Council of State.

MR. Strickland reports from the Committee appointed to consider of some Persons, to make up the Number of the Members of the Council of State; The Names of several Persons to be added to the Council of State; viz. Lieutenant-General Fleetwood, Mr. Richard Norton, Sir Charles Wolseley, Admiral Titchborne, Col. Hewson, Mr. Williams of Wales, Mr. Howard, Mr. Henry Lawrence, Mr. Hollister, Mr. Courtney, Lord Viscount Lisle, Mr. Broughton, Mr. Major, Mr. Montague, Mr. Thomas St. Nicholas, Sir James Hope, Sir Anthony Ashley Cooper.

Resolved, by the Parliament, That Lieutenant-General Fleetwood he added to the Council of State.

Resolved, That Mr. Richard Norton be added to the Council of State.

Resolved, That Alderman Titchborne be added to the Council of State.

Resolved, That Colonel Hewson be added to the Council of State.

Resolved, That Mr. John Williams, of Wales, be added to the Council of State.

Resolved, That Mr. Howard be added to the Council of State.

Resolved, That Mr. H. Lawrence be added to the Council of State.

Resolved, That Mr. Hollister be added to the Council of State.

Resolved, That Mr. Courtney be added to the Council of State.

Resolved, That Lord Viscount Lisle be added to the Council of State.

Resolved, That Mr. Broughton be added to the Council of State.

Resolved, That Mr. Major be added to the Council of State.

Resolved, That Mr. Mountagu be added to the Council of State.

Resolved, That Mr. Thomas St. Nicholas be added to the Council of State.

Resolved, That Sir James Hope be added to the Council of State.

Resolved, That Sir Anthony Ashley Cooper be added to the Council of State.

Resolved, That Sir Charles Wolseley be added to the Council of State.

Resolved, That this Council of State, now chosen, shall continue till the Third of November next.

Resolved, That an Act be brought in to impower this Council accordingly.

Admiralty.

Mr. Strickland likewise humbly presents from the Council of State, That Mr. Hollister, Major Burton, Colonel Rich, Lieutenant-Colonel Salmon, and LieutenantColonel Kelsey, may be added to Mr. Carew, Major Salwey, Mr. Langley, General Blake, and General Monck, formerly appointed by Act of Parliament, to be Commissioners for the Admiralty and Navy.

Resolved, by the Parliament, That Mr. Hollister be added to the Commissioners for the Admiralty and Navy.

Resolved, That Major Burton be added to the Commissioners for the Admiralty and Navy.

Resolved, That Colonel Rich be added to the Commissioners for the Admiralty and Navy.

Resolved, That Lieutenant-Colonel Salmon be added to the Commissioners for the Admiralty and Navy.

Resolved, That Lieutenant-Colonel Kelsey be added to the Commissioners for the Admiralty and Navy.

Lilburne's Petition, &c.

The humble Petition of John Lilburne Esquire, now Prisoner in Newgate, was this Day read.

The House being informed, That there were divers Petitioners at the Door; the Serjeant was, by Command of the House, sent to fetch in their Petition: Which was done accordingly.

The Petition being brought in; and it appearing, that the Names affixed to the Petition were written long since, the Petition being new that was fixed thereunto; and the Paper containing the Names all torn; It was

Resolved, That Six of the Persons who presented the Petition, be called in; and that Mr. Speaker do demand of them these Questions: Whether they knew the Frameing of this Petition, and the Signing of the same; and when the same was subscribed.

Mr. Speaker demanded, whether they knew the Framing of the Petition, and the Signing of it.

One of the Petitioners saith, He did read it; and he did subscribe it; and that it was subscribed Friday and Saturday, and the Day since.

The Direction thereof being read; it appeared, that the Petition was not rightly directed: And therefore they were called in, and acquainted therewith, and the Petition delivered back: Which being amended in the Title, was again by them presented, and was read; being intituled, The humble Petition of divers well-affected People, inhabiting the Cities of London, Westminster, the Borough of Southwark, and Places adjacent, in Behalf of Lieutenant-Colonel John Lilburne.

The Question being put, That the House will suspend the Proceedings in Law, against Lieutenant-Colonel John Lilburne;

It passed in the Negative.

This Committee, or any Seven of them, is to consider of the right ordering and disposing of Business of the House, by Committees: And they are to meet this Afternoon at Two of the Clock in the Speaker's Chamber: And Colonel Clark to have Care of it; and to return their Report to the House with all convenient Speed.

Scotch Affairs.

Resolved, That the Quorum of the Committee for the Affairs of Scotland be Five.
