A BILL for relief of the Creditors of the Governor, Assistant, and Fellowship, of the Merchant Adventurers of England, was read the First time.

Avon Navigation.

A Bill for making the River of Avon navigable, from the City of New Sarum to Christ Church, was read the Second time.

A Bill for Improvement of Part of the Common called the Outwood, within the Manor of Wakefeild in the County of Yorke, was read the Second time.

A Bill to prevent Delays in Executions was read the Second time.

Resolved, &c. That the said Bill be committed to Mr. Serjeant Maynard, Mr. Solicitor General, Sir Fra. Goodrick, Dr. Burwell, Sir Robert Atkins, Sir Tho. Tompkins, Mr. Collins, Mr. York, Mr. Street, Mr. Pryn, Mr. Pepis, and all the Members of this House that are of the Long Robe: And they are to meet at Two of the Clock in the Afternoon, on Friday next, in the Speaker's Chamber; and to sit de die in diem. And it is recommended to Mr. Serjeant Maynard to take care of the Bill.

Hemp and Flax.

A Bill for Planting of Hemp and Flax was read the First time.

Resolved, &c. That this Bill be read the Second time on Friday Morning next, at Ten of the Clock.

County Assessments.

Sir Phillip Warwick reports from the Committee appointed to extract and bring in a Medium, for setting the Proportions of Rates on the several Counties, That the Committee had perused and considered of the Four hundred thousand Pounds Subsidy, the Ship Rate in 1639, and the Seventy thousand Pounds a Month Tax; and had, out of those Three, extracted a Medium of Rates, with the greatest Equality they could: Which being reduced into Writing, he delivered it in at the Clerk's Table. And the same being read; and the Matter debated;

Resolved, &c. That, for the setting the Proportions on the several Counties, a Medium be taken out of the Three Rates of the Four hundred thousand Pounds Subsidy, the Ship Rate in 1639, and the Seventy thousand Pounds a Month; taking Consideration of such Counties as shall appear to be over-rated.

Resolved, That the House will, in the next Place, proceed in the Consideration of what Counties shall be eased; And that the same be taken into Debate To-morrow Morning at Ten of the Clock: And that the Proceedings therein shall be alphabetically, as to such Counties as shall complain.
