Committee to which the Bill touching Costs in trivial and vexatious Actions was re-committed, That the Committee had agreed some Alterations to be made, and Clauses to be added, to the Bill: which several Amendments, except the last Clause to be added, were, upon the Question, severally agreed to.

The last Clause was twice read.

And the Question being put, That the said Clause be agreed to;

It passed in the Negative.

Resolved, &c. That the Bill, with the Amendments agreed to, be ingrossed.

Bills from Lords.

Mr. Speaker, The Lords have sent you down Three Bills: The one, intituled, An Act for Regulating and Ordering of Building, and for Amending of Highways and Sewers; and for making clean of the Streets, and other Places, in and about the Cities of London and Westminster; and for Regulating and Licensing of Hackney Coaches: The Second, An Act * * * *.

Thanks to the King.

Resolved, That the humble Thanks of this House be returned to the King's Majesty, for his great Grace, Care, and Favour, expressed, upon all Occasions, to this House: And Sir Maurice Berkley, Mr. Coventry, Mr. Progers, and Colonel Fretchvile, are to return the Thanks of this House to his Majesty.

Regulating the Law.

Ordered, That the Committee to which the Bill for Regulating the Law, was formerly committed, be joined to the Committee to which the Bill for Levying of Forfeitures ......., and other Retailers of Wine, Beer, and Ale, is committed.

Privilege.

Ordered, That it be referred to the Committee of Privileges, to examine the Matter of Breach of Privilege complained of by Colonel Williams, a Member of this House, to be committed in the Prosecution of a Suit against him, on the Behalf of the Lord Bishop of Peterborough; and report the Matter of Fact, with their Opinions therein to the House.

Salt Marshes.

Ordered, That the Bill concerning Salt Marshes be read To-morrow Morning.

Loyal Officers.

Ordered, That all Members of this House, who are nominated Commissioners in the Act concerning the loyal indigent Officers, be added to the Committee to which the Matter concerning the Money due to them is committed.

Privilege.

Ordered, That the Matter concerning the Breach of Privilege objected against Thomas Powell, be referred to the Committee of Privileges; to examine the Matter of Fact; and report their Opinions therein to the House.

Severn Navigation.

Ordered, That Sir Philip Musgrave and Sir John Lowther be added to the Committee to whom the Bill for making Rivers navigable between Bristoll and London, is committed.
