Prayers.

THE Grand Committee of the House, according to former Order, proceeded to the Consideration of the Affairs of the Navy.

Mr. Reynolds called to the Chair.
Mr. Speaker called to the Chair.

Ordered, That the Commissioners of the Customs may have a Copy of the Ordinance of Tonage and Poundage.

Resolved, &c. That so much of the Monies as shall arise to the State, from the Discovery of the Estate of one Mr. Walgrave a Papist, belonging unto him, and discovered in his House, shall be employed, upon Account, to the best Advantage, for setting forth a Convoy for the FisheryShipping. And it is referred to the Committee of Examinations to take care to levy these Monies. And it is further referred to the Committee of the Navy to take care herein; and to give Order to the Victualler of the Navy, to victual such Ships as shall be employed in the Convoy of the Fishery-Shipping.

Ordered, That Mr. Recorder and Mr. Green do forthwith bring in an Ordinance and Declaration for the Preservation of the Breed of young Cattle; and the Encouragement of Fishing, and Fishing-Voyages: And to advise with the Lord Mayor and Court of Aldermen, How the said Ordinance and Declaration may be put in due Execution.

Ordered, That the Reasons against the Transportation of Butter, this Day offered to the House, be read, when the Report concerning the Transportation of Butter is made.

Ordered, That the Letters, intercepted and taken upon Sir Henry Tichbourne, and Sir James Ware, and others, going into Ireland, be referred to the Consideration of the Committee of both Kingdoms; to take into speedy Consideration; and, out of them, and otherwise, to frame Interrogatories to examine the Prisoners upon. It is further referred to the said Committee to take Order for the speedy and safe bringing up the said Prisoners, in such manner as they shall think sit.

Resolved, &c. That an exact Muster shall be forthwith taken of all the Forces, both under my Lord General, and Sir Wm. Waller; as well those that are designed upon the Party for the West, as those that are at Redding.

Resolved, &c. That, upon the Muster, a Fortnight's Pay shall be made up for all Officers, and the Soldiers, under the Command of my Lord General and Sir Wm. Waller; as well those at Redding, as those that are designed upon the Party for the West.

Mr. Nicoll is appointed to repair to the Commissioners of Excise, to desire them to furnish so much Monies, as, upon the Muster, shall be requisite to make the Monies, now assigned, up a full Fortnight's Pay.

Resolved, &c. That my Lord General be desired to give Directions, and his Warrant, to the Treasurer, to pay forthwith a Week's Pay to the inferior Officers, all under Captains of Horse and Foot, and the common Troopers and common Soldiers, at Redding, and at Farneham, according to an exact Muster.

Resolved, &c. That a Fortnight's Pay, upon an exact Muster, shall be paid to Colonel Fienis his Regiment of Horse.

Resolved, &c. That a Fortnight's Pay, upon an exact Muster, shall be forthwith paid to the Horse and Foot of the Earl of Manchester's at Farneham, under the Command of Sir Wm. Waller: And that Mr. Lemman and Mr. Gaussell, Treasurers, do forthwith pay a Fortnight's Pay unto the said Forces, accordingly; and receive it out of the first Monies that shall come in upon the Arrears due upon the several Ordinances of weekly Assessments for the Earl of Manchester's Association.

The Lords Concurrence to be desired herein.

Sir Jo. Potts carried it up to the Lords for their Concurrence.

The House, according to an Order Yesterday made, proceeded to the Consideration of the Provisoes and Alterations, desired by the Lords, to be added to the Ordinance for raising and maintaining Forces for Defence of the Kingdom, to be under the Command of Sir Tho. Fairefaxe: The which Provisoes and Alterations were read.

Resolved, &c. That the First Proviso, sent down by the Lords with this Ordinance, shall be committed.

Mr. Recorder, Sir John Evelyn, Colonel Cromwell, Mr. Reynolds, Sir Arth. Haselrigg, Mr. Strode, Sir Ph. Stapleton, Mr. Cage, Sir Peter Wentworth, Colonel Long, Sir Jo. Curson, Sir Wal. Erle, Sir Hen. Vane, Sir Hen. Heyman, Mr. Tate, Mr. Maynard, Mr. Lisle, Sir Gil. Pickeringe;

This Committee is to take into Consideration this Proviso; and present their Opinions to this House: And are to meet this Afternoon at Three a Clock, in the Court of Wards.

Message from the Lords, by Sir Edw. Leeche and Mr. Page;

That the Lords have received a Report from the Committee of both Kingdoms; with several Papers and Letters, some concerning the County of Leicester: Which they have taken into Consideration; and have appointed a Committee of Nine Lords to consider thereof, whereof Three to be of the Quorum; and do desire this House to appoint a proportionable Number; and to meet To-morrow at Three a Clock, in the Prince's Lodgings: And to report to both Houses, as they see Cause.

Answer returned by the same Messengers; That this House will send an Answer by Messengers of their own.

Mr. Recorder informs the House, That he hath a Report to make from the Committee of both Kingdoms, concerning Lieutenant-General Midleton, and the rest of the Matter of this Message, . . . . that the House would take the same into Consideration.

Ordered, That, on Friday next, the House do take into Consideration this Message from the Lords, and Report of Mr. Recorder's.

Resolved, &c. That the Second Proviso, sent down with the said Ordinance, concerning the Covenant, &c. be committed to the said Committee; with the Addition of Mr. Rous, Serjeant Wilde, Mr. Grimstone, Mr. Hodges, and Mr. Ellis.

Ordered, That Mr. Ellis do take care of this Business.

Resolved, &c. That the Third Proviso shall be committed to the said Committee.

A Letter from Sir Wm. Waller, dated at Farneham, the Fourth of February; desiring a speedy Dispatch of the Things he writ; for that he may go into Action.
