Prayers.

Skynner's Estate.

A BILL for enabling Augustine Skynner Esquire, and Wm. Skynner Gent. to sell Lands for Payment of Debts, was this Day read the Second time; and, upon the Question, committed to Sir Anthony Irby, Sir Gilbt. Gerrard, Sir John Evelyn of Surrey, Mr. Marsham, Sir Rob. Brookes, Colonel West, Mr. Rich, Mr. Gott, Sir Christopher Clapham, Mr. Perrepont, Sir Norton Knatchbull, Sir Edward Deering, Sir Walter Earle, Sir John Evelyn of Wilts, Sir Wm. Wheeler, Colonel King, Mr. Knightley, Sir John Northcot, Sir Solomon Swate, Mr. Marshall, Mr. Turner, Colonel Hatcher, Sir * Hyde, Lord Aungier, Serjeant Teyrill, Mr. Geo. Browne, and all the Knights and Burgesses, and Barons, serving in Parliament for the County and Boroughs of Kent, and the Cinque Ports: And they are to meet on Wednesday next at Three in the Afternoon, in the Court of Wards: and they have Power to send for Persons, Papers, Records, and Witnesses; and all Parties concerned therein, to be heard.

Privilege-Publication of Proceedings.

The House being informed of a printed Paper, intituled, Mercurius Veridicus, printed by D. Maxwell, living in Thames Street, near Baynard's Castle, wherein this Clause is printed; viz. "It was moved by Major Beake, that Sir Richard Temple might be one of the Twenty excepted Persons; and he gave several Reasons for it; among others, that Sir Richard had been a menial Servant to Cromwell, and a great Promoter of his Interest; but the House at length waved the further Debate of it;"

Ordered, That a Committee be appointed to examine this particular Case; and, in order thereunto, they are to send for Maxwell the Printer; and they are to consider of the great Liberty taken by divers Persons, in printing, without Warrant, several Votes and Proceedings of this House; and to prepare an Order for restraining of all Persons whatsoever, from printing any of the Votes or Proceedings of this House, without special Order of the House: And they are to send for Mr. William Saunderson, and to examine him, by what Warrant he printed, in his History, a Speech in the Name of Sir Harbottle Grimston Baronet, Speaker of this House, and several other Speeches, as the Speeches of Members of Parliament, and other Passages reflecting on Members of Parliament: And they are to take into Consideration, any other Books or Pamphlets, reflecting on any Member of this House, or other Persons; and to report to the House what is fit to be done in the several Cases:

And that Sir Anthony Irby, Colonel King, Mr. Sparkes, Mr. Throgmorton, Mr. Hunt, Mr. Skipwith, Mr. Foxe, Sir Walter Earle, Sir Gilbt. Gerrard, Sir Wm. Lewis, Mr. Annesley, Mr. Pryn, Mr. Lowther, Mr. Ravenscroft, Mr. Goodrick, Sir Treavor Williams, Sir * Hide, Mr. Hopkins, Sir Solomon Swayle, Sir John Temple, Mr. Hunt, Mr. Wm. Morgan, Sir Rob. Brooke, Mr. Milborne, Serjeant Tyrrill, Sir John Northcot, be the said Committee: And they are to meet To-morrow at Three of the Clock in the Afternoon, in Mr. Speaker's Chamber; and have Power to send for Persons, Papers, Books, and Witnesses, as they shall see cause.

Printing Votes, &c.

Resolved, That no Person whatsoever do presume (at his Peril) to print any Votes or Proceedings of this House, without the special Leave and Order of the House.

Petition from Oxford University.

The humble Petition of several Heads, Governors, and other Members of the University of Oxford, was read.

The Question being propounded, that it be referred to a Committee, to examine the Fact upon the said Petition, and to make Report therein to the House, if they shall see Cause;

The House was divided:

Judicial Proceedings.

Sir Heneage Finch reports Amendments to the Bill, for confirming of Judicial Proceedings; which he read in his Place, and were after read by the Clerk, the First and Second time.

The Question being put, that these Words contained in the Amendments, viz. "nor any Acts Judicial and Ministerial, for, or tending to, the Administration of Justice;" do stand in the Bill;

It passed in the Negative.

The said Amendments so brought in, with the Omission of the Words aforesaid, and with some Amendments and Additions made at the Table, were, on the Question, agreed unto.

Ordered, That this Bill be ingrossed.

Grants of Offices, &c.

Ordered, That the Committee, to whom the Bill for making void Grants of Honours, Offices, &c. from the of May 1642, is referred, be revived; and that they meet To-morrow at Two of the Clock, and make Report with what Speed they can: And Sir Ralph Knight is added to the Committee.
