Prayers.
ORdered, That the Committee of the Army where Mr. Scawen has the Chair, shall have Power to provide One hundred Horse to recruit the Kentish Regiment.
A Letter from Sir Tho. Fairefaxe, of June the First, was this Day read, desiring a Recruit of Horse-Pistols and Saddles for Colonel Fleetewood's Regiment.
Ordered, That the Committee of the Army, where Mr. Scawen has the Chair, shall have Power to provide One hundred Horse, One hundred Pair of Pistols, and One hundred Saddles, with Furniture, to recruit Colonel Fleetewood's Regiment.
Ordered, That the Committee of the Army where Mr. Scawen has the Chair, shall have Power to provide One hundred Horse to recruit Colonel Rosseter's Regiment; the Horse to be paid for out of the Monies appointed to come in out of Lincolneshire, upon Sir Tho. Fairefaxe his Ordinance: And it is referred to the Committee of the Army, to take care herein.
Ordered, That it be referred to the Committee of both Kingdoms, to take some effectual Course with the Counties appointed to bring in Recruits for Sir Tho. Fairefaxe his Army, that they speedily bring in their respective Recruits to the Rendezvous appointed: And that the Recruits be delivered to the Officers appointed to receive them at the Rendezvous, by Indenture.
An Ordinance, giving Power to divers Persons of the County of Kent, nominated in the said Ordinance, to put in Execution the Power of Martial Law in the said County of Kent, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.
Sir Hen. Mildmay is appointed to carry it to the Lords.
Ordered, That the Gentlemen of this House, of the Eastern Association, shall have Power to bring in an Ordinance of Martial Law, to be executed in the Eastern Associated Counties.
An Ordinance for impresting Men, and for raising Horse, in the Western Association, was this Day read the First and Second time; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.
An Ordinance for raising Monies by the Sale of Delinquents Estates was this Day read the First time; and ordered to be read again the Second time on Monday Morning: And that no other Business do then intervene: And Mr. Speaker is to put the House in mind of it.
An Ordinance for Payment of Nine thousand Pounds, left in the Hands of Sir James Stonehouse Baronet, by Sir John Byron Knight, a Delinquent, for Clearing of some Incumbrances upon a Purchace, and for Sir James Stonehouse his Indemnity for Paying of the same, was this Day read the First time.
Sir Hen. Mildmay carried to the Lords, for their Concurrence, the Ordinance for Martial Law in Kent: The Ordinance for impresting Men, and raising Horse, in the Western Associations: And was to put the Lords in mind of the Ordinance for constituting a Committee to carry on the Affairs of the Excise.
Ordered, That the Committee of Middlesex, City of Westminster, and Liberties thereof, and of the County of Surrey, named in the Ordinance of 18 Octobris 1644, for raising Monies for Ireland, shall be the Committees to be named in the Ordinance and Commitment for Borrowing of Twenty thousand Pounds upon the Credit of the Excise, to be employed towards the Reducing of Oxon.
Colonel Ven, Mr. Recorder, Sir Henry Mildmay, Mr. Edw. Ashe, Sir Henry Heyman, Sir Martin Lumley, Sir Robert Pye, Mr. Toll, Mr. Vassall, Sir John Francklyn, Captain Rich. Lee, Sir Dudley North, Colonel Walton, Sir Christopher Wray, Mr. Robert Goodwyn, Mr. Onslow, Sir Richard Onslow, Mr. Herman, Colonel Stapeley, Mr. Middleton, Mr. Whitelock, Mr. Lane, Mr. Bedingfeild, Sir Thomas Cheek, Mr. Holland, Sir Gilbert Gerard, Mr. Harvey, Lord Wenman;
This Committee is appointed to treat with the particular Advancers and Lenders of the Eighty thousand Pounds for Sir Thomas Fairfaxe's Army, to give Way that the Monies to be levied upon the several Counties for the Payment of the Ninth Months Assessment, towards the Maintenance of Sir Thomas Fairfaxe's Army, may be a Security to the said several Counties, for the Payment of such Forces as they shall forthwith raise, and send for the Blocking-up of Oxford.
Colonel Ven and Mr. Harvey are especially to take care of this Business; and to send or to speak with the Treasurers for Sir Thomas Fayrfaxe's Army, to desire them, that they would give Notice to the particular Lenders and Advancers of the Eighty thousand Pounds for Sir Thomas Fairfaxe's Army to meet with this Committee To-morrow at Three of Clock, in the Guildhall.
Ordered, That Mr. Green do bring in the Declaration concerning Reprisal of Ships: And that the same be taken into Consideration To-morrow Morning.
A Letter, to be sent from both Houses, to the several Counties appointed to send in their Recruits for Sir Thomas Fairfaxe's Army, was this Day read; and approved of; and ordered to be sent to the Lords for their Concurrence.
Ordered, That the Committee of both Kingdoms do write a Letter to Sir Thomas Fairfax, to appoint a Rendezvous speedily, and the Time when, for the several Counties to bring in their Recruits; and to give the Committees of the several Counties Notice thereof accordingly: And that the said Committee take care to send into the said several Counties the Letters from both Houses for sending up their Recruits; together with the printed Ordinance for Punishing of such imprested Men as have run away from the Service.
Sir Henry Mildmay brings Answer from the Lords, That the Lords have passed the Ordinance for impresting Men, and Raising of Horses, in the Western Association: And, as to the Ordinance for Martial Law for Kent, they will send Answer by Messengers of their own: And also to the Ordinance, which he was commanded to put them in mind of, for regulating the Excise; they will send speedy Answer by Messengers of their own.
Mr. Holles reports, from the Committee of Lords and Commons for Supply of the Commands of the Members in the Armies and Garisons, That they have nominated Edward Hooper to be Governor of Southampton.
But, in regard the House was acquainted with a Letter from him, certifying his Infirmities, whereby he conceived himself disabled for so great a Charge;
It is thereupon Ordered, That it be re-committed to the said Committee, to consider of, and present, a fit Person to be Governor of that Place, to the House.
Ordered, That Sir Samuel Luke be continued Governor for Newport-Pagnell for Twenty Days, unless the House take further Order.
The Lords Concurrence to be desired herein.
Ordered, That it be referred to the Committee of Examinations, to send for the Printer and Writer of the Pamphlet called Civicus; and to examine them concerning a supposed Letter, printed by them, and pretended to be sent from the Parliament to the States of Holland.
Mr. Whitelock reports the Amendments to the Ordinance for Raising of Twenty thousand Pounds, to be employed for the Reducing of Oxon: The which were twice read; and assented unto: And the Ordinance, with the Amendments, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.
Sir Henry Mildmay went to the Lords, to put them in mind of the Declaration to be sent to the States-General of the United Provinces.
