Friday, the 28th of October, 1653.

Union with Scotland.

THE House this Day, according to former Order, was resolved into a Grand Committee, upon Debate of the Bill for Uniting and Incorporating of Scotland into one Free State and Commonwealth with England.

Mr. Broughton was called to the Chair.

Mr. Speaker resumed the Chair.

Mr. Broughton reports from the Grand Committee, That the Committee have adjourned till Wednesday next; and desire Leave of the House to sit then.

The Question being put, That the House be resolved into a Grand Committee on Wednesday Morning, upon the Bill for Scotland;

It passed with the Negative.

Resolved, That the House be resolved into a Grand Committee on Wednesday next, in the Afternoon, upon the Bill for Scotland.

Tumult at Charing-Cross.

Mr. Strickland reports, from the Council of State, A Proclamation, prepared to be published, concerning the Business of the Tumult made by the Seamen Yesterday at Charing-Cross: Which was now read.

Resolved, That the Parliament doth approve and confirm this Proclamation; and the printing and publishing of it.

Articles of War.

He also reports, An additional Article to the Laws of War, and Ordinances of the Sea: Which was this Day twice read.

Resolved, That, in the 11th Line, after the Word "be," these Words, "or hath been," be added.

Resolved, That this Article, thus amended, do pass as a Law; and added to the former Laws of War, and Ordinance of the Sea.

Ordered, That this additional Article to the Laws of War, and Ordinances of the Sea, be forthwith printed and published.

Army.

Colonel Jones reports from the Council of State, That the Supernumeraries lately raised, and added to the several under-written Regiments and Companies, may be continued for the Space of Three Months longer, from the Expiration of the Time for which they were formerly appointed; the Council judging it requisite, for the Service of the Commonwealth.

Lord General's Regiment, from 700 to 1,200.

Colonel Barkstead's Two Companies from 80 to 100 each; and Two new Companies more, of each 100 Men, besides Officers.

Resolved, by the Parliament, That the Supernumeraries lately raised, and added to the said several Regiments and Companies, be continued for the Space of Three Months longer, from the Expiration of the Time for which they were formerly appointed.

Naval Officers Widows, &c.

Mr. Carew reports from the Commissioners of the Admiralty;

IN pursuance of an Order of Parliament of the 5th of August 1653, whereby it is referred to the said Commissioners, to consider of some Provision to be made for the Wives and Children of the Captains slain in the last Engagement with the Dutch; the said Commissioners upon Examination, do find, That there were Eight Captains slain in the Service since the Beginning of June last, who behaved themselves very valiantly in the Service: And, upon Consideration of the sad Condition of their respective Widows and Children, do humbly offer,

That the Parliament will be pleased to allow unto them, for their Maintenance, and Relief of the said Widows and Children, the several Sums of Money here under-mentioned; viz.

To the Widow of Captain James Peacock, late Captain of the Triumph, being a First Rate Ship, and Vice-Admiral of a Squadron, having Five Children, the Sum of Eleven hundred Pounds; whereof Three hundred and Fifty Pounds to herself, and One hundred and Fifty Pounds apiece to each of the said Children.

To the Widow of Captain Thomas Graves, Commander of the Andrew, a Second Rate Ship, who hath Five Children, the Sum of One thousand Pounds; whereof Three hundred Pounds to herself, and One hundred and Forty Pounds apiece to the Children.

To the Widow of Captain John Taylor, late Commander of the William, being a Third Rate Ship, having Five Children, and left big with another, the Sum of Eight hundred and Fifty Pounds; whereof Two hundred and Fifty Pounds to herself, and One hundred Pounds apiece to the Children.

To the Widow of Captain Thomas Salmon, late Captain of the Guift, she having Five Children, and being left much in Debt, and she being weak and sickly, the Sum of Seven hundred Pounds; whereof Two hundred Pounds for herself, and One hundred Pounds apiece to the Children.

To the Widow of Captain Edmond Chapman, late Commander of the Cock, the Sum of Three hundred Pounds.

To the Widow of Captain William Newman, late Commander of the May-Flower, the Sum of One hundred and Sixty Pounds.

To the Widow of Captain Roger Crispe, late Commander of the Prosperous, having one Child, and left big with another, the Sum of Three hundred Pounds; whereof One hundred and Forty Pounds to herself, and Eighty Pounds apiece to her said Children.

To the Widow of Captain John Vesey, late Commander of the Marten Frigate, having Six Children, the Sum of Five hundred and Fifty Pounds; whereof One hundred Pounds to herself, and the rest to be divided amongst the Children.

Resolved, by the Parliament, That this House doth approve of the several Sums, to be paid, according to this Report, by the Commissioners of the Admiralty and Navy.

Ordered, That the said several Sums be paid out of the Prize-Office: And that the Commissioners of the Admiralty and Navy do take Care, these Orders be put in Execution: And that the Sums be secured to the Children or the Survivors of them; according to such Distribution amongst them, as the said Commissioners shall make.

Navy.

He also reports, A List of Ships for the Winter-Service: Which was this Day read.

Resolved, by the Parliament, That the Money that shall be raised, and come in, upon the Act touching the Two Third Parts of Papists Estates, shall be assigned and applied to the Use of the Navy.

Embassy to Sweden.

Resolved, That To-morrow be appointed for the Lord Commissioner Whitclock, Lord Ambassador Extraordinary to the Queen of Sweden, to come to the House, to receive his Commission.

Advance of Money.

Ordered, That the Committee for Advance of Money do make their Report of that Business, on Saturday Sevennight: And Alderman Ireton, Mr. Draper, Mr. Highland, Mr. Gill, be added to that Committee.

Com rs for Scotland.

Ordered, That Mr. Edward Hopkins be excused from going into Scotland, as a Commissioner: And that * Goodyeare Esquire be appointed a Commissioner in his place.
