Prayers.

Assessment.

ORDERED, That John Big, the Mayor of the City of Bath, and the Aldermen of the said City, be, and hereby are, appointed Commissioners for the said City of Bath, for the Three Months Assessment, after Seventy thousand Pounds by the Month, commencing the Twenty-fourth of June last; and they are hereby impowered to put in Execution all the Powers of Commissioners for the said Assessment, as to the said City, in the same Sort and Manner, as if they had been particularly named in the Ordinance of the Lords and Commons in this present Parliament assembled; whereby the Payment of the said Three Months Assessment is ordained and appointed.

Newton's Estate.

A Bill to enable John Newton the younger, to sell Land for Payment of his Debts, was this Day read the Second time; and, upon the Question, committed to Mr. Pryn, Mr. Charlton, Mr. Edward Stephens, Mr. Pursell, Mr. Lucy, Mr. Goodrick, Mr. Baker, Mr. Mallet, Mr. Tho. Jones, Col. West, Mr. Hall, Sir John Dawney, Sir * Darcy, Sir Wm. Hickman, Mr. Newton, Mr. Okeley, Col. Jones, Mr. Minors, Mr. Thomas, Sir Thomas Middleton, Sir Solomon Swale, Mr. Gape, Mr. Knightley, Sir John Northcot, and the Knights and Burgesses of Shropshire and Montgomerysheire, and that all Parties concerned be sent for and examined, as to the Ground of the Debt mentioned in the Bill: And they are to meet in the Speaker's Chamber To-morrow in the Afternoon; and have Power to send for Persons, Papers, Witnesses, and what else may conduce to the Business.

Anniversary of the Restoration.

A Bill appointing a perpetual Anniversary of publick Thanksgiving to God, on the Twenty-ninth Day of May, for ever, for the King's Majesty's Return and Restoration without Blood, and the great Mercies and Blessings extended to these Kingdoms thereby, was this Day read the Second time; and, upon the Question, committed to Sir Walter Earle, Mr. Chafe, Mr. Pryn, Sir John Northcot, Mr. Trelawney, Mr. Edward Stephens, Serjeant Littleton, Mr. Annesley, Mr. Holles, Mr. Allen, Sir Ralph Ashton, Lord Falkland, Sir Solomon Swale, Sir Anth. Irby, Sir John Lowther, Colonel King, Colonel West, Mr. Charlton, Sir Tho. Middleton, Lord Angier, Sir Wm. Doyley, or any Five of them: And they are to meet this Afternoon in the Speaker's Chamber.

Byron's Petition.

The humble Petition of Sir Robert Byron Knight, was read.

Navy Debts.

Mr. Holles reports the State of the Debts upon the Navy, as it was represented to his Majesty Yesterday at the Council Board; and that, among other Inconveniences lying upon the Navy, Twenty-four Ships do lie in Harbour at Wages and Victual, through Want of Money to pay them off; which amounts to Ninety-four thousand Pounds; by the not Payment whereof, there is a growing Charge of about Sixteen thousand Pounds monthly.

Ordered, That it be referred to a Committee to examine the Debts of the Navy and Army, and other publick Debts of the Kingdom, which concern the Parliament in Honour and Justice to take care of; and to state the same, and report them to this House; viz. to Mr. Pryn, Sir George Browne, Colonel Birch, Sir John Northcot, Mr. Annesley, Lord Angier, Mr. Powell, Mr. Swinfin, Mr. Sprey, Mr. Holles, Sir John Bowyer, Sir Anth. Poll Bill.

Amendments sent from the Lords to the Bill for Poll Money were read.

And the First Amendment, in the 54th Line of the 3d Skin, being read the First and Second time, touching omitting the Clause for Popish Recusants, and other Persons who refuse to take the Oaths of Allegiance and Supremacy, to pay double to what others of their Degrees pay;

Resolved, That this House doth adhere to that Clause, as it stands in the Bill.

The next Clause in the said Amendments, touching Names of Commissioners for the Cinque Ports, with a Schedule ingrossed of Commissioners Names, was read.

Ordered, That it be referred to the Committee to whom it is referred to draw up Heads for a Conference with the Lords, to make this an Head for a Conference; "the irregular sending of Amendments from the Lords, ingrossed in Parchment, and affixed to the Bill."

Resolved, That this House doth adhere to this Part of the Bill, as it was sent to the Lords; and that the ingrossed Amendment be laid aside.-

Grant to Booth.

Ordered, That the Lords Concurrence be desired to the Order for conferring Ten thousand Pounds on Sir George Booth.

Col. Birch is appointed to carry it to the Lords.

And he carried the said Order; and the Order for Forty thousand Pounds for the Army; to the Lords: And he is to put the Lords in mind of the Order concerning Mr. Peck and the Marshal, formerly sent to the Lords.-

Poll Bill.

The Third Amendment, for putting out the Mayor and Bailiffs, for the Five Ports, for the time being, was read.

Resolved, That this House doth adhere to this Clause, to stand as formerly.

The Fourth Amendment, for putting out Mark Thomas, and Thomas Palmer, was read.

Resolved, That this House doth adhere to this Clause, to stand as formerly.

The Fifth Amendment in the 12th Line of the 25th Skin, for the inserting of these Words, "other than the Peers of this Realm," was read:

And, upon the Question put, to agree to this Amendment;

It passed with the Negative.

The Sixth Amendment in the Twenty-sixth Line of the Twenty-fifth Skin, for inserting, among other Alterations, these Words, viz. "in this present Act mentioned, and no other, as by Order of the Lords and Commons, or of such Persons as they shall authorize thereunto, shall be appointed and directed," instead of other Words in the said Amendment mentioned, was read.

Resolved, That this House doth agree with the Lords in this Amendment.

The First Proviso, to this Bill affixed, sent down by the Lords, was read; viz. "That if any of the Peers be assessed higher than according to his or their Rank or Degree, particularly expressed in this Act, they shall be assessed by the House of Peers, or such as the House of Peers shall appoint, and not otherwise.

The Question being put, To agree to this Proviso;

It passed with the Negative.

The last Proviso, sent down by the Lords to this Bill, was read; viz. "That his Majesty's Royal Assent to this Bill shall not determine the present Session of Parliament;" and, upon the Question, laid aside.

The Amendment of additional Names for the County of Bedford, sent down by the Lords, were read; and, upon the Question, agreed unto.

The additional Names for the County of Cornwall, sent down by the Lords, were read.

Ordered, That the said List be referred to the Gentlemen of the County of Cornwall, Members of this House; to consider of the said List, to the Intent that such of these Commissioners named as there is no just Exception against, may stand.

The Question being put, To agree to the said Commissioners Names for the County of Cornewall, sent down by the Lords.

It passed with the Negative.

The Commissioners Names for Essex, Hertfordshire, Kent, London, Lincolneshire, Middlesex, Northamptonshire, Shropshire, Warwickshire, Wiltshire, City of Westminster, and County of Northumberland, sent down by the Lords, were read; and, upon the Question, agreed unto; except only the Name of Mr. Richard Kempson, named for the County of Warwick; which was omitted by Order, upon the Question.

Resolved, That Richard Kempson, named a Commissioner in the County of Warwick, be omitted.

Ordered, That the said Names, agreed unto, and the Amendments agreed unto, be ingrossed in the Bill.

Leave of Absence.

Ordered, That Mr. William Oakeley, Mr. Henry Bethell, and Mr. Devereux, Members of this House, have Leave to go into the Country.

Wards and Liveries.

Resolved, That To-morrow Morning the Debate upon the Bill for the Court of Wards be resumed, the next Business, after the Business of the Poll Bill is dispatched.
