Yorkshire
Exemplification at the request of the citizens of Lincoln of a certificate returned into the chancery of the late king: Pleas of Lincolnshire, Easter 1263. The king's bailiffs of Lincoln were attached to answer Peter de Sabaudia why they demand toll of his men of the honour of Richmond coming into Lincoln with things for sale, they having been heretofore quit of toll throughout England since the conquest. He complains that in the past 12 years the bailiffs have demanded for every horse bought or sold 1d, for every ox 1/2d, for every cart 2d, for every vessel 4d, for every 24 sheep 1d, and for every quarter of corn 1d, and that he has thereby been damnified £500. The bailiffs plead that they hold the city of the king and take the toll as that of which Henry II was seised and cannot answer for it without the king. Peter pleads that at the time of the demise his men were quit of toll and have been ever since, apart from the past 12 years. Finally it was agreed per licenciam that all men of the honour of Richmond should be quit within the metes of the city of Lincoln in respect of all things which are born, feed or grown within the liberty of that honour and all things which are bought for the sustenance of them and their tenants of that honour; but if any men thereof buy and further sell any things as merchandise, they shall pay a reasonable toll for them. Also, the said men will pay for every vessel with "helmerother" coming within the metes of the city 2d, and for every vessel with "handerother" 1d, and this applies only to ships carrying merchandise previously bought by merchants and afterwards offered for sale, and not to other things.
