Prayers.

Leave of Absence.

ORDERED, That Sir William Armyn, a Member of this House, shall have Leave to go to the Bathe.

Ordered, That Sir Wm. Allenson, a Member of this House, shall have Leave to go into the Country.

Camelford Writ.

Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of a Burgess to serve in this present Parliament for the Borough of Camelford in the County of Cornwall, in the room and place of Peirs Edgcomb, formerly chosen to serve for that Place, and since disabled by Judgment of this House.

Excise.

Ordered, That the whole State of the Business of the Excise be reported, stated, and taken into Consideration, on Friday Morning next, the first Business; and nothing to intervene.

Clerke's Claims.

Ordered, That the Disbursements and Engagements of Mr. Samuel Clerke, a Member of this House, for the Service of the Parliament, in the Year 1643, be referred to the Consideration of the Committee of the West; to examine and state the whole Business; and to find out a Way to give him Satisfaction both for Principal and Damages thereby sustained; and to make Report thereof to the House.

Mayor of Chester.

Ordered, That Colonel Edwards, a Member of this House, Mayor of Chester, shall and do receive the Profits of the Dee Mills, and Fishing of Chester, until they be pulled down, if he so long continue Mayor.

Starre's Accompts.

Ordered, That Colonel Starre, a Member of this House, be referred to the Committee for taking the Accompts of the whole Kingdom, to receive, state, and certify his Accompts.

Reduced Officers.

A Letter from Northamton, of 7° Januarii, from his Excellency Sir Thomas Fairefax, in the Behalf of the Northern reduced Officers, was this Day read.

The humble Petition of the reduced Officers late under the Command of the Lord Fairefax, whose Names are inserted in the List annexed, in the Behalf of themselves and the rest of the Northern reduced Officers, was this Day read.

Resolved, &c. That a Fifth Part of the Arrears due to the Petitioners be paid, upon Account, to the Petitioners.

Resolved, &c. That it be referred to the Committee of the Northern Association, to receive and state the Accompts, of these Petitioners; and to take care that such as have accounted may be paid a Fifth of their Arrears, proportionable to the Monies due unto them: And that the Sum, that the Fifth Part of the Arrears, due unto the Petitioners, shall arise unto, be charged upon the Receipts at Goldsmiths Hall, in Course.

It is further Ordered, That Major James Haines be comprehended within the List of these Petitioners; and have the Fifth Part of his Arrears paid, upon Account, together with the rest of the Petitioners: And that the Petition of the Wife of Captain Chambers be, in like manner, referred to the Consideration of this Committee.

And they have Power to send for the Lists remaining in the Hands of one Freeman, Clerk to the Committee in the Military Yard, the better to inform themselves in this Business.

Overton's Claims.

The humble Petition of Colonel Robert Overton, directed to the Committee of the Revenue; and from thence reported by Alderman Hoyle; praying he may be paid the Sum of about Five hundred Pounds, by him disbursed, for Repairing of Pontefract Castle in the County of York; was this Day read. And

It is Resolved, &c. That it be referred to the Committee of the Revenue, to examine the whole Business suggested in the Petition; and to state and certify it to the House, with their Opinions upon it.

Oxford University, &c.

Ordered, That, To-morrow Morning, the first Business, Mr. Rous and Mr. Wheeler do make Report of the Conference lately had with the Lords, concerning the Ordinance for the better regulating the University of Oxon, and touching Country Committees.

Customs on Currans.

The humble Petition of Samuell Avery, and the rest of the Commissioners of Customs, desiring to receive the Direction of this House, touching some Parcels of Currans imported by Levant Merchants, and landed upon Bills of Sufferance, directed by Order of this House, 7° Januarii, 1646, was this Day read.

The humble Petition of Merchants trading . . the Levant Seas, was this Day read; desiring, That no greater Custom may be paid upon the said Currans, than shall bear Proportion with their real Value, upon the Petitioners Sale thereof, after the Rate of Five per Cent. as other Commodities pay.

Resolved, &c. That the Merchants that have imported and landed their Currans, upon Bills of Sufferance, shall, in paying the Customs upon these Currans, be abated according to the Damages certified: And that they pay Custom for the Remainder of the Currans, according to the Value of Currans rated in the Book of Rates: And that they do pay all Duties due upon the said Currans, upon the Seventh of January, when the Order for the Bill of Sufferance was granted, proportionable to the Abatement of the Damages sustained in the Currans.

The like Rule to be observed for the Currans to be hereafter landed: And the Care hereof is referred to the Committee of the Navy.

Ordered, That Mr. Burrell, a Member of this House, shall have Leave to go into the Country.

Propositions to the King.

According to former Order, the House took into Consideration the Business of obtaining the King's Answer to the Propositions.

Resolved, &c. That the Commissioners formerly appointed to go to Newcastle, to attend the King to Holdenby, shall be the Persons that shall join with the Commissioners of Scotland, in desiring the King's Answer to the Propositions presented at Newcastle; and to the Passing of the Bishops Lands, according to such Instructions as they shall receive from both Houses; and to bring the King's Answer to the Parliament.

Mr. Holtby, &c.

Ordered, That Mr. Marmaduke Holtby, Sir Jordan Crosland, Mr. Ashton, and Major Scott, be referred to the Examination and Consideration of the Committee for the Northern Association.

Business to be done.

Ordered, That, To-morrow Morning, the first Business, the House do receive the Report of the Conference on the Ordinance for regulating the University of Oxon; and concerning Country Committees: And next, the Report concerning the Militia of the City of London: And in the Third Place, the Petition of divers Citizens, with the Certificate annexed to the Committee where Colonel Leigh has the Chair, presented, and read, 20° Martii, 1646.

Garisons in Wales.

Ordered, That a Letter be prepared and signed by Mr. Speaker, and sent to Colonel Mitton, the Committees and Gentlemen of North Wales; to take effectual Care, that the Garisons voted to be laid down, slighted, and demolished in the said Counties, may be effectually laid down and slighted accordingly.

Resolved, &c. That it be referred to a Committee, to prepare Instructions, for the Commissioners appointed to desire the King's Answer to the Propositions presented at Newcastle; and to the Sale of the Bishops Lands; according to the Ordinances passed in that Behalf.

Mr. Lisle, Sir Henry Mildmay, Sir Roger North, Sir Thomas Dacres, Mr. Weaver, Mr. Holles, Mr. Reynolds, Mr. Thynne, Mr. Stoughton, Mr. Boscawen, Sir Arthur Hesilrig, Sir John Burgoyn, Mr. Wheeler, Mr. Pury, Sir John Maynard, Lieutenant General Cromwell, Mr. Strode, Mr. Solicitor, Mr. Long, Mr. Bond; and all the Lawyers of the House.

This Committee, or any Five of them, are appointed to prepare Instructions for the Commissioners appointed to desire the King's Answer to the Propositions presented at Newcastle; and to the Sale of the Bishops Lands; according to the Ordinances passed in that Behalf: And are to meet this Afternoon at Two of Clock, in the Queen's Court: And are to report, on Friday Morning next, the first Business. And the more particular Care of this Business is referred to Mr. Lisle.
