Monday, June 20th, 1659.

Plundered Ministers.

ORDERED, That the Committee for plundered Ministers be revived: And that they meet this Afternoon, at Two of the Clock, in the Exchequer Chamber: And that this Committee do look over the former Powers given to that Committee; and consider, What other Powers are necessary to be given to that Committee; and to present their Opinions therein to this House: And that Mr. Lechmere and Mr. Weaver be added to that Committee.

Oath of Office.

Major Salway reports, A Bill, appointing an Oath to be administered to Judges, and other Ministerial Officers: Which was this Day read the First and Second time; and, upon the Question, committed unto Mr. Lister, Mr. Say, Mr. Solicitor Reynolds, Colonel Birch, Mr. Holland, Alderman Atkins, Baron Nicholas, Baron Thorpe, Mr. Robinson, Major Salway, Colonel Martyn, Mr. Garland, Mr. Harby, Mr. Wild, Mr. Peter Temple, Colonel Ludlow, or any Three of them: And are to meet this Afternoon, in the Speaker's Chamber: And that Colonel Martyn do take Care hereof.

Bailiffs, &c.

Ordered, by the Parliament, That it be referred to the Council of State, to confer with the Judges and Under-Sheriffs, before the Judges go their Circuits, to take the best Care they can, that the People of the Commonwealth be not Wronged by Bailiffs and Juries.

Ordered, That a Bill be prepared for Preventing of Mischiefs done to the People by Bailiffs, Under-Sheriffs, Solicitors, Attornies, and Juries; and to prevent Abuses therein; Viz. by Lord Whitlock, Mr. Marten, Mr. Solicitor Reynolds, Major Salwey, Colonel Walton, Mr. Say, or any Three of them: And they are to meet this Afternoon, at Three of the Clock, in the Speaker's Chamber: And that the said Committee be further impowered to consider of the exorbitant Fees taken by Lawyers; and report their Opinions therein to this House, How that Abuse may be prevented and regulated.

Sheriff of Nottingham.

Ordered, That Colonel Hutchinson be dispensed with, as to his Attendance on the Office of Sheriff in the County of Nottingham: And that he be required to attend the Service of this House, and that his Under-Sheriff do execute his said Office, in the Absence of the said Colonel Hutchinson.

Petition from Hull.

Ordered, That Sir Henry Vane do bring in the Petition of the Town of Hull To-morrow Morning; and to acquaint the Petitioners, That the Occasions of the House are so great, that they cannot intend to hear the Petitioners at the Bar of this House; but that an Answer shall be sent them by Sir Henry Vane.

Publick Revenue.

Sir Arthur Hesilrig reports from the Council of State, That the Council do find the Affairs of the Commonwealth likely to be very greatly inconvenienced for want of Monies, the Necessaries both of the Army and Navy being very great, and the weekly Income bearing no Proportion with the Constant Charge:

That there is not Money in the publick Receipt of the Exchequer, to make necessary Preparation for the Commissioners Plenipotentiaries to the Sound, for their Dispatch: notwithstanding very great Sums are in Arrear due to the Commonwealth, detained in the Hands of particular Persons, who have received, and ought to pay, the same: That therefore the Parliament will please to take into their Consideration the speedy bringing in all Monies due to the Commonwealth; and give such Order herein, as may be effectual in that Behalf.

Resolved, That Five Commissioners be nominated to manage the whole Revenue of this Commonwealth; and to take care, that the same be duly brought in; and to give Allowance, as they shall see Cause.

Resolved, That Four of the said Persons be Persons out of this House; and that one of them be a Member of this House.

Ordered, That it be referred to Sir Arthur Hesilrig, and Major Salwey, to present the Names of such Commissioners to this House, for their Consideration: And they are presently to withdraw for that Purpose.

A Bill for bringing in of Monies due to the Commonwealth was this Day read the First and Second time; and, upon the Question, committed unto Mr. Martyn, Mr. Robinson, Sir Arthur Hesilrig, Colonel Thompson, Colonel White, Mr. Say, Mr. Scot, Mr. Boone, Serjeant Hill, Colonel Harvey, Captain Skinner, Colonel Bennet, Mr. Garland, Mr. John Goodwyn, Mr. Solicitor Reynolds, Lord Chief Baron Wild, Mr. Pury, Mr. Trenchard, Mr. Holland, Colonel Birch, Mr. Lister, Mr. Blagrave, Mr. Wallop, Mr. Oldisworth, Mr. Dormer, Colonel Temple, Mr. Christopher Martyn, or any Five: And are to meet this Afternoon, in the Speaker's Chamber.

Sir Arthur Hesilrig reports, Names of Commissioners for managing the Revenue; viz. Robert Scawen, Sylvanus Taylor, Henry Brandrith, Edward Story.

Resolved, That the Number of the Commissioners for Managing of the Revenue be Six, whereof Two to be Members of this House:

Resolved, That Major Salway be one of the said Commissioners.

Resolved, That Colonel Downe be one of the said Commissioners.

Resolved, That Mr. Robert Scawen be one of the said Commissioners.

Resolved, That Sylvanus Taylor be one of the said Commissioners.

Resolved, That Henry Brandrith be one of the said Commissioners.

Resolved, That Edward Storey be one of the said Commissioners.

Ordered, That it be referred to the Council of State, to bring in Instructions to be given to the said Commissioners for managing of the Revenue; and to consider what Salaries are fit to be allowed unto the said Commissioners; and report it to this House.

Resolved, That the said Commissioners for manageing the Revenue do continue Commissioners for Six Months.

Navy Appointments.

Colonel Walton reports, from the Commissioners of the Admiralty and Navy, Names of Persons to be Lieutenants of Six Ships under-mentioned, viz.

Resolved, That Elias Drewe be Lieutenant of The Bristoll Frigate.

Resolved, That Thomas Stephenson be Lieutenant of The Yarmouth.

Resolved, That Edward Grove be Lieutenant of The Kentish.

Resolved, That Wm. Moseley be Lieutenant of The Hampshire.

Resolved, That Robert Bristoll be Lieutenant of The Providence.

Resolved, That John Child be Lieutenant of The Great President.
