Prayers.
REsolved, &c. That Thirty thousand Pounds monthly shall be charged upon the Counties of Essex, Suffolke, Norfolk, with the City and County of the City of Norwich, Lincolne, Hertford, Cambridgeshire, with the Isle of Elye, and Huntington, towards the Maintenance of the Forces to be raised and established according to the new Model.
Resolved, &c. That Seven thousand and Seventy Pounds monthly shall be charged upon the County of Kent, together with the City and County of the City of Canterbury, and the Cinque-Ports, towards the Maintenance of the Forces to be raised and established according to the new Model.
Mr. Pierrepont carried up the Message, appointed on Saturday: Who was likewise to inform the Lords, That the important Necessity of the Business had enforced this House to send several Messages to press the Expediting thereof.
Sir John Evelyn went up with the Message, concerning the Continuance of the Ordinance for Martial Law, which was appointed to be carried up by Sir Hen. Heyman.
Resolved, &c. That Three thousand Nine hundred Twenty-seven Pounds Monthly shall be charged upon the County of Sussex, towards the Maintenance of the Forces to be raised and established according to the new Model.
A Message from the Lords, by Doctor Aylett and Doctor Heath;
The Lords have sent down an Ordinance, which concerns Essex, with some Amendments; to which they agree, with the said Amendments. They likewise desire to put this House in mind of a Narrative of the Earl of Manchester's, made at a late Conference: To which they desire to receive an Answer, with all Conveniency.
The Amendments to the Ordinance were read; and agreed unto.
Ordered, That, on Thursday Morning next (after that the Businesses of the Armies, the Treaty, Church, and Navy, according to the former Order, shall be settled), the Report of the Earl of Manchester's Narrative be made.
Answer returned by the same Messengers; That this House has considered their Lordships Message; and do agree to the Amendments to the Ordinance concerning Essex: And have appointed to take the Earl of Manchester's Narrative into Consideration, with all convenient Speed: And send Answer by Messengers of their own.
Mr. Pierrepont reports, That he received this Answer from the Lords, That they will take the Message into speedy Consideration; and send Answer by Messengers of their own.
Resolved, &c. That the Sum of Two thousand Pounds monthly shall be charged upon the County of Surry, with the Borough of Southwarke, towards the Maintenance of the Forces to be raised and established according to the new Model.
Resolved, &c. That London and Middlesex shall be charged with the same Sum towards the Payment of the Forces to be raised according to the new Model, as they were charged with towards the Payment of the Army under the immediate Command of my Lord General, by the late Ordinance.
Resolved, &c. That the Counties of Derby and Rutland shall be charged with the monthly Sum of Seven hundred Pounds, towards the Payment of the Forces to be raised according to the new Model; besides the Maintaining of their Garisons and Forts.
Resolved, &c. That the Counties of Leicester, Northampton, and Warwick, shall be charged with the monthly Sum of One thousand Pounds, towards the Payment of the Forces to be raised according to the new Model; besides the Maintaining of their Garisons and Forts.
Resolved, &c. That the County of Bedford shall be charged with the monthly Sum of One thousand Pounds, towards the Payment of the Forces to be raised according to the new Model.
Mr. Maynard, Mr. Lane, and Mr. Whittacre are appointed to prepare an Ordinance for the Establishing the Forces to be raised according to the new Model; and for the Payment of them, according to the Votes passed the House; and to bring it in on Thursday Morning next.
Ordered, That the Knights and Burgesses of the several Counties, upon whom Monies are charged for the Payment of the Forces to be raised according to the new Model, do meet, and consider of the Taking-off the Commodities of those Counties, to be accounted in Part of the Pay of the several Rates assessed upon the several Counties; and likewise to consider of proportioning their several Rates; and by what Rule to levy them.
A Message from the Lords, by Doctor Aylett and Doctor Heath;
The Lords do agree to the Report, made from the Committee of both Kingdoms, concerning the Treaty; and have named Four Lords of their House to be Commissioners at the Treaty.-
Mr. Recorder reports, from the Committee of both Kingdoms, the further Proceedings of that Committee concerning the Treaty:
That the Scottish Commissioners have consented to the Inserting of the Propositions concerning Ireland: That the Houses and Scotts Commissioners will please to fill up the Blanks with the Names of such Persons, as they shall think fit: That this further Answer to his Majesty's Message be signed by the Speakers of both Houses, and by some of the Scottish Commissioners; and sent, in a Letter from the Lord General, by some he shall appoint, with a Trumpet:
I Am commanded, by both Houses of the Parliament of England, and desired, by the Commissioners of the Kingdom of Scotland, to send to you This their further Answer to his Majesty's Message of the Thirteenth of December last, to be presented to His Majesty:
"And, to the end that the Persons sent from Your Majesty, and from us, with their Attendants (whereof the Number, and their Names, to be expressed in the SafeConduct, as shall be agreed upon, not exceeding Eighty on either Part), may repair to Uxbridge, stay there, and return, at their Pleasure, without any Interruption, That Safe-Conducts be mutually granted."
The Committee are in Preparation of the Instructions: But conceive, the less publick Those are made, until his Majesty's Answer be returned to the Letter now sent, it will be more advantageous for this Service.
The Particulars of this Report were, upon the Vote, assented unto, with the Addition of these Words towards the End of the Letter, "concerning the Attendants on either Party."
The Lords to be acquainted with this Amendment; and desired, that it may be referred to the Committee of both Kingdoms, to acquaint the Scotts Commissioners therewith.
Ordered, That, To-morrow at Ten of Clock, peremptorily, the House proceed to the Nominating of the Commissioners to be employed upon the Treaty.-
Answer returned by the same Messengers; That this House has considered their Lordships Message; and will speedily send Answer by Messengers of their own.
Resolved, &c. That it be referred to my Lord General, to give Leave to Colonel John Bellassis to go, upon his Parol, to perfect his Exchange for Major Carre, Captain Aiscough, and Mr. Stephens.
Ordered, That Shepheard, sent up from the Committee at Newcastle as a Priest, be committed to Newgate; to receive a Tryal according to Law.
Ordered, That Mr. Bradshaw and Mr. Clifton, sent up Prisoners by Sea from Newcastle, be referred to the Examination of the Committee for Examinations; to be committed, as they shall see Cause.
Ordered, That Sir Beuchamp St. John, Sir Henry Vane, Mr. Browne, and Mr. George Mountague, or any Two of them, do desire the Earl of Manchester, from this House, to remove his Horse out of the County of Bedford, to the Line, according to the Direction of the Committee of both Kingdoms.
Sir Jo. Evelyn brings Answer, That the Lords do agree to the Order concerning the Commissioners of the Great Seal: And, as to the Ordinance concerning Martial Law, they will send Answer by Messengers of their own.
