Mersey, &c. Navigation.

A Petition of several Inhabitants of the County of Chester, was this Day read.

Ordered, That this Petition be referred to the same Committee to which the Bill for the making navigable the Rivers of Mersey and Weaver is committed; to examine the Matter of the Petition; and to summon and hear the Persons concerned: And the Lord Brereton is added to the said Committee.

Damage Cleere.

A Bill to take away Damage Cleere, was this Day read the Second time.

Resolved, &c. That the said Bill be committed to Sir Courtney Poole, Sir Tho. Allen, Sir Wm. Lowther, Serjeant Charleton, Mr. Attorney of the Duchy, Mr. Garraway, Sir Tho. Ordered, That Alexander Davyes and Francis Greg, who, for a Breach of Privilege against Mr. Oneale, a Member of this House, were committed to the Serjeant at Arms; and, having been taken into Custody, and submitted themselves; be, by the Consent of the said Mr. Oneale, discharged of their Commitment, paying their Fees.

Exeter Stuffs.

Ordered, That the Bill for regulating the Making of Stuffs in the City and County of Exeter, and County of Devon, be read the First Bill, To-morrow Morning.

E. of Kent's Estate.

Ordered, That the Bill for settling the Lands of the Earl of Kent and the Lord Lucas, on the Marriage of the said Earl with the Daughter and Heir-apparent of the said Lord Lucas, be read, the first Bill, this Afternoon.

Fishing Trade.

Ordered, That the Bill for regulating and ordering the Fishing Trade be read this Afternoon.

Preventing Popery, &c.

Sir Robert Atkins reports from the Committee to which the Proviso, brought in to be added to the Bill to prevent the Growth of Popery, was committed, that the Committee had made several Amendments to the Proviso: Which he read, with the Coherence, in his Place; and after, delivered the same in at the Clerk's Table: And the said Amendments, being twice read, were, upon the Question, severally agreed to.

The Residue of the Amendments formerly reported to the Bill, precedent to the Amendment for inserting a Proviso on the Behalf of Recusants, were read the Second time; and, upon the Question, severally agreed to.

The Proviso reported, on the Behalf of such Persons, of a different Profession from the Church of England, that had been in actual Arms for his Majesty, or his Royal Father, was read the First time.

The Question being put, That the Proviso be read the Second time;

It passed in the Negative.

The subsequent Amendment, for adding Two Clauses, was read the Second time; and the Clause twice read; and, on the Question, agreed to.

The subsequent Amendments were read; and agreed to.

Resolved, &c. That the Words "and required" be added in the Bill.

Which was done accordingly.

A Bill for the better regulating and ordering the Fishing Trade was read the First Time.

The House did then resume the Debate of the Matter touching Bedford Level.

Resolved, &c. That the Debate of the Vote of the House, as to the Sale of the Lands for Default of Payment of Taxes, be postponed.

The rest of the Amendments reported to the Bill, except the last, which was to add, to the End of the Bill, the Thirty-four Sheets reported from the Committee to be made Part of the Bill, were read the Second time; and, upon the Question, severally agreed to.

The Addition of Thirty-four Sheets was read the First time.

The First Paragraph of the Thirty-four Sheets was read the Second time.

The Question being put, To agree to the First Paragraph of the Amendment of the Thirty-four Sheets;

Ordered, That the Vice Chancellor for the University of Cambridge, the Mayor of the Town of Cambridge, and the Mayor of the Town of Kings Lynne, for the Time being, shall be appointed Commissioners in the Act, besides the Six Commissioners for each County concerned.

Ordered, That the further Consideration of the Paragraph for naming Commissioners be postponed.

The several following Paragraphs of the Thirty-four Sheets, unto the Paragraph concerning the Tenure of the Lands, were read the Second time; and, on the Question, severally agreed to.

The next Paragraph of the Amendment, touching the Tenure of the Lands, was read the Second time.

Resolved, &c. That the said Paragraph be agreed to.

Ordered, That Leave be given to bring in a Proviso, for saving the Royalties and Franchises of the Particular Lands of the several Manors.

The next Paragraph, as to the proportioning the Lands, was read the Second time.

Ordered, That these Words be added to the said Paragraph; viz. "Whereof the Vice Chancellor for the University of Cambridge, the Mayor of the Town of Cambridge, and the Mayor of the Town of King's Lynne, for the Time being, to be Three, if they, upon Notice left at their respective Habitations, shall think fit to be present."

Which was done accordingly.

Ordered, That these Words, "or any Seven or more of them," be inserted in the Paragraph, after the Word "Commissioners."

Resolved, &c. That the Paragraph, so amended, be agreed to.

The several subsequent Paragraphs of the Thirty-four Sheets were read the Second time; and, on the Question, agreed to.

A Proviso was tendered, on the Behalf of Sir John Watts; and twice read.

Resolved, &c. That the said Proviso be agreed to.

Another Proviso, on the Behalf of the Inhabitants of Crowland, was read twice: And some Amendments, upon the Question, were agreed to be made thereto:

And the Proviso, with Amendments, was, upon the Question, agreed to.

Another Proviso was tendered to be read; but rejected.

The House did then resume the Debate of the Vote concerning the Sale of the Land, in case of not Payment of Taxes.

Resolved, &c. That there be a Power contained in the Act, That such Taxes as shall for the future incur, shall be raised and levied by Sale only; and that Sale be made of so much of the Land only as will be sufficient to pay such Taxes: And that it be referred to the former Committee, to prepare and bring in a Clause for that Purpose.

Resolved, That it be referred to the same Committee, to bring in a Clause to impower the Judicatory, upon adjusting the Accompts, to order and determine in what Manner the Arrears of Taxes already incurred, shall be levied and paid: And the Committee is revived: And they are to meet To-morrow at Two of the Clock in the Afternoon, in the Place formerly appointed.
