Masham's Estate.

A BILL for the raising of Portions, and making Provision, for the younger Children of William Masham Esquire, deceased, was this Day read the First time, and ordered to be read the Second time, on Friday Morning next.

Kildare, &c. Writ

Sir John Reynolds declares, That Sir Hardres Waller Knight, being returned to serve as a Knight for the Counties . . . Kildare and Wicklow in Ireland; and also to serve as a Knight for the Counties of Kerry, Limerick, and Clare; doth desire to make known his Election to serve as a Knight for the Counties of Kerry, Limerick, and Clare; and to wave his Election for the other.

But, in regard this Election was not made within the Time limited by the House for the Members to make their Election on Double Returns, it was moved by another Member, That the Power is now devolved to the House, to appoint for what Place such Member shall serve:

And therefore, to preserve the Orders of the House, it was, upon the Question, ordered as followeth:

Whereas Sir Hardres Waller Knight is returned to serve in this present Parliament, as a Knight for the Counties of Kildare and Wicklow in Ireland; and also as a Knight for the Counties of Kerry, Limerick, and Clare:

Ordered, That the said Sir Hardres Waller shall serve in this present Parliament as a Knight for the Counties of Kerry, Limerick, and Clare: And that a Writ be issued for the Election and Return of a Knight for the Counties of Kildare and Limerick, in the Place of the said Sir Hardresse Waller.

Raising Money.

The House, according to former Order, was resolved into a Grand Committee of the whole House, upon the Business of raising present Money, and further Assistance for carrying on the Spanish War.

Master of the Rolls reports from the said Committee of the whole House, Several Resolutions passed by them, viz.

Resolved, That the House be moved, That it may be referred to a Committee, to consider of the Business of Papists Estates; and how that Revenue may be improved; and to offer a regular and effectual way for the Conviction and Conformity of Papists; and how the Frauds and Collusions in concealing Papists Estates may be discovered; and the Wrong thereby done to the State may be redressed, and prevented for the future.

Resolved, That it be offered to the House, that the Estates of such Persons as were actually in the last Insurrection, be absolutely sold.

Resolved, That the House be moved, That it be referred to a Committee to consider of the Estates of Delinquents which have continued under Sequestration, which have refused or neglected to compound: And what may be fit to be done in Cases of such as have not paid their Second Moieties, and yet have enjoyed their Estates; And also in the Cases of Children of such Delinquents as did not compound in their Life-time, that the best Advantage may be made for the Commonwealth, either by Sale or otherwise, with respect unto such Cases.

Sleigh, Mr. Upton, Colonel White, Mr. Carey, Mr. Pytts, Mr. West, Mr. Michell, Mr. Drake, Mr. Pickering, Lord Broghill, Mr. Bond, Mr. Fleetwood, Mr. Dickenson, Lord Cockram, Mr. Moody, Mr. Charles Lloyd, Sir Charles Wolsley, Captain Scotton, Lieutenant-Colonel Duncombe, Mr. Price, Colonel Fothergill, Mr. St. Aubin: And are to meet To-morrow in the Afternoon at Two of the Clock, in the Star-Chamber.

The Question being put, That the House doth agree with the Committee, that the Estates of such Persons as were actually in the last Insurrection, be absolutely sold;

It passed in the Negative.

Resolved, That it be referred to the Committee last named, to consider of the Estates of Delinquents, which have continued under Sequestration, and who have refused or neglected to compound; and what may be fit to be done in Cases of such as have not paid their Second Moiety, and yet have enjoyed their Estates; and also in the Cases of Children of such Delinquents as did not compound in their Life-time; that the best Advantage may be made for the Commonwealth, either by Sale, or otherwise, with respect unto such Cases, and such further Cases as shall be offered to the House by the Committee.
