THE Grand Committee of the House proceeded to take into Consideration divers Papers from the Scotts Commissioners; and the Letters from the Committees at Yorke, and from Sir John Gell, from Derby.

Sir Robert Harley carried to the Lords, for their Concurrence, the Ordinance for securing Ten thousand Pounds, with Interest for the same, advanced by the Commissioners of Excise, for the Supply of Sir Thomas Fairfaxe's Army: The Ordinance for borrowing Forty thousand Pounds in the City of London, and Counties adjacent, to be repaid, in Course, with Interest, out of the Excise, for the Maintenance of Sir Thomas Fairfaxe's Army: The Ordinance for securing Two thousand Pounds out of the Excise, for the Forces under Colonel Langherne: The Ordinance for One thousand Pounds out of Delinquents Compositions at Haberdashers-Hall, for the poor Widows: The Ordinance for Allowing of One thousand Pounds per Annum to the Puisne Judges: The Ordinance for securing Five hundred Pounds, out of the Excise, Part of Five thousand Pounds, charged formerly upon the Excise, for the Garison of Portsmouth: The Votes for the Tryers of Elders for the Classis of the Two Serjeants Inns: The Ordinance of additional Powers for Pressing of Men: The Ordinance for Discharge of Delinquency and Sequestration of Edmund Sawyer, of Kettering in the County of Northampton: The Ordinance for allowing Interest for the Ten thousand Pounds, charged upon the Excise, for the Forces against Chester: Two Ordinances; one for the Payment of Two hundred Thirty-three Pounds Eighteen Shillings and Four-pence; the other for the Payment of One thousand Six hundred Seventy Pounds and Eight-pence; to Mr. Maurice Thompson, by the Receivers of the Adventurers Money, upon the Acts of Subscriptions for Ireland.

An Ordinance for securing to the Commissioners of Excise the Sum of Two thousand Pounds, with Interest for the same, being Part of Five thousand Pounds, formerly charged upon the Excise, for the Use of the Isle of Ely, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for securing unto John Cullum, of London, Gentleman, the Sum of One hundred Pounds, with Interest for the same, out of the Receipts of the Excise, lent by him unto Colonel Laurence Parsons, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for Payment, out of the Excise, unto Colonel Birkhead, the Sum of One hundred and Seven Pounds Sixteen Shillings, with Interest for the same, in Course, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for Payment of Five thousand Pounds, out of the Excise, in Course, towards the Reducing of Oxon, and the Preservation of the Garison of Abingdon, to be paid unto the Committee of the Three Counties, or their Treasurer appointed, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Ordered, That the Committee of the Three Counties of Oxon, Bucks, and Berks, shall and do pay Two hundred Pounds for the Supply of the Reformadoes now going forth; the said Reformadoes being formerly taken into the Pay of the said Three Counties.

An Ordinance for authorizing the Commissioners of Excise to pay the Sum of One hundred Pounds, in Course, unto Mr. Bedford, the Scoutmaster-General, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for Securing of the Sum of Five hundred Pounds, with Interest for the same, out of the Receipts of the Excise, to be paid to Colonel Thomas Mitton, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That Sir Henry Billingham, for his Delinquency to the Parliament, be discharged, and disabled from sitting, or being a Member of Parliament, during this Parliament.

An Ordinance for taking the Delinquency and Sequestration off the Estate of the Earl of Devonshire was this Day read the First and Second time; and, upon the Question, re-committed unto the same Committee that made the Composition.

Resolved, &c. That all such as come in from the King's Quarters, to compound for their Delinquency, shall sue out a Pardon under the Great Seal, within one Month after such Composition; otherwise the Composition to be void: And that Mr. Whitelock, Mr. Sollicitor, Mr. Lisle, Mr. Hill, and Mr. Serjeant Wilde, do prepare the Form of such Pardons, and the Manner how this Order may be put in Execution.

Resolved, &c. That Colonel David Hide be continued a Prisoner, till he give good Security to go beyond the Seas, and never to return again: And that it be referred to the Committee of Examinations, to take this Security: And that, upon the Certificate of the Committee of Examinations, Mr. Speaker do grant him a Pass to go beyond the Seas.

Ordered, &c. That it be referred to the Committee of Examinations, to consider of Regulations and Limitations to be observed in the Granting of Passes by Commanders and Governors of Garisons: And that the Committee shall, in the mean time, commit such as shall come to them upon such Passes, as will not take the Covenants, and the Oath appointed to be tendered to such as come in from the King's Quarters.

Ordered, &c. That it be recommended by Mr. Lisle, Colonel Thomson, and Colonel Venn, to the Lord Mayor, Aldermen, and Common-Council of the City of London, as the earnest Desire of this House, That they would advance those Monies, upon Interest, which are designed, by Warrant of the Committee of Lords and Commons, out of the weekly Assessments for Ireland, for the Raising of Horse and Foot for the Province of Munster, and the Dispatch of the Commissioners, with some competent Maintenance, for the Army in those Parts.

Ordered, &c. That Mr. Speaker do give a Pass unto Sir James Hamilton, and my Lord of Abercombe, to depart out of the Parliament's Quarters, and return into the King's Quarters, within Four Days after the Date of the said Pass; or to depart out of the King's Dominions; at their Election; or otherwise to stand committed.

Resolved, &c. That the Sum of Three thousand One hundred Ninety-one Pounds Five Shillings and Eightpence be charged upon the Receipts of the Excise, to be paid, in Course, with Interest after the Rate of Eight Pounds per Centum for Forbearance of the same, until, in Course, it be paid; the said Three thousand One hundred Ninety-one Pounds Five Shillings and Eight-pence to be employed for the Pay of divers Waggoners employed by the City in several Expeditions upon Service of the State. And

It is Ordered, That the Committee of the Militia of London do advance the said Three thousand One hundred Ninety-one Pounds Five Shillings and Eight-pence, upon the Security and Credit of the Excise; to be repaid the same, in Course, with Consideration of Interest after the Rate of Eight per Centum for the Forbearance of the same, until it be paid.

Ordered, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of Two Knights of the Shire for the County of Warwick, in the places of James Lord Compton, and Richard Shuckburgh Esquire; who are disabled, by Judgment of this House, to sit as Members thereof, during this Parliament.

Ordered, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of Two Knights of the Shire for the County of Westmerland, in the places of Sir Philip Musgrave Baronet, and Sir Henry Bellingham Knight and Baronet, who are disabled, by Judgment of this House, to sit as Members thereof, during this Parliament.

Ordered, &c. That a Warrant shall issue forth, under Mr. Speaker's Hands, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for a new Election of a Burgess for the Town of Hindon in the County of Wiltes, in the place of Thomas Bennett Esquire, deceased.

Ordered, &c. That a Warrant shall issue forth, under Mr. Speaker's Hands, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for a new Election of a Knight of the Shire for the County of Dorsett, in the place of Richard Rogers Esquire, deceased.
