Letter to Col. Langherne about Mynn.

Ordered, That a Letter be written to Colonel Langborne, to know why the Commands of this House are not obeyed, mentioned in the Letter to him concerning Mr. George Mynn's Business.

Peacock & al. Inhabitants of Epworth, in Axholme, to be bailed.

Upon reading the Petition of Tho. Peacocke, John Thorpe, James Poplewell, Charles and Tymothy Steward, and others the Inhabitants of the Manor of Epworth, in the Isle of Axholme, being sent for as Delinquents, (fn. 1) shall be bailed, to appear before this House when they shall be summoned; and the Defendants whom it concerns (fn. 2) are to have a Copy of this Petition.

L. Valentia and Sir P. Manwaring.

Ordered, That the Lord of Valentia's Business shall be taken into Consideration on Thursday next.

Harford and Hasewell.

Ordered, That Mr. Hasewell's Business shall be heard the First Day of June next.

Porter and Sackvile to attend.

Ordered, That the Gentleman Usher of the Black Rod shall command Captain Sackvile to keep his Chamber until To-morrow Morning, at which Time both he and Mr. Porter are to appear before this House.

No Propositions to be sent to the King but by joint Consent of both Kingdoms.

The House took into Consideration the Scotch Paper concerning Propositions.

And it is Resolved, upon the Question, That, by virtue of the Treaty between the Two Kingdoms of England and Scotland, no Propositions for Peace ought to be sent to the King, by either Kingdom, without the Consent of both Kingdoms.

E. of Essex gives the E. of Mulgrave's Proxy in this Vote;

The Earl of Essex gave the Proxy of the Earl of Mulgrave in this Vote; which formerly was granted to the Lord Viscount Say & Seale, and revoked by the Earl of Mulgrave.

And it being questioned whether this Proxy is now valid without a new Leave from the King;

which is allowed.

And this Question was put, "Whether the Proxy, which the Earl of Mulgrave hath given to the Earl of Essex at this Time, of Right ought to be of Force, and take Place in this House, at all Times?"

And it was Resolved in the Affirmative.

Answer from the H. C.

Sir Edward Leech and Mr. Page return with this Answer to the Message sent to the House of Commons on Saturday last:

That they agree to the Ordinance concerning the Bishop of Duresme, with the Addition; and they do also agree to the adding of the Four Lords to the Committee for the Irish Affairs; but as (fn. 3) to the Ordinance concerning Mr. Astley's Presentation, they will send an Answer by Messengers of their own.

Paper from the Scots Commissioners about the Propositions.

The House proceeded in the Consideration of the Scotch Paper:

And this House agreed to this Clause in the Scotch Paper:

["Whereas both Houses of Parliament hath been necessitated to undertake a War, in their just and lawful Defence; and afterwards both Kingdoms, united by solemn League and Covenant, were engaged, for the Ends therein expressed, to (fn. 4) prosecute the same."]

And to the Introduction to the First Proposition, these Words are to be added ["the Convention of Estates"].

Ordinance for Ordination of Ministers.

Ordered, That these Lords following do consider of drawing up an Ordinance concerning Ordination of Ministers to be indefinite; and to consider of the Scotch Paper concerning Religion, and compare it with the Propositions, and see where the Differences are, and report the same to this House, and peruse all other Papers as are in this House concerning Religion:

Ordered, That the Earl of Essex hath Leave to see the Lord Marquis of Winton and the Earl of Cleveland, in The Tower.

Ordered, That the Earl of Manchester hath Leave to see Mr. Walter Mountague in The Tower.

Bristol Ordinance.

Ordered, That the Committee concerning the Ordinance for Bristoll shall meet on Thursday Morning next.

Order for 800£. per Ann. to the Bishop of Durham.

"Ordered, by the Lords and Commons assembled in Parliament, That the Bishop of Durham shall be allowed Eight Hundred Pounds per Annum, to be paid Half-yearly, by equal Portions, out of the Rents and Revenues of the said Bishopric, by those that shall receive the same by Appointment of Parliament; who are hereby required to pay the same accordingly to the said Bishop, or to any whom he shall appoint to receive the same; the First Payment to be made out of the First Rents that shall be received after the Date hereof."

Addition to the Committee for Irish Affairs.

"Ordered, by the Lords and Commons assembled in Parliament, That the Earl of Northumberland Earl of Essex, Earl of Nottingham, Lord Viscount Say & Seale, the Lord Lisle, Sir John Temple, Mr. Nathaniell Fienis, Sir Gregory Norton, Sir John Evelyn of Wilts, and Mr. Cheilener, be added to the Committee of Lords and Commons for Irish Affairs."

Adjourn.

House adjourned till 10a, Wednesday Morning next.
