A Message was brought from the House of Commons, by Mr. Herbert and others;

To desire Concurrence:

1. An Order giving Power to the Persons authorized to seize and list Horses, to break open Locks and Doors.

2. An Order giving Power to the Committee of Safety to grant Commissions to Commanders and Officers. (Here enter it.)

3. An Ordinance giving Power to The Trinity House to raise the Mariners and Seamen, for the Defence of the King, Kingdom; Parliament, and City.

Count. of Manchester, a Pass.

A Pass was granted to the Countess of Manchester, for herself, and Servants, Coach and Horses, and Four Saddle Horses, a Cart loaden, and Cart Horses, to go into the Country, and return back.

Count. of Derby's Horses protected.

Ordered, That the Countess of Derby, being a Peeress of this Realm, shall have the Protection of the House, for her Coach Horses.

Persons appointed to seize Horses, to break open Locks, &c.

"Ordered, by the Lords and Commons assembled in Parliament, That the Persons authorized to seize and list Horses for Defence of the Parliament and City shall have, and hereby have, Power, in case of Refusal and Denial, to break open Locks and Doors.

Committee of Safety to grant Commissions to Officers.

"Ordered, by the Lords and Commons assembled in Parliament, That Power be given to the Committee of Safety, to grant Commissions to all such Commanders and Officers of Horse, Foot, and Dragoons, as they shall think fit, for the Service of the King, Kingdom, Parliament, and City, and Safety thereof, according to the Power given them by Ordinance of Parliament."

Ordinance for the Trinity House to raise Mariners, for Defence of the Kingdom, &c.

"Be it Ordained, by the Lords and Commons in Parliament assembled, That the Master, Warden, and Assistants, of The Trinity House, do, with all possible Speed, raise all the Forces and Power they can, amongst the Mariners and Seamen belonging to the River of Thames, for the Defence of the King's Person, the Kingdom, Parliament, and City, against all Forces whatsoever, that are in Arms, or that shall put themselves in Arms, against the King, the Kingdom, Parliament, and City; and for that Purpose to nominate and appoint some fit Persons of Fidelity and Experience, to be Commanders and Officers; and to summon, list, and muster, all such Mariners and Sailors, to serve under such Commanders and Officers; and the said Commanders and Officers have hereby Power to lead and conduct the said Mariners and Sailors, and to fight with, slay, and kill, all such as are or shall be in Arms against the King, the Kingdom, Parliament, and City, as aforesaid; and they are likewise authorized and desired to procure such convenient Arms, out of some Shipping in the River, with the Consent of the Owners, as shall be needful for arming of such Mariners and Sailors; and, in case of any Defect, then to repair to the Committee of the Safety, who are to provide and furnish The Trinity House with such Arms and Ammunition as shall be needful.

"And the said Lords and Commons do Declare, That Money shall be provided, and Weekly paid unto such Mariners and Sailors, as shall be agreed on by the said Masters, Wardens, and Assistants, of The Trinity House.

"And the Lords and Commons do further Declare, That as well the said Master, Warden, and Assistants, as all Mariners and Sailors as shall be employed in this Service, shall be saved and kept harmless, by Authority of both Houses of Parliament."
