Prayers.

Crown Revenue.

ORDERED, That Sir Charles Wolsley, and Sir Richard Onslow, be added to the Committee for settling the King's Majesty's Revenue.

Durham Franchise.

A Bill for impowering the County and City of Durham to send Knights and Burgesses to serve in Parliament, was this Day read the Second time.

Ordered, That in the 2d Folio, the 5th, 6th, and 7th, and 8th Line, to these Words, "to the," be struck out of the Bill; and that instead thereof, these Words be inserted, viz. "in like Manner as is usual for the Knights and Citizens to serve for other Counties and Cities in this Kingdom."

Resolved, That the said Bill, so amended, be ingrossed.

Swaile's, &c. Claims.

Sir Ralph Knight reports from the Committee to whom the Business touching Mr. Swaile, and Mr. Wm. Ellot, were referred, the State of the Matter of Fact touching the Monies paid by them to Algernone Sydney Esquire, and Sir Robert Honnywood: Which was read, and was as followeth; viz.

That by Bill of Exchange, dated in Copenhagen, the 4th of June 1660, Algernone Sydney, and Sir Robert Honnywood, received of Timothy Goffe, Six hundred Pounds Sterling, payable at a Month after Sight to Robert Swale; which was charged upon Thomas Perry; who being Treasurer to the late Council of State for the Contingencies, being not capable to pay the same, refused the Acceptance thereof; the said Council of State being dissolved before the Presentment thereof.

That by Two Bills of Exchange, both from Copenhagen, the one for Three hundred Pounds, dated the 8th Day of May 1660; and the other Bill for Four hundred Pounds, the 4th of June 1660; Algernone Sydney, and Sir Robert Honnywood, received the several Sums of Three hundred Pounds, and Four hundred Pounds, Sterling; of Timothy Goffe, the Bill of Three hundred Pounds at One-and-twenty Days after Sight; and the Bill of Four hundred Pounds, at a Month after Sight, to Wm. Ellot; which was charged upon Thomas Parry; who, being Treasurer to the late Council of State for the Contingencies, being not capable to pay the same, refused the Acceptance thereof; the said Council of State being dissolved before the Presentment thereof.

The Question being propounded, that the several Sums of Six hundred Pounds, and (fn. 1) Seven hundred and Four Pounds, mentioned in the said Report, to be paid to Algernone Sydney Esquire, and Sir Robert Honnywood, be charged upon the Excise in Course, to be paid to the said Robert Swale, and Wm. Ellot, or their Assigns respectively;

And the Question being put, That this Question be now put;

It passed with the Affirmative.

And the main Question being put;

The House was divided:

The Yeas went forth.

So it passed with the Negative.

Commissioners of Accounts.

Mr. Pryn reports a Bill appointing Commissioners for taking the Accounts, recovering the Arrears, and discovering the Imbezelments, Frauds, and Concealments, of Accomptants, and other public Officers and Receivers, during the late Troubles and Revolutions: Which was this Day read the First time.

The Question being put, That this Bill be read;

The House was divided.

The Yeas went forth.

So it passed with the Negative.

The Question being propounded, that it be referred to a Committee to prepare, and bring in, a Bill for the nominating of Commissioners in the several Counties for examining and stating the Accompts of all Treasurers, Receivers, and other Accomptants, within their respective Counties, for any publick Monies by them received, and not intended to be pardoned by the Act of General Pardon and Oblivion; with a Proviso to be therein contained, for Disposal of all such Monies to publick Uses;

And the Question being put, That the Question be now put;

It passed in the Affirmative.

And the main Question being put; it was

Browne, Sir Christopher Clapham, Mr. Throckmorton, Dr. Boswell, Sir Rich. Temple, Mr. Pryn, Sir Tho. Widdrington, be the Committee: And they are to meet at Two of the Clock To-morrow in the Afternoon, in the Speaker's Chamber.

A Stranger committed.

Ordered, That Mr. Greg, who intruded himself this Day into the House, be committed to the Serjeant at Arms attending this House.

Army Pay.

Ordered, That Sir Thomas Player, Receiver General of the Three Months Assessment, of Seventy thousand Pounds by the Month, commencing the Twenty-fourth of June last, be, and hereby is authorized and required to give forth Assignations upon the Receivers and Collectors for the said Assessment, in the several Counties, for the Sum of Forty thousand Pounds, towards satisfying a Month's Pay for the Army; and to assign the same upon such Counties, where the Forces are quartered; and in such Proportions as shall be limited and appointed by the Committee for the Army: And that the Committee for the Army do take the best care they can to make up and complete the said Forty thousand Pounds, to one full Month's Pay for the Army:

That the Lords Concurrence be desired herein: And Col. Birch is to carry it to the Lords.
