Prayers.

Irish Contributions.

ORDERED, That Mr. Salway, Colonel Fielder, Mr. Hallowes, Mr. Bond, Mr. Clement, be added to the Committee for Irish Contributions.

Scotch Affairs.

Colonel Purefoy reports from the Council of State, their Opinion touching the Letter from Scotland, dated the Six-and-twentieth of June last.

Resolved, &c. That the Letter sent from the Parliament of Scotland, bearing Date the Six-and-twentieth of June 1649, and directed to William Lenthall Esquire, Speaker of the House of Commons, is of such a Nature as it lays an Incapacity of prosecuting the former Demands by way of Treaty.

Late King's Property.

The House this Day resumed the Debate upon the Act for Sale of the Goods, and personal Estate, of the late King, Queen, and Prince.

And the said Act, after some Amendments made at the Table, was, upon the Question, passed.

And it is Ordered, That the said Act be forthwith printed and published.

Excise.

Sir William Masham reports from the Council of State, touching One hundred Fifty thousand Pounds to be advanced upon the Credit of the Excise, for carrying on the Service of Ireland.

Loan from the City.

Ordered, That a Committee of this House be appointed to treat with the Lord Mayor and Common Council of the City of London, To-morrow in the Afternoon, for raising One hundred Fifty thousand Pounds, upon the Security of the Excise, for carrying on the Service of Ireland; and consider which is the best way for doing thereof; and make Report to the House: Viz. Alderman Penington, Sir William Masham, Sir William Armyn, Sir Henry Vane, Lord Mounson, Lord Lieutenant of Ireland, Sir John Danvers, Major General Skippon, Mr. Leman, Mr. Gurdon, Sir Gilbert Pickering, Mr. Clement, Colonel Purefoy, Mr. John Ashe, Lord Howard, Mr. Allen, Sir John Trevor, Mr. Trenchard, Sir Wm. Strickland, Mr. Hum. Edwards, Mr. Oldsworth, Mr. Gould, Mr. Wallopp, Lord Commissioner Whitlock, Lord Commissioner Lysle, Mr. Francis Lysle, Mr. Francis Pierpointe, Colonel Venn, Mr. Edward Ashe; or any Seven of them.

Ordered, That Colonel Venn do desire the Lord Mayor to call a Common Council, to meet To-morrow at Two of the Clock in the Afternoon; to receive, from a Committee of this House, what they shall communicate from the Parliament, for the Service of Ireland, and of this Commonwealth.

Ordered, That the said Committee, or any Three or more of them, have Power to consider and treat with all Treasurers of all publick Receipts, for the more speedy Advancing of the Sum of One hundred and Fifty thousand Pounds, for the better carrying on of the Service of Ireland: And, for that Purpose, this Committee, or any Three of them, are to meet this Afternoon at Two of the Clock, in the Speaker's Chamber: And they have Power to send for any Persons.

Absent Members.

Ordered, That the Committee touching absent Members, do make their Report touching the Members that are absent, To-morrow Morning.

Claims on Publick Faith.

Ordered, That the Lord Mounson, Lord Grey, Colonel Bossevile, Colonel Purefoy, Mr. Allen, Mr. Palmer, Sir Wm. Strickland, Mr. Edwards, Mr. Holland, Mr. Salwey, Colonel Ven, Mr. Hallowes, Colonel Temple, Mr. Downes, Mr. Weaver, Mr. Garland, be added to the Committee touching such as have lent Monies on the Publick Faith.

Committees of Assessment.

Ordered, That Sir Robert Barwick Knight, and John Hewley Esquire, be added to the Committee of Yorkshire for the West Riding, for the Assessment of Ninety-thousand Pounds per mensem.

Ordered, That Christopher Pearchehay be added to the Committee of Yorkshire for the North Riding, for the Assessment of the Ninety thousand Pounds per mensem.

Ordered, That Edward Wingate and Richard Herbert Esquires be added to the Committee of Yorkshire for the East Riding, for the Assessment of the Ninety thousand Pounds per mensem.

Ordered, That Sir Ralph Hart Baronet, Thomas Meadowes, and Wm. Lucas, be added to the Committee for the monthly Assessment of the Ninety thousand Pounds per mensem, in the County of Norfolk.

Papists Compositions.

Mr. Salwey junior reports from the Committee at Goldsmiths Hall, the Opinion of that Committee touching Compositions with Papists in Arms against the Parliament.

The Question being propounded, That all Papists, and Popish Recusants, who have been, and now are, actually in Arms, or voluntarily assisting, against the Parliament of England, except such Papists as are excepted by Name from Pardon, and such as have had any Hand in the plotting, designing, or assisting the Rebellion in Ireland, shall be admitted to compound, paying one full Moiety of the Third Part of their whole Estates; and the other Two Parts in Three thereof shall continue under Sequestration to the Use of the Commonwealth, during their Recusancy;

And the Question being put, That that Question be now put;

It passed with the Negative.
