Slavery, Petition of Planters, &c. Dublin, against Abolition of, without Compensation.
Upon reading the Petition of the Planters, Merchants and others of the City of Dublin, interested in the British West India Colonies and the Trade thereto, whose Names are thereunto subscribed; praying, "That their Lordships will refuse their Sanction to any Measure affecting the Rights of the Petitioners and their Fellow Colonists in their Slaves, until the Amount of that full and complete Indemnity and Compensation to which the Petitioners and Fellow Colonists are entitled has been ascertained, nor until an adequate Fund has been provided and set apart, in order that the Payment of the Compensation and Indemnity may be made contemporaneously with the Adoption of any such Measure;" and further praying, "That, for the Satisfaction of the Country, their Lordships will be pleased to institute an Inquiry into the Condition of the Negroes and into the State of Slavery as it now exists in the West India Colonies, which Inquiry the Petitioners feel assured will relieve both their Fellow Colonists and themselves from the Obloquy under which they now labour:"

Slavery, Petition from Church Withington for Abolition of.

Barony of Stafford, R. S. Cooke's Petition respecting.
Upon reading the Petition of Richard Stafford Cooke, claiming the ancient Barony of Stafford by Act of Parliament of Edward the Sixth, as the lineal Heir of the Bodies of Edward Stafford Duke of Buckingham and Henry Stafford Lord Stafford, in Blood, Baron Stafford his only Son and next Cousin, and Heir to Mary Stafford, the last Baroness of Stafford, who died in the Year 1693 without Heritable Issue; setting forth, "That the Petitioner Richard Stafford Cooke has, at a ruinous Expence to himself, been more than Twenty Years collecting the Proofs of his Claim in Blood to his vested Rights by the Act of Parliament of the First Year of the Reign of King Edward the Sixth, intituled, "An Acte for the Restituc'on in Bloude of The Lorde Stafforde," to the said Petition annexed, to the Barony, of Stafford, descending to him from his Ancestors, and has them now all ready and complete, and is quite ready to come before their Lordships House or His Majesty's Attorney General with all the Proofs, but has now no Means left to pay the Fees or Counsel, whereby the Petitioner is deprived of his just Right to a Seat in their Lordships House; and therefore humbly begs of their Lordships to appoint him a Counsellor, there being no Opposition to the Claimant, and the Crown being in Reversion to the Estates: The Petitioner having exhausted all his Funds, and being now reduced in Circumstances, and also in an ill State of Health, in consequence of repeated Disappointments in his Claims, now humbly throws himself on the Mercy of their Lordships, respectfully soliciting their Favor, Support, Protection and Commands for the immediate Proof of his Claims:"

Beccles Navigation Bill.

With a Bill, intituled, "An Act for making the River Waveney navigable for Ships and other Sea-borne Vessels from Rose-hall Fleet to the Mouth of Oulton Dyke; and for making and maintaining a Navigable Cut from the said River at Carlton Shares Mill into the said Dyke leading to Oulton Broad, in the County of Suffolk;" to which they desire the Concurrence of this House.

Indigent Blind Institution Bill.
A Message was brought from the House of Commons, by Mr. Tyrrell and others;
To return the Bill, intituled, "An Act to enlarge the Powers of an Act passed in the Seventh Year of the Reign of His late Majesty King George the Fourth, for establishing and well-governing the Institution called "The School for the Indigent Blind," and for incorporating the Subscribers thereto, and the better enabling them to carry on their charitable and useful Designs;" and to acquaint this House, That they have agreed to their Lordships Amendment made thereto.
Cheadle Roads Bill.
A Message was brought from the House of Commons, by Mr. Tyrrell and others;
With a Bill, intituled, "An Act for consolidating the Trusts of the several Turnpike Roads in the Neighbourhood of Cheadle, in the County of Stafford, and for making Deviations and new Branches to and from the same;" to which they desire the Concurrence of this House.
Draycot Road Bill.
A Message was brought from the House of Commons, by Mr. Tyrrell and others;
With a Bill, intituled, "An Act for repairing the Turnpike Road from the Salutation Inn to Christian Malford Bridge, in the County of Wilts, called The Draycot or Upper District; and for disuniting the said Road from a certain other Road called The Pucklechurch Lower District, in the County of Gloucester;" to which they desire the Concurrence of this House.
Pucklechurch Roads Bill.
A Message was brought from the House of Commons, by Mr. Tyrrell and others;
With a Bill, intituled, "An Act for more effectually repairing and improving the Roads called "The Pucklechurch or Lower District of Roads," in the Counties of Gloucester and Wilts;" to which they desire the Concurrence of this House.

It was moved, "That the Order made on Tuesday last, "That the Bill, intituled, "An Act to repeal an Act passed in the Seventh Year of His late Majesty King George the Fourth, intituled, "An Act to amend the Law of Ireland respecting the Assignment and Sub-letting of Lands and Tenements," and to substitute other Provisions in lieu thereof," be read a Second Time on Tuesday next; and that the Lords be summoned," be now read."

Upon reading the Petition of the Inhabitant Rate Payers of the Parish of Great Marlow, Bucks, whose Names are thereunto subscribed; taking notice of a Bill depending in this House, intituled, "An Act for taking down the Parish Church of Great Marlow, in the County of Buckingham, and for rebuilding the same on or near the present Site thereof;" and praying their Lordships "to pause before they proceed with such a Bill, and examine into the Condition of the said Church, which the Petitioners conceive to have been unnecessarily pulled to Pieces:"

Lunatics Bill.
The Order of the Day being read for the House to be again put into a Committee upon the Bill, intituled, "An Act to diminish the Inconvenience and Expence of Commissions in the nature of Writs De lunatico inquirendo; and to provide for the better Care and Treatment of Idiots, Lunatics and Persons of unsound Mind, found such by Inquisition;" and for the Lords to be summoned;

New Churches, Petition from Hatherleigh respecting.
Upon reading the Petition of the Clergy and Inhabitants of Hatherleigh and its Vicinity, in the County of Devon, whose Names are thereunto subscribed; praying their Lordships "to pass an Act to enable any Individual, or Body of Men who shall unite for the Purpose, to build and endow a new Church, and to hold the perpetual Presentation thereof after it has been consecrated by the Bishop, without requiring the Consent of the Diocesan, the Patron or the Incumbent of the Parish Church:"

The Earl of Shaftesbury reported from the Lords Committees, appointed to consider of the Bill, intituled, "An Act for making a Turnpike Road from the North Side of the Quarry House, in the Township of Perry Barr, in the County of Stafford, to the Brook which divides the Parishes of Aston juxta Birmingham and Birmingham, in the County of Warwick;" "That the Committee had met, and considered the said Bill, and, in the first place, proceeded to enquire how far the Standing Orders of the House relative to Road Bills had been complied with, and found that all the said Orders had been complied with, except in the following Particular; vizt. That no Estimate of the Expence of the Work had been lodged with the Map or Plan and Papers required under the Standing Order to be deposited with the Clerk of the Parliaments, which Omission appeared to the Committee to have arisen from Inadvertence; but that an Estimate of the Expence of the said Work, brought from the House of Commons by the proper Officer, and which Estimate, it was stated, was deposited there under the Standing Order of that House, had been produced to this Committee and duly proved, a Copy of which Estimate has been now deposited, with the said Map or Plan and other Papers with the Clerk of the Parliaments; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, without any Amendment."
