April 1649: An Act appointing Treasurers at War, for receiving and issuing forth of the Moneys to be Assessed, Levyed, and Paid, by vertue of an Act of the Seventh of April instant, for Ninety thousand pounds per Mensem.

Act of 7 April, 1649 recited.; Names of Treasurers at War for £90,000 assessed by late Act.; Names of Committee for Army and Forces afore-aid.

Whereas by an Act of Parliament of the 7th of this instant April 1649, entituled, An Act of the Commons assembled in Parliament for the raising Ninety thousand pounds per mensem, for the maintenance of the Forces raised by authority of Parliament, for the Service of England and Ireland, the said sum of Ninety thousand pounds per mensem is to be forthwith assessed on the respective counties, cities and places therein mentioned in England and Wales, to continue for six Moneths, from the 25th of March last past, to the 29 of September next ensuing; But no persons are nominated and appointed by the said Act, to receive and issue forth the said moneys: To the end therefore that the moneys appointed to be Taxed and Levyed by the said Act, may be the more orderly received and issued forth, The Commons assembled in Parliament have enacted, and be it Enacted by the authority aforesaid, Thomas Andrews (the present) Lord Major of London, Sir John Wollaston, Knight, John Dethick Alderman of London, and Francis Allen Esq. shall be Treasurers at War, for the receiving and issuing forth of all the Moneys to be assessed levyed and paid by vertue of the said Act of the Seventh of April instant, for the purposes therein mentioned, according to the directions hereafter expressed. And be it likewise Enacted, That the said Treasurers at War shall receive from the several Collectors, Officers and Persons appointed, or to be appointed, by vertue of the said Act, all the Moneys to be taxed, levied and paid by vertue thereof; and all other sums of money which have been raised or appointed, or hereafter shall be raised or appointed for the maintenance of the Forces aforesaid, and for the charges and disbursements incident thereunto. And all and every the said Collectors, Officers and persons, are hereby enjoyned and required to pay unto the said Treasurers, all the several sums of Money which shall be by them received by vertue of the said Act, to be by the said Treasurers issued forth to the intents and purposes therein mentioned. And to the end every County, Citie, Borough and other place, may be fully assessed according to the Rate by the said Act appointed; and for the better prevention of any default in any of the Commissioners, Assessors, Surveyors, Treasurers, Collectors, or other persons appointed by the said Act, in making, levying, collecting, receiving or paying in of the said assessment, charged or to be charged upon any County, City, Borough or other place, and for the more effectual carrying on of the whole work, Be it enacted by the Authority aforesaid, That Philip Earl of Pembroke and Montgomery, Sir Henry Vane junior, Col: John Ven, Thomas Hodges, Thomas Pury, Esqrs; Edmund Prideaux, Attorney General for the Common-wealth, Dennis Bond Esq; Sir Arthur Hesilrigge, Sir Thomas Widdrington, Knights; William Leman and Luke Hodges, Esqs; the Lord Grey, Sir Henry Mildemay, Col. Rigby, John Lisle one of the Lords Commissioners of the Great Seal of England, Col: Bosevile, John Blakiston, Esqrs; Mr. Garland, Mr. Edwards, John Trenchard, Sir Gregory Norton, Knight; Mr. Clemant, the Lord Monson, Col: Stapeley, Mr. Smith, Will Cawley, Mr. Carey, Col. Moor, Mr. Love, Col. Downs, Col. Purefoy, Sir William Massam, Alderman Wilson, Col. Ludlow, Mr. Scot, Mr. Allen, and Mr. Pelham, Members of the Commons assembled in Parliament, shall be a Committee for the Army and Forces aforesaid; and that they or any five of them, shall have the care of managing of the business upon the said Act for bringing in of the Moneys assessed or to be assessed by vertue thereof, either by making of Dispatches, appointing Ministers or Agents, or by giving Directions, Rules, or Instructions; or otherwise to cause obedience thereunto, as to them in their wisdoms and good discretions shall seem most fit and expedient, be it by Fine or Imprisonment of the parties offending (the Fine not exceeding Ten Pounds).

Powers of Committee.

And be it further Enacted, That the said Committee, or any five of them, shall have and are hereby authorized, to use, exercise, and put in execution all and every the powers and authorities whatsoever, as are given, limited or expressed, in an Ordinance of Parliament, bearing date the fifteenth of January, One thousand six hundred forty five, for all and every the particular matters and businesses mentioned in the said Ordinance, in as full and ample maner, to all intents and purposes, as the Committee of the Army, or any five of them had, or were mentioned to have, by vertue of the said Ordinance of the said fifteenth of January, One thousand six hundred forty five.

Treasurers' receipts sufficient discharge.; Committee may issue warrants to Treasurers for issuing out moneys received.; Moneys raised to be used only for purposes named in said Act.

And be it further Enacted by the authority aforesaid, That the Receipt of the said Treasurers, or any two of them, shall be a sufficient discharge to the said Collectors, or any other person that shal pay in any money that shall be taxed, levied and paid by vertue of the said Act of the seventh of this instant April, or otherwise, for the maintenance of the forces aforesaid; and that the said Committee for the Army, or any five of them, shall have power and are hereby authorized to give Warrant from time to time to the Treasurers at War, or any two of them, for the issuing forth of all such moneys as they shall receive by vertue of the said Act; and of all other moneys appointed or to be appointed to be received for the payment of the Forces aforesaid; and in every such Warrant it shall be expressed, for what purpose the money contained in the same is to be issued, and the said Warrants with their Receipt thereupon, under the hand of the party to whom the same is directed to be paid, or his assignee or assignees shall be a sufficient discharge to the said Treasurers, and every of them, for so much as they shall thereupon pay or issue forth: And it is also Enacted, That all the Moneys raised or to be raised by vertue of the said Act, shall be employed onely for the purposes, uses and intents therein mentioned and expressed, and not otherwise; and no Warrant shall be made from the said Committee, or any others, or if made and issued shall be obeyed, but onely for the purposes aforesaid:

Allowance to Treasurers.

And it further Enacted, that the said Treasurers at War for their pains in receiving, paying, and issuing forth of all the moneys raised, or to be raised or received by vertue of the said recited Act, and this present Act, and in consideration they shall execute the imployment of Treasurers at War, shall have three half-pence for every pound they shall receive and issue forth of the moneys taxed, levied, and paid by vertue of the said recited Act, and of this present Act, without any further or other allowance for any charges whatsoever, incident to the said Office of Treasurers at War, save only that the extraordinary charge of Portage, or Transporting of moneys by Land or Sea, shall be otherwise allowed unto them.
