Prayers.
UPON the humble Petition of Colonel John Boothe, Governor of Warrington, this Day read;
It is Resolved, &c. That it be referred to the DeputyLieutenants of the Counties of Lancaster and Cheshire, to settle some Course for the Preservation and Maintenance of the Garison of Warrington; being a Place of Importance, for the Defence of the said Counties.
Resolved, &c. That One thousand Pounds be advanced and paid, upon Account, unto Colonel John Boothe, Governor of the Garison of Warrington, towards the Pay of his Soldiers, by the Committee of the Revenue, out of the first Monies that shall come in of the Revenue, next after the Assignments now settled upon the Revenue.
Resolved, &c. That Two hundred Pounds be forthwith advanced, upon Account, to Major Carre, out of the Monies that come in upon the Excise.
Colonel Popham and Mr. Nicoll are appointed to desire the Commissioners of Excise to advance these Monies.
Ordered, That the Committee of the Militia do forthwith pay unto the Waggoners employed upon the Expedition of the City Brigade under Sir James Harrington Knight, Major-General of that Brigade, the Arrears due, according to the Contract made with the said Waggoners by Mr. Tho. Richardson, Waggonmaster-General.
Ordered, That the humble Petition of many poor distressed Waggoners and Carters, a List of whose Names is thereunto annexed, be referred, and, from this House, earnestly recommended, unto the Committee of Accounts; to take into speedy Consideration.
The humble Petition of the Artificers and Conductors (in Number Two-and-twenty) of his Excellency's Train of Artillery, was this Day read: And
it is Ordered, That Five hundred Pounds be advanced and paid out of the Excise to Sir Gilb. Gerard, Treasurer at Wars; to be paid, upon Account, to the Petitioners, towards the Satisfaction of their Arrears.
Colonel Popham and Mr. Nicoll are appointed to move the Commissioners of Excise herein.
Resolved, &c. That the Waggonmaster-General be paid, upon Account, by the Committee for Advance of Monies at Haberdashers-Hall, the Arrears due unto him upon the last Expedition of convoying my Lord General's Train of Artillery, according to the Order of this House of Saturday, October the 5th, 1644.
Ordered, That the Members of this House, that are of the Committee for Sir Tho. Fairefaxe's Army, be injoined particularly to give their Attendance upon that Service on Tuesday next, at Two Post meridiem, in the Duchy-Court: And that the Names of the said Committee be set up at the Door: At which time the Committee of Accounts are to meet there also.
Ordered, That the Four hundred and Ninety Pounds of Recruit-Monies, formerly ordered to be paid by the Committee at Haberdashers-Hall to Sir Gilb. Gerard, Treasurer at Wars, be now paid, upon Account, to Walt. Frost Esquire, Secretary to the Committee of both Kingdoms, to be disposed of by the said Committee.
Mr. Niccoll carried up to the Lords, for their Concurrence, the Names of Captain Muskett and Captain Bamfield, to be Captains of Sir Tho. Fairefaxe's Army: The Ordinance for a Thousand Pounds out of the Excise for Abingdon: The Ordinance concerning Currans for Gloucester: The additional Names to the Committees for Herts, Leicester, Worcestershire, Huntingdon, and the Isle of Elye: And was to desire the Lords to expedite the List of the Officers of the Army upon the new Model.
An Ordinance for satisfying, to the Committee of Kent, the Charges they shall be at in paying and recruiting their Regiment at Plimouth, out of the Ten Months Proportion, charged upon that County, by the Ordinance for the raising and maintaining the Army under the Command of Sir Tho. Fairefaxe: The which was read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence: And was immediately carried up by Mr. Nicoll.
An Ordinance for continuing the Half per Cent. upon Merchandize exported and imported for the Defence of Plymouth, was this Day read; and, upon the Question, passed; and immediately carried to the Lords, for their Concurrence, by Mr. Nicoll.
Resolved, &c. That this House doth nominate and approve of John Osborne Esquire to be High-Sheriff of the County of Rutland.
The House being informed, That divers Gentlemen and Ministers of the County of Essex were at the Door, desirous to prefer a Petition to this House;
They were called in; and did prefer a Petition, in the Name of The humble Petition of divers Gentlemen, Ministers, and others well-affected, of the Hundreds of Lexden, Hinckford, and the rest of that Division in the County of Essex, complaining of, and charging divers Persons in the Committee, and divers High-Constables.
The which was read.
Resolved, &c. That Henry Vincent be forthwith discharged from being High-Constable in the County of Essex: And that the Petition, as to the Residue, be referred to the Consideration of the Committee for Examinations.
Resolved, &c. That this House doth declare, That if the Aldermen of the City of York, and the Ministers of that City, committed and disfranchised upon some Informations received thence, have done nothing that renders them liable to Punishments, since the Articles passed upon the Rendering of the Town, that they be released from further Imprisonment; and the Aldermen restored to their Infranchisements: And that the Governor of Yorke, the Committee, Lord Mayor, and Aldermen, do forthwith certify this House, Whether the said Aldermen, Ministers, or any of them, have done any thing since the Rendering of the Town, that renders them liable to Punishment.
And it is further Ordered, That the Committee of the West do inform my Lord General of divers Persons there imprisoned, contrary to the Capitulations made with them; to the end my Lord General may take some Course herein.
Mr. Nicoll brings Answer, The Lords do agree to the Ordinance for Plymouth Regiment; and for the Continuance of one per Cent. to the several Committees; and to the Two Captains to be listed in the new Model; and to the Ordinance for One thousand Pounds for Abington: And, for the Passing of the List, they will send Answer by Messengers of their own: And do agree to the Ordinance for Gloucester.
A Message from the Lords, by Sir Edw. Leech and Mr. Page;
The Lords desire a Conference, by Committees of both Houses, presently, in the Painted Chamber, if it may stand with the Conveniency of this House, concerning the List of the Officers upon the new Model.
A Message from the Lords, by Serjeant Finche and Mr. Page;
The Lords have received, this Day, an Ordinance from this House, concerning Abingdon: The which they agree unto, with these Words of "Serjeant-Major-General Browne," to be in the stead of "Colonel Browne."
They have sent down an Ordinance concerning Martial Law; in which they desire the Concurrence of this House.
They have likewise received the Petition of one Mary Nicholson; in which they have made an Order; and desire the Concurrence of this House.
They have likewise received a Petition from Mr. Henry Parker; which they desire this House to take into Consideration, for the Petitioner's Satisfaction.
Answer returned by the First Messengers; That this House has considered their Lordships . . . . ; and will give a present Meeting at a Conference, by Committees of both Houses, presently, as is desired.
Answer returned by the Second Messengers; That this House has considered their Lordships Message; and do agree to the Amendments in the Ordinance concerning Abingdon: And, as to the rest, will send Answer, by Messengers of their own.
Sir Wm. Lewes, Mr. Prideaux, Mr. Holles, are appointed Reporters of this Conference.
Ordered, That the Committee for the Ordinance for raising Monies in the County of Lincolne do meet on Monday next, at Two post meridiem, in the usual Place: And that they, or any Four of them, shall have Power to meet.
Resolved, &c. That the Committee of the West may take such of the Officers, now to be reduced, as they shall think fit, to employ in the West.
Resolved, That such others of them may be sent down into the North, as shall be fit to be employed there.
Resolved, That the Residue shall have their Arrears audited by Auditor Wilcocks, for what is due before the Establishment, according to the Instructions of this House: And that speedy Care be taken for some reasonable Satisfaction: And that they shall have Debentures for what is due since the Establishment, by Sir Gilbert Gerard Treasurer at Wars.
Ordered, That the Lists of the Captains and Commanders of the next Summer's Fleet be taken into Consideration on Monday Morning next.
Ordered, That the Ordinance for Newcastle be read on Monday Morning next.
Ordered, That the Report concerning the Scotts Army in Ireland be taken into further Consideration on Monday Morning next.
Ordered, That the Business concerning the Church be taken into Consideration, according to the former Order therein made, on Tuesday Morning next.
