Tuesday, the 27th of September, 1653.

MR. Rous was called to the Chair for a Month.

Army Accounts.

Ordered, That it be referred to the Committee of the Army, to audite the Accompts of the Receivers-General for the County of Monmouth and South-Wales, for Monies by them laid out by Warrant of the Lord General, Colonel Horton, or the Committee of the Counties for the Service of the Commonwealth, out of the Monies collected for Assessments; and to give an Allowance unto them for such Monies as shall appear to have been so disbursed by the Receivers-General, and each of them.

Countess of Derby's Estate.

Mr. Barton reports from the Committee for Petitions, The humble Petition of Charlott Countess Dowager of Derby: Which was this Day read.

Massey's Petition.

Colonel Rous reports from the same Committee, The humble Petition of Robert Massey of Warrington, in the County of Lancaster, Mercer.

Countess of Derby's Estate.

The Question being propounded, That the Countess of Derby be admitted to a Composition;

And the Question being put, That this Question be now put;

The House was divided.

The Noes went forth.

So it passed in the Affirmative.

And the main Question being put;

The House was again divided.

The Yeas went forth.

So it was Resolved, by the Parliament, That the Countess of Derby be admitted to a Composition.

The Question being put, That this Composition shall be at the Rate of Sixths;

The House was divided.

The Yeas went forth.

Mr. Speaker declares his Opinion for the Noes.

So it passed with the Negative.

Resolved, That this Composition shall be, at the Rate at Five Years for Fee Simple, Four for Intail, and Three Years for Life, as the Estate was worth in the Year 1640.

Resolved, That she be admitted to compound for her Personal Estate, according to that Rule, at One Third.

Resolved, That the Petitioner Robert Massey shall have One thousand Pounds for Satisfaction of his Losses.

Resolved, That Five hundred Pounds of this Thousand, shall be paid out of the Estate of the said Countess.

Resolved, That the other Five hundred Pounds shall be paid out of the Money that shall come in upon the said Composition.

Resolved, That an Act be brought in, according to these Votes: And Mr. Barton, and Mr. Broughton, are to bring in the Act.

Relief of Creditors, &c.

Resolved, That the Members of the House, who are for the Counties of Cumberland, Dorset, Durham, Essex, London, Surrey, Middlesex, Westminster, Northumberland, Somerset, Southampton, Sussex, and Westmorland, do present the Names of fit Persons to be Commissioners for the said respective Counties, in the Act for Relief of Creditors and poor Prisoners, to the Committee for Prisons; or else that the Members that serve for the next adjacent Counties, do the same.

Resolved, That there be Fifteen Commissioners for London, Westminster, Middlesex, and Surrey, in that Act.

Adjournment.

Resolved, That Mr. Speaker do, at the Rising of the House, adjourn the House till To-morrow Ten of the Clock: And that the Grand Committee do sit in the Morning before.

Irish Adventurers.

Resolved, That the Order of the Council of State, dated the First of June 1653, and the Commission under the Great Seal, dated the 22th of June 1653, with the Instructions thereunto annexed; and the further Instructions from the Council of State, bearing Date the 2d of July 1653, be printed, with the Act intituled, An Act for the speedy and effectual Satisfaction of the Adventurers for Lands in Ireland, and of the Arrears due to the Soldiery there, and of other publick Debts; and for the Encouragement of Protestants to plant and inhabit Ireland.
