December 1652: An Act Appointing a Committee for the Army, and, Treasurers at War.

Be it Enacted by this present Parliament, and it is hereby Enacted by the Authority thereof, That for the more orderly Disposing and Issuing forth of the Moneys payable upon the Six Moneths Assessment appointed by an Act, Entituled, An Act for Raising One hundred and twenty thousand Pounds by the Moneth for Six Moneths, to commence the Five and twentieth day of December, One thousand six hundred fifty two, until the Four and twentieth day of June next ensuing, towards the Maintenance of the Forces in England, Ireland and Scotland, and also for the Navy, raised by Authority of Parliament for the Service of this Commonwealth; and of all other Moneys either by vertue of the before-recited Act, or of any other Act or Order of Parliament appointed for the Maintenance of the Armies in England, Ireland and Scotland, Sir Henry Vane junior, Thomas Pury, Edmund Prideaux, Dennis Bond, Esquires; Sir Arthur Hesilrige, Baronet; Sir Thomas Widdrington, William Leman, Luke Hodges, Esquires; The Lord Gray, Sir Henry Mildmay, John Lisle one of the Lords Commissioners of the Great Seal of England; Colonel Bossevile, Augustine Garland, Humphrey Edwards, John Trenchard, the Lord Monson, Colonel Stapeley, Henry Smith, William Cawley, John Carew, Mr. Love, Colonel Downs, Colonel Purefoy, Esqs; Sir William Masham, Lieutenant General Ludlow, Thomas Scott, Alderman Allein, John Brown, Nicholas Letchmere, Thomas Challoner, Henry Nevil, Esqs; Sir John Bourchier, Mr. Lister, Mr. Dove, Mr. Hallowes, Sir William Allenson, Mr. Reynolds, Captain Skinner, Mr. Anlaby, Major Salway, Major General Harrison, Mr. Strickland, Mr. Henry Herbert, Sir Michael Livesey, Colonel Walton, Master Weaver, Colonel Morley, Sir John Trevor, Sir Henry Heyman, Sir Henry Vane senior, Sir Peter Wentworth, Mr. Peter Temple Sir William Constable, Master Sey, Mr. Blagrave, and John Lenthal Esquire, or any five of them, shall be, and are hereby Appointed and Authorized to be a Committee for the Army and Forces aforesaid: And the said Committee for the Army or any five of them, are hereby Appointed and Authorized to have the Care and Managing of the whole business of Bringing in the Moneys assessed by vertue of this Act herein first recited, and of all other Moneys for the Use and Payment of the said Forces and of the Ordering and Disposing of such part of the said Assessments (as shall not by the Parliament be appointed for the use of the Navy) for the Use and Payment of the said Forces already established, or that by Order of Parliament or Authority thereof shall be from time to time raised and established for the service of this Commonwealth, and of all Charges incident thereunto; and also for the Issuing forth of such part of the said Assessments, as either are or shall be appointed for the Use of the Navy, as by Order of Parliament in that behalf the said Committee for the Army shall be directed; and shall have, and are hereby Authorized to use, exercise and put in execution all and every the Powers and Authorities, in as full and ample maner, to all intents and purposes, as the Committee for the Army had or were mentioned to have by vertue of an Act of Parliament (Entituled, An Act appointing Treasurers at Wars for Receiving and Issuing forth of the Moneys to be assessed, levied and paid by vertue of an Act of the Seventh of April instant, for Ninety thousand Pounds per Mensem) had or were mentioned to have by vertue of that Act, or of another Act (Entituled, An Act for the Continuance of the Committee for the Army and Treasurers at War) published the Eighteenth day of June, One thousand six hundred fifty and two, or of any other Act, Order or Ordinance of Parliament mentioned, included or recited in the said Acts or either of them, or whereunto the said Acts or either of them have reference. And it is further Enacted, That William Leman Esq.; and John Blackwel the younger Esquire, Shall be, and are hereby Continued and Authorized to be Treasurers at War for the Receiving, Paying and Issuing forth of the said Six Moneths Assessment of One hundred and twenty thousand Pounds a moneth, and of all other moneys since the Sixteenth day of December, One thousand six hundred fifty and one, appointed, or that before the expiration of the said Six moneths Assessments, shall be appointed for the Use and Payment of the Forces aforesaid, and Charges incident thereunto, And shall have, and are hereby appointed to have and use the same Powers and Authorities, and observe the same Rules and Directions that they had or were to have by vertue of the said Act herein before recited, and published the said Eighteenth day of June, One thousand six hundred fifty two, or of any other Act therein mentioned or recited; And shall likewise observe such Orders or Warrants as shall be by the said Committee for the Army or any five of them, granted for the payment of any sum or sums of money out of the said Six moneths Assessment for the Use of the Navy, as by such Orders or Warrants they shall be from time to time directed; And the Receipt of the said Treasuerers at War, for all such moneys as by vertue of this Act shall be paid unto them for the purposes aforesaid, shall be a sufficient Discharge to the persons paying the same, And the said Treasurers at War for their pains in receiving, paying and issuing forth of all such moneys as shall be by vertue of this Act received by them, and defraying of the necessary Charges and Expences they shall be put unto in the doing thereof; and in consideration that they shall execute the Imployment of Treasurers at War, shall have and receive, for so long time as they shall by vertue of this Act continue Treasurers at War, and execute that Imployment, after the rate of the yearly Allowance or Salary of three thousand Pounds, together with such extraordinary Charges as shall be occasioned by the Portage or Transporting of Moneys by Land or Sea; which the said Committee for the Army, or any five of them, are hereby Authorized and Appointed by their Order to allow unto them from time to time as they shall think fit.
