The Lord Chancellor not being present, and The Lord Tenterden and The Lord Wynford, appointed Speakers by His Majesty's Commissions, being absent, the Lords unanimously chose The Earl of Shaftesbury to be Speaker pro tempore:

And his Lordship took his Seat upon the Woolsack accordingly.

This Day Herbert Lord Bishop of Peterborough and John Lord Ponsonby of Imokilly took the Oaths, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes.

Resolutions of The East India Co. granting Salaries, &c. delivered.

The House being informed, "That Mr. Danvers, from the Court of Directors of The East India Company, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of an Act of Parliament,

"Resolutions of the Court of Directors of The East India Company, being the Warrants or Instruments granting any Salary or Gratuity."

And then he withdrew.

And the Title thereof being read by the Clerk;

Tithe System, Petition from Eastern Part of Berkshire for Revision of, & against Plurality of Benefices.

Upon reading the Petition of the Land Owners and Occupiers of the Eastern Part of the County of Berks, whose Names are thereunto subscribed; praying, "That their Lordships will pass an Act either for a Commutation or Redemption of Tithe, by which the Farmer and his Labourer may be relieved from this injurious and oppressive Tax as at present levied; and that their Lordships will pass a Law to prevent the Enjoyment of Pluralities by the Clergy, and compel actual and permanent Residence upon their Benefice:"

It is Ordered, That the said Petition do lie on the Table.

Reform of Parliament, Petitions against proposed Measure: (King's Lynn:)

Upon reading the Petition of the Inhabitants of the Borough of King's Lynn, in the County of Norfolk, and its Vicinity, whose Names are thereunto subscribed; praying, "That their Lordships will not be induced to sanction any Plan for amending the Representation of the People in the Commons House of Parliament, by what Authority soever introduced, which may have a Tendency to destroy, rather than to uphold, the Constitution of the Country:"

Freemen of Durham. (2 Petitions.)

Upon reading the Petition of the Freemen of the City of Durham, residing at Sunderland near the Sea, South Shields, Gateshead and Seaham, all in the County of Durham, whose Names are thereunto subscribed; praying, That in case their Lordships should deem it expedient to extend the Elective Franchise to the Householders of Durham, they will not deprive the Petitioners and their Children of the Rights and Privileges they enjoy in the Choice of their Representatives in the Commons House of Parliament:"

Upon reading the Petition of the Freemen of the City of Durham, resident in and near London, whose Names are thereunto subscribed; praying their Lordships "to preserve the Rights and Privileges of the Petitioners in regard to voting for Members to serve in Parliament, and forbear acceding to the proposed Measure for amending the Representation of the People, which they cannot but consider as a decided Violation of the Privilege of the Subject:"

British West India Colonies, Address for Papers respecting.

Ordered, That an humble Address be presented to His Majesty, to request that His Majesty will be graciously pleased to order that there be laid before this House, "Statements, Calculations and Explanations submitted to the Board of Trade, relating to the Commercial, Financial and Political State of the British West India Colonies, since the 19th of May 1830."

Ordered, That the said Address be presented to His Majesty by the Lords with White Staves.

Frauds on Creditors Bill presented.

The Lord Wynford presented to the House a Bill, intituled, "An Act to prevent Debtors from defrauding their Creditors by lying in Prison or absconding from England."

The said Bill was read the First Time.

Tithes Composition Bill.

Ordered, That the Bill, intituled, "An Act for encouraging and facilitating Compositions for Tithes, and other Payments arising and payable to Incumbents of Ecclesiastical Benefices in England and Wales," be read a Second Time on Tuesday next; and that the Lords be summoned.

Deputy Lieutenants (Scotland) Indemnity Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

With a Bill, intituled, "An Act to indemnify Persons who have acted as Deputy Lieutenants in Scotland without due Qualification;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Ordered, That the said Bill be read a Second Time To-morrow.

Order for Lords to be summoned, discharged.

Payment of Wages in Goods Repeal Bill.

Ordered, That the Bill, intituled, "An Act to repeal several Acts and Parts of Acts prohibiting the Payment of Wages in Goods, or otherwise than in the current Coin of the Realm," be read a Second Time on Thursday next; and that the Lords be summoned.

Payment of Wages in Money Bill.

Ordered, That the Bill, intituled, "An Act to prohibit, in certain Trades and in certain Parts of Great Britain, the Payment of Wages in Goods, or otherwise than in the current Coin of the Realm," be read a Second Time on Thursday next; and that the Lords be summoned.

Suits in Common Law Courts Bill presented.

The Lord Wynford presented to the House a Bill, intituled, "An Act to diminish the Expence and prevent the Delay of Suits in the Common Law Courts at Westminster."

"Occupiers of Land as shall find them Employment," be read a Second Time on Thursday next; and that the Lords be summoned.

Ld. Sinclair's Estate Bill.

Oswald's Estate Bill.

Moray's Estate Bill.

Birmingham Grammar School Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act to enable the Governors of the Possessions, Revenues and Goods of the Free Grammar School of King Edward the Sixth, in Birmingham, in the County of Warwick, to erect a School House, Masters Houses, and other suitable Accommodations for the said School, on a new Site in the Vicinity of the Town of Birmingham, and to extend the Objects of the Charity; and for other Purposes."

Report from Com ee on Visct Southwell's Claim to vote for Peers for Ireland:

The Earl of Shaftesbury reported from the Lords Committees for Privileges, to whom it was referred to consider of the Petition of Thomas Anthony Viscount Southwell, of that Part of the United Kingdom called Ireland; praying their Lordships, "That his Right to vote at the Election of Peers of Ireland, to sit in the Parliament of the United Kingdom, may be admitted;" "That the Committee had met, and considered the Petition to them referred; and had come to the following Resolution; (viz t.)

Resolved, That it is the Opinion of this Committee, That Thomas Anthony Viscount Southwell, of that Part of the United Kingdom called Ireland, hath made out his Claim to be admitted, as a Temporal Peer of Ireland, to vote at the Election of the Lords Temporal to represent the Peerage of Ireland in the Parliament of the United Kingdom."

Which Report, being read by the Clerk, was agreed to by the House.

Resolution that his Lordship hath made out his Claim.

Resolved and Adjudged, by the Lords Spiritual and Temporal in Parliament assembled, That Thomas Anthony Viscount Southwell, of that Part of the United Kingdom called Ireland, hath made out his Claim to be admitted, as a Temporal Peer of Ireland, to vote at the Election of the Lords Temporal to represent the Peerage of Ireland in the Parliament of the United Kingdom.

Ordered, That the Clerk of the Parliaments do transmit to the Clerk of the Crown in Ireland the said Resolution and Judgment.

Report from Com ee on Visct Gormanston's Claim to vote for Peers for Ireland:

The Earl of Shaftesbury reported from the Lords Committees for Privileges, to whom it was referred to consider of the Petition of Jenico Viscount Gormanston, of that Part of the United Kingdom called Ireland; praying their Lordships, "That his Right to vote at the Election of Peers of Ireland to sit in the Parliament of the United Kingdom may be admitted;" "That the Committee had met, and considered the Petition to them referred; and had come to the following Resolution; (viz t.)

"Resolved, That it is the Opinion of this Committee, That Jenico Viscount Gormanston, of that Part of the United Kingdom called Ireland, hath made out his Claim to be admitted, as a Temporal Peer of Ireland, to vote at the Election of the Lords Temporal to represent the Peerage of Ireland in the Parliament of the United Kingdom."

The House being moved, "That Richard Baillie of Tadcaster, in the County of York, Gentleman, may be permitted to enter into a Recognizance for Roger Holdsworth, and others, on account of their Appeal depending in this House, they residing in the Country:"

It is Ordered, That the said Richard Baillie may enter into a Recognizance for the said Appellants, as desired.

Calcraft's Divorce Bill, Evidence on former Bill to be received:

Upon reading the Petition of Granby Hales Calcraft Esquire, a Captain in His Majesty's 95th Regiment of Foot; praying their Lordships, "That the Evidence taken at the Bar of this House, in the last Session of Parliament, with reference to the Bill for dissolving the Petitioner's Marriage with Emma Sarah otherwise Emma his now Wife, then pending, may be received as Evidence in support of the renewed Bill for the same Object presented in the present Session:"

It is Ordered, That the Evidence taken in the last Session on the first-mentioned Bill be received as Evidence in support of the said renewed Bill presented in the present Session, as desired.

Mrs. Love to attend on it.

Ordered, That Mrs. Love Widow do attend this House on Tuesday the 12th of July next, in order to her being examined as a Witness upon the Second Reading of the Bill, intituled, "An Act to dissolve the Marriage of Granby Hales Calcraft Esquire with Emma Sarah otherwise Emma his now Wife, and to enable him to marry again; and for other Purposes therein mentioned."

Carvalho's Naturalization Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for naturalizing Custodio Pereira de Carvalho," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made some Amendments thereto."

Which Amendments, being read twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Goodlake Leave for a Bill to take the Name of Surman.

Upon reading the Petition of John Surman Goodlake of Swindon, in the County of Gloucester, Gentleman; setting forth, "That the Petitioner did, on the 14th Day of March last, present a Petition to this House for Leave to bring in a Bill to enable him to take and use the Sirname of Surman: That the said Bill was presented, and read a First and Second Time, and referred to a Committee, who received the Evidence thereon, and before whom the Petitioner appeared and gave his Consent to the said Bill, which afterwards passed this House, but in consequence of the Dissolution of Parliament the said Bill did not receive the Royal Assent: That no other Persons are interested in the said Bill than were interested therein at the Time it was so passed;" and therefore praying their Lordships, That Leave may now be given to bring in a Bill for enabling him to take and use the Sirname of Surman, pursuant to the Will of John Surman, late of Swindon, in the County of Gloucester, Gentleman, deceased, the same being an exact Copy of the Bill which was passed by their Lordships in the last Session of Parliament:"

Ackerley's Name Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to enable Joseph Chamberlayne Wilkinson Ackerley otherwise Acherley of the Town and County of the Town of Southampton, Esquire, to lay down and for ever cease to use the Surnames of Wilkinson and Ackerley otherwise Acherley, and to take the Name of Chamberlayne only, and bear the Arms of Chamberlayne quarterly with his own Family Arms, pursuant to the Will of his late Maternal Uncle Edmund John Chamberlayne Esquire, deceased."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Hebeler's Naturalization Bill:

Desvignes' Naturalization Bill:

Trower's Divorce Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to dissolve the Marriage of Charles Trower Esquire with Amelia Catherine Trower his now Wife, and to enable him to marry again; and for other Purposes therein mentioned."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the same, and made One Amendment thereto, which he was ready to report, when the House will please to receive the same."
