Prayers.
Payment to Col. Carter.
WHEREAS Colonel John Carter was, by former Order of the Two-and-twentieth of December 1646, ordered and appointed to have paid unto him the Sum of Two thousand Pounds, out of the Fines and Compositions of John Bonithon Esquire, Sir Augustine Cockaine Baronet and Sir Henry Ferrers Baronet, Delinquents, particularly named by him to the House; the which Persons have not yet compounded, nor hath he received any of the said Sum of Money, upon the foresaid Order: It is Ordered, That the said former Order be hereby vacated, and is hereby made void: And, in Lieu and Satisfaction thereof, it is hereby Ordered, That the said Sum of Two thousand Pounds be hereby paid unto the said Colonel John Carter, by the Committee at Goldsmiths Hall, out of the Fines and Compositions of such Delinquents as he shall nominate to the said Committee at Goldsmiths Hall, that have not yet compounded, and whose Compositions are not yet particularly assigned: And that the Acquittance of the said Colonel John Carter shall be a sufficient Warrant and Discharge to the said Committee at Goldsmiths Hall, and the Treasurers, for the Payment of the said Sum of Two thousand Pounds accordingly.
Payment to Winwood.
Ordered, That the Sum of Five hundred Pounds, with Interest, be paid unto Richard Winwood Esquire, by the Committee at Goldsmiths Hall, out of the Fines and Compositions of such Delinquents as he shall nominate to the said Committee, that have not yet compounded, and whose Fines are not yet particularly assigned, in full Discharge and Satisfaction of the said Sum of Five hundred Pounds, advanced and lent by the said Richard Winwood for the Service of the Parliament: And that the Acquittance of the said Richard Winwood shall be a sufficient Warrant and Discharge to the said Committee and Treasurers, for the Payment of the said Sum of Five hundred Pounds, with Interest, accordingly: And
It is Ordered, That the former Order, of the Date of 17 Novembris 1645, for the Payment of the said Five hundred Pounds, with Interest, to the said Richard Winwood, be vacated, and of no Force.

An Ordinance for the Sale of Parcel of the Lands and Possessions of Henry Earl of Worcester, Edward Lord Herbert of Ragland, and Sir John Sommersett, in the County of Middlesex, and the City of London, was this Day read the First and Second time; and, upon the Question, committed unto Mr. Reynolds, Mr. Hill, Mr. Thompson, Mr. Trenchard, Sir Wm. Strickland, Mr. Allen, Mr. Bond, Mr. Dove, Mr. Ball, Mr. Edwards, Mr. Scawen, Mr. Wheler, Colonel Birch, Mr. Chaloner, Lord Grey, Mr. Recorder, Mr. Vastall, Sir Peter Wentworth, Mr. Morley, Mr. * Corbett, Mr. Sallway, Mr. Blakiston, Mr. Nicoll, Mr. Whitelock, Mr. Ellis, Mr. Grimston, Colonel Harvey, Sir Tho. Wroth, Sir Tho. Widrington, Mr. Hoskins, Colonel Ven, Mr. Green, Mr. Boscawen, Mr. Lane, Mr. Jones, Sir John D'Anvers, the Knights, Citizens, and Burgesses of Middlesex, the Citizens and Burgesses of London: And have Power to send for Parties, Witnesses, Papers, Records: And are to meet this Afternoon at Two of Clock, in the Star Chamber: And the Care of it is more particularly referred unto Mr. Reynolds: And are to make Report of it on Thursday next. London Petition.
Ordered, That the Petition from the City of London, together with the annexed, be taken into Consideration on Monday next come Sevennight, in manner as is appointed by the foresaid Order.
Belfast, &c.
Mr. Pierpoint reports from the Committee, the Draught of a Letter to be sent to the Parliament of Scotland, for the speedy Delivery of the Town of Belfast, in the Kingdom of Ireland; The which was read; and, upon the Question, assented unto.
He further reported Instructions for Henry Earl of Stamford, Robert Goodwyn, and Wm. Ashhurst Esquire, to repair to the Parliament of Scotland, to preserve a good Correspondence between the Kingdoms; and to press, with great Instance, the Delivery of Belfast, in the Kingdom of Ireland; and to pursue these Instructions now sent, and such other Instructions as they shall hereafter receive from both Houses of Parliament: The which were read: and, upon the Question, assented unto; and ordered to be sent unto the Lords for their Concurrence.
Mr. Pierpoint is appointed to carry them to the Lords for their Concurrence.
Instructions for Henry Earl of Stamford, Robert Goodwyn Esquire, and Wm. Ashhurst Esquire.
1. WHEN that Business shall be transacted and finished, for which you are already instructed, you shall then make your Repair to the City of Edenburgh, to the Parliament of the Kingdom of Scotland; or to the Committees of Estates, in case the said Parliament shall not be fitting, and shall represent unto them the great Desire of the Parliament of England to continue and maintain a brotherly Affection, and a good Understanding and Correspondency, between the Two Nations; and that you are to reside and continue where the said Parliament or Committee shall be, for the Promoting of the same.
2. You, or any Two of you, are to endeavour, from time to time, that there may be a good Understanding and Correspondency continued, as aforesaid.
3. Whereas the Parliament of England hath now written to the Parliament of Scotland, concerning their Delivery of the Town of Belfast unto the Parliament Commissioners there, or such others as the Parliament shall appoint to receive the same; You, or any Two of you, are to deliver the said Letter: and to press, with all the Instance that you can, the present Delivery of the said Town, and the Castle there, as aforesaid; it being a Thing so much concerning the Forces in that Kingdom: The Matter of Fact, as it stands between the Commissioners in Ulster and the Scotts Officers there, represented to the House by the said Commissioners, is herewith sent unto you, for your further Direction.
4. You, or any Two of you, are, from time to time, to give an Account to the Parliament of your Proceedings; and to pursue and follow such further Orders and Directions as you shall receive from both Houses of Parliament.
Commissioners to Scotland.
Ordered, That Sir Thomas Widdrington and Mr. Picrepoint do prepare further Instructions for the Commissioners that are to go to the Parliament of Scotland.
Ditto.
Ordered, That the Committee of the Revenue do accept and satisfy such Bills of Exchange as shall be charged upon them by the Commissioners, now in the North, that are appointed to go to the Parliament of Scotland; not exceeding, in all, the Sum of One thousand Pounds.
Reward to Messenger.
Ordered, That the Committee of Lords and Commons for Advance of Monies, at Haberdashers Hall, do pay unto Richard Theobalds, the Messenger that brought the last Letters from the Commissioners from Newcastle, the Sum of Thirty Pounds, bestowed upon him for his Pains and Diligence in this Service.

King's &c. Revenue.
Ordered, That the House do take into Consideration, on this Day Fortnight, preremptorily, the first Business, and that nothing do intervene, the whole Business of the King's, Queen's and Prince's Revenue: And that the Committee of the Revenue do then report the State of the said Revenue, as it now stands.
Navy.
An Order of the Committee of the Admiralty, of 31 Decembris 1646, reported at the Lords, and from thence sent to this House, was this Day read; desiring thereby to know the Opinions of both Houses, concerning the next Summer's Fleet: To the which Order was annexed a List of the said Ships: And
It is Resolved, &c. That the Title of the said List shall be, viz. A List of such of the Parliament Ships and Pinnaces, as are conceived fit to be set forth, towards the Making up of a Fleet, manned with Five thousand Men, for the next Summer's Fleet.
The which List was read; and, upon the Question, approved of to be fitted and manned for making up a Fleet for the next Summer's Fleet.
Resolved, &c. That it be referred to the Committee of the Admiralty, to provide Thirteen Merchant Ships, to be part of the Fleet for the next Summer's Guard; provided that they do present the Names of the Captains of those Merchants Ships to the House to be approved.
Ordered, That it be referred to the Committee of the Admiralty to provide Five-and-twenty Merchants Ships, to be listed, and in a Readiness, if Occasion shall be.
Resolved, &c. That that this House doth approve of Captain Crowder to be Captain of the Bonadventure, that is now ready to go to Sea.
Customs.
Ordered, That the Committee of the Navy and Customs do prepare, and bring in an Ordinance, for continuing the Collection of the Customs for such time as shall be thought fit.
Indemnifying Soldiers.
Ordered, That the Ordinance, now presented by Colonel Harvey, concerning the Indemnifying of Soldiers that have acted in the Parliament's Service, be read on Friday next come Sevennight.
Mr. Lewes, &c.
Ordered, That it be referred to the Committee of Gloucester, to state the Matter of Fact concerning Mr. Lewes and Mr. Lloyd, Committee-men in the County of Radnor.
Ordered, That Sir John Seymour, Knight of the Shire for the County of Gloucester, be added to all the Committees concerning Gloucestershire.
Norcliffe's Accompts.
Ordered, That Sir Thomas Norcliffe, of the County of York, be referred to the Committee for taking the Accompts of the Kingdom; to audite, state, and certify his Accompts.
Massy's Brigade.
The humble Petition of many poor distressed Soldiers, which were lately under the Command of Major General Massy in the West, was this Day again read.
Resolved, &c. That the Sum of One thousand Pounds be furnished and delivered over into the Hands of Colonel Edward Massy.
Ordered, That Colonel Massy be desired to take special Care to send to their several Homes and Countries the Officers and Soldiers, as well English as Scotts, late under the Command of Colonel Massy in the War; and disperse them; and to take care to prevent, that they may not come to solicit or further trouble the Parliament, or these Quarters.
Ordered, That the Remainder, formerly designed for disbanding the Brigade formerly under the Command of Colonel Massie, and now remaining in the Hands of the Treasurers employed in that Service, and ordered to be at the Disposal of the Committee of the West, be forthwith paid over unto Colonel Edward Massy in Part of the Thousand Pounds, appointed now to be paid and delivered over into his Hands; And that what shall be wanting of the Monies in the Hands of the said Treasurers, as aforesaid, to make up the said Thousand Pounds, shall be paid by the Committee at Goldsmiths Hall, out of the Fines and Compositions of such Delinquents as the Committee of the West shall nominate unto the said Committee at Goldsmiths Hall, that are not yet particularly assigned, and paid and delivered over into the Hands of Colonel Massy, to make up the foresaid Sum of a Thousand Pounds: And that the Acquittance of the said Colonel Edward Massie shall be a sufficient Warrant and Discharge to the Treasurers, and to the Committee and Treasurers at Goldsmiths Hall, respectively, for the Payment of such Sums of Money as the said Treasurers, and Treasurers at Goldsmiths Hall, shall pay, in pursuance of this Order, to make up the said Sum of a Thousand Pounds, to be paid over to Colonel Edward Massy, as aforesaid.
Army Accompts.
Ordered, That the Order, passed this House, concerning the Committee's auditing and taking the Accompts of Soldiers, passed this House 8 Decembris, and concurred with by the Lords 10 Decembris, be forthwith printed and published: And that the Members of this House that serve for the several Counties, Cities, and Boroughs, do send the same into the several Places they serve for.
Disbanded Soldiers.
Mr. Boys, Mr. Scott, Colonel Birch, Sir Phil. Stapilton, Mr. Erle, Colonel Thornhagh, Mr. Francis Pierpoint, Sir Arthur Hesilrig, Sir Wm. Waller, Sir John Bampfield, Mr. Marten, Sir Peter Wentworth, Colonel Massy, Mr. Hoskins.
This Committee, or any Three of them, is appointed to prepare a Declaration, and bring it to the House, to prevent the Resort and tumultuous Addresses of all disbanded Soldiers to the Parliament: And are to meet Tomorrow at Four of Clock, in the Court of Wards: And the more particular Care of this Business is referred to Mr. Hoskins.
Goldsmiths Hall Committee.
Mr. John Stephens reports from the Committee, the Amendments to the Ordinance, sent from the Lords, concerning the Committee at Goldsmiths Hall, 15 Novembris 1646, and committed, and re-committed: The which were read.
Resolved, &c. That the Members of this House, that were formerly of the Committee at Goldsmiths Hall, and now read, with the Addition of Mr. Holles, and Mr. Richard Salwey, shall be the Members of this House named in this Ordinance.
The rest of the Amendments to this Ordinance were then put to the Question; and, upon the Question, assented unto.
And then the Ordinance, so amended, passed, upon the Question: And
It is Ordered, That the Lords Concurrence be desired in these Amendments.
