SIR William Armyn reports, from the Committee of both Kingdoms, a Petition, subscribed by divers Gentlemen of the County of Chester.
The which was read.
He likewise reported the Opinion of the Committee, to recommend unto the Consideration of the House the Services and Losses of Thomas Wilkes.
An Ordinance for settling the County of Chester, both in their Militia, and other Parts of their Government, was this Day read the First time.
Mr. Swinfen reports the Amendments and Additions to the Ordinance for settling the Government and Affairs of the City of Chester, formerly committed: The which were twice read.
Resolved, &c. That the Clause, in this Ordinance, for continuing Alderman Edwards Mayor of the City of Chester, shall be inlarged to the Election at Michaelmas next come Twelvemonth.
And the Ordinance, so amended, passed, upon the Question.
Sir Robert Harley carried to the Lords, for their Concurrence, the Proposition from the City of London for the Raising of Two hundred thousand Pounds.
Sir John D'Anvers carried to the Lords, for their Concurrence, an Ordinance for a Pardon to James Moore Gentleman, for his Delinquency: An Ordinance for a Pardon to Richard Oakeley Esquire, for his Delinquency: An Ordinance for a Pardon unto Charles Tankred Gentleman, for his Delinquency: An Ordinance for a Pardon unto Thomas Keresforth Gentleman, for his Delinquency: And an Ordinance for a Pardon unto Jane Crosland Widow, for her Delinquency: And was to desire the Lords to expedite the Passing of the Ordinance for Continuance of the Committee and Treasurers of the Army.
Ordered, That the Colleges of New-College in Oxford, and of Winchester, do proceed to the Election and Admission of Scholars into both the said Colleges, according to their Statutes, respectively, notwithstanding any Order of either House of Parliament to the contrary.
Resolved, &c. That the House do sit, in a Grand Committee, on Wednesday Morning next, at Eight of the Clock, to take into Consideration the Ordinance for the Preventing of the Growth and Spreading of Heresies and Blasphemies.
Ordered, That the Citizens and Burgesses that serve for the City of London, do desire the Lord Mayor to call a Common-Council, to meet To-morrow, in regard a Committee is appointed to come unto them.
It is further Ordered, That the Committee shall have Power, from time to time, to desire the Lord Mayor to call a Common-Council, when any Occasion upon this Business shall require.
Ordered, That the Scholars of Westminster, elected to go from thence to Christ-Church in Oxford, may go thither, and shall be forthwith admitted into Scholarships there, notwithstanding any Order of either House of Parliament to the contrary.
Ordered, That Anthony Cox, a menial Servant to Mr. Henry Marten, a Member of this House, now Prisoner, under an Arrest, in Newgate, be, according to the Privilege of Parliament, forthwith discharged of his Imprisonment.
Ordered, That William Day, one of the Bailiffs of the Sheriff of Middlesex, who arrested Anthony Cox, a menial Servant to Mr. Henry Marten, a Member of this House, knowing him to be his menial Servant, be forthwith sent for, in safe Custody, as a Delinquent, by the Serjeant at Arms attending on this House, for his wilful Contempt, and Breach of the Privilege of Parliament.
Ordered, That the Committee, formerly appointed to meet to receive the Complaints concerning the Breach of the Articles of Oxon, or any Three of them, shall have Power, from time to time, to meet: And that they shall have Power, in case any Person, comprised within the Articles of Oxon, be arrested or imprisoned within the Time limited in those Articles, and who shall make it appear unto that Committee, by a Note under the General or Lieutenant-General's Hand, that he is a Person comprised within those Articles, to send for and discharge such Person from his Restraint, and to allow him the Privilege of those Articles: And have Power likewise to send for all Parties concerned, and Papers, Witnesses, and Records.
Ordered, That Mr. Selden and Colonel Edward Massie be added to the Committee for the Breach of the Articles of Oxford.
Ordered, That the Ordinance for the Pay of the Forces of the County of Lincolne be brought in upon Tuesday Morning next: And that, after that Ordinance, the Business of Yorkeshire be next taken into Consideration.
Ordered, That Mr. Speaker do grant a Pass unto Mary Lady Wintour, Mrs. Mary Wintour her Daughter, Edward Wintour her Son, Mary Hankinson, Alice Liegh, Ralph Sanderson, and John Liegh, to go beyond the Seas; and to carry with them Three Parcels of Broad Cloth, containing Four-and-twenty Yards in Measure, and their necessary Accommodations.
Resolved, &c. That this House doth nominate and approve of Luke Lloyd Esquire to be Sheriff of the County of Flint: And that the Commissioners for the Great Seal of England, for the Time being, do issue a Commission to him to be Sheriff of the said County accordingly.

This Committee is appointed to examine the Proceedings in the Business touching the Writs issued, by Order of this House, for electing a Burgess for the Town of Newcastle; and further to examine the whole Business concerning Newcastle: And are to meet on Tuesday next, at Two of the Clock in the Afternoon, in the Star-Chamber: And have Power to send for Parties, Witnesses, Papers, Records.
Sir Robert Harley brings Answer, That the Lords will send Answer to the Proposition from the City, for the Raising of Two hundred thousand Pounds, by Messengers of their own.
A Message from the Lords, by Dr. Aylett and Dr. Heath;
The Lords have commanded us to return you the City-Propositions; with this Alteration: To which they desire your Concurrence:-This Ordinance for the Sale of Part of the Earl of Worcester's Lands: The Lords do agree to it; with one Addition: To which they desire your Concurrence:-An Ordinance for Half of the Excise in the Western Association: To which they do agree; with these Alterations; to which they desire your Concurrence:-The like for the Moiety of the Excise in the North: To which they do also agree; with these Alterations; whereto they desire your Concurrence. They have sent you Mr. Greenhill's Petition and Ordinance: The Lords agree to it; and desire your Concurrence in it: And they do likewise desire your Concurrence to continue my Lord of Cleveland's Liberty to him, for Two Months longer, upon his former Bail.
The Alteration sent from the Lords to the City-Proposition was read; and was, That, after the Word "which," in the Eleventh Line, these Words, "shall first happen," be left out: And that, instead thereof, these Words be inserted; viz. "of these shall be first desired by the Lord Mayor, Aldermen, and Common-Council of the City of London, and agreed on by both Houses of Parliament."
The Question being put, For agreeing with the Lords in the Alteration to the City-Proposition;
It passed with the Negative.
Resolved, &c. That this House doth agree to the Proposition from the City, as it was reported from the Common-Council; with an Exception of Impropriations and Advowsons: And that the Lords Concurrence be desired to the said Proposition.
Sir Robert Harley is appointed to carry it to the Lords for their Agreement.
Resolved, &c. That, on Thursday next, the first Business, the House do take into Consideration how the Ordinances for Sale of Delinquents Estates may be speeded and expedited; and likewise to consider of all other Ways and Means for putting the Sale of Delinquents Estates into a Way, that Monies may speedily be raised for the Service of the Kingdom.
It is further Ordered, That Mr. Speaker do then put the House in mind hereof.
Ordered, That Sir Robert Harley do desire the Lords, that they will appoint some Members of their House to go into the City, to the end that Committees may go from both Houses to the City, upon this Business; and acquaint the Lords, That a Common-Council will be summoned To-morrow in the Afternoon.
The Addition, sent from the Lords, to the Ordinance for the Sale of Part of the Earl of Worcester's Lands, was read; and, upon the Question, passed.
The Addition, sent from the Lords, to the Ordinance for the Moiety of the Excise to the Western Counties, was read, in hæc verba; viz.
13 Line, after the Word "aforesaid," leave out these Words, "as the Committee."
14 Line, leave out these Words, "of the West;" and, instead thereof, add these Words, "as the several Lords Lieutenants for their respective Counties, and, in their Absence, the Deputy-Lieutenants for the respective Counties, or any Five of them."
And it is Resolved, &c. That this House doth adhere to the Ordinance, as it went from this House: And that this shall be delivered to the Lords at a Conference: And Mr. Dennis Bond, Mr. Holles, and Sir Walter Erle, and Mr. Marten, are appointed to manage this Conference; and to prepare Reasons, to be offered to the Lords, for this House's Adhering.
The Lords Alterations to the Ordinance for the Moiety of the Excise to the Northern Counties were read, in hæc verba;
4 Line, leave out the Word "associated."
12 Line, after the Word "the," and before the Word "shall," put out these Words, "Northern Committee;" and add these Words, "as the several Lords Lieutenants for the Northern Counties respectively, and, in their Absence, by their Deputy-Lieutenants of the respective Counties, or any Five of them."
And it is Resolved, &c. That this House doth adhere to this Ordinance, as it went from this House: And it is referred to the Committee appointed to manage the Conference upon the Ordinance for the Moiety of the Excise for the West, to manage this Conference; and to prepare Reasons, to be offered to the Lords, for their Adhering.
Ordered, That the Ordinance and Petition, this Day sent from the Lords, concerning Mr. Greenhill, for the Vicarage of Cuckfield in Sussex, be read on Wednesday next.
Ordered, That Mr. Serjeant Wilde do prepare, and bring in, an Ordinance for granting Two hundred Pounds per Annum of the Lands of the Earl of Worcester, in the County of Worcester, unto Mr. Hugh Peters, and his Heirs for ever.
Resolved, &c. That this House doth agree with the Lords, That the Earl of Cleveland shall have his Liberty, for Two Months longer, upon the same Bail whereupon he was formerly inlarged.
An Ordinance for charging upon the Receipts of the Grand Excise, in Course, Ten thousand Pounds; to be paid to the Treasurers for maimed Soldiers sitting at Christ-Church, to be issued and paid for the Relief of divers necessitous Persons, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.
Alderman Atkin is appointed to carry it to the Lords.
Ordered, That the Cheshire Ordinance be read, the first Business, on Tuesday next.
Ordered, That the Ordinance concerning Sir Francis Knollis be read on Tuesday next.
Ordered, That the Lancashire Petition be received in on Tuesday next.
Ordered, That the Berkshire Petition be received in on Tuesday next.
Ordered, That the Members of this House that are of the Committee of the Army, do take Order, and send down the Two thousand Pounds designed and appointed for Pendennis-Castle.
Answer returned by the same Messengers; That this House has considered their Lordships Message: And, as to the Additions to the Ordinance for Sale of Part of the Earl of Worcester's Estate, they do agree; and to the Continuing of the Earl of Cleveland upon Bail: To the rest, they will send Answer by Messengers of their own.

That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of a Knight of the Shire for the County of Flint in the Dominion of Wales, in the place of John Mostyn Esquire, disabled, by Judgment of the House, to sit as a Member thereof, during this Parliament.
Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of a Burgess for the Town of Flint in the County of Flint, in the place of John Salisbury junior, Esquire, disabled, by Judgment of the House, to sit as Member thereof, during this Parliament.
Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of a Knight of the Shire for the County of Monmoth, in the place of Wm. Herbert Esquire, deceased.
Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of a Knight of the Shire for the County of Hereford, in the place of Humphry Coningsby Esquire, disabled, by Judgment of the House, to sit as a Member thereof, during this Parliament.
Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of Two Burgesses for the City of Hereford, in the places of James Scudamore and Richard Seabourne Esquires, disabled, by Judgment of the House, to fit as Members thereof, during this Parliament.
Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of a Burgess for the Borough of Leompster in the County of Hereford, in the place of Sampson Eure Esquire, Serjeant at Law, disabled, by Judgment of the House, to sit as a Member thereof, during this Parliament.
Resolved, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of Two Burgesses for the Borough of Webley in the County of Hereford, in the places of Arthur Jones and Thomas Tomkins Esquires, disabled, by Judgment of the House, to sit as Members thereof, during this Parliament.
Resolved, &c. That the House be adjourned till Tuesday Morning next, at Eight of Clock.
And the House adjourned itself accordingly.
