An Ordinance for allowing One Hundred Pounds per Annum to the Minister of Okingham, in the County of Berks, was Twice read, and committed to these Lords following:

Paper from The States Ambassador.
The Speaker acquainted this House, "That The States Ambassadors sent his Lordship a Letter; thus directed,
"A Monsieur,
"Monsieur le Baron Gray de Warke, Orateur de la Maison des Seigneurs assemblez en Parliament d'Angletterre À Westm.
"In which Paper (fn. 2) there was a Paper, subscribed by the Three Ambassadors;" which was commanded to be read, as followeth: (Here enter it.)
Ordinance concerning the Wardship of Sir Thomas Chaloner's Estate.
Next, an Ordinance was read, concerning the Wardship of Sir Thomas Challoner's Estate; and Ordered to be referred to the same Committee as the Ordinance concerning the Minister of Okingham, with the Addition of the Lord Viscount Say & Seale, Master of the Court of Wards.
Libel against the Peers.
The House being informed, "That a Man is apprehended, that is a Person who dispersed the Libel in London;" and the House appointed the Earl of Kent and the Earl of Sarum to examine the Man; and the Judges to assist their Lordships.
The Lords reported the Examination, which was read, as followeth:
Jeffery's Examination about it.
"The Examination of George Jeffery, Apprentice to Joseph Blackwell, of (fn. 3) Cornhill, Hosier, London, taken the 13 Day of December, 1644:
"Who faith, That on Monday Morning last he found Two and Twenty of the printed Papers between the Stall-boards of his Master's Stall, and carried them into his Master's Shop, and told some of the Neighbours of it; and some of the unruly Neighbours came in, and got some of them away; but this Deponent carried and sent Eight of them to the Lord Mayor that Morning, and acquainted Alderman Kenricke therewith. Two of those Eight, this Deponent carried to the Lord Mayor at the first; and afterwards he got One from Nathaniell Mr. Blundell's Man, and One from A'exand. Mr. Hamer's Man, One from Thomas Heath the Lord Mayor's Kinsman, One from Isacke Blackwell (fn. 4) this Examinant's Brother, One from Sam. Blackwell an Exciseman, and One from Tho. Lambe an Oilman; which Six he sent to the Lord Mayor by his Marshal; and denieth that he knoweth who printed them, or laid them between the said Stall-boards, or where any other of them are: And this Deponent confesseth, he read One of the said Papers before he told the Neighbours of them.

Ordered, That a Copy of this Examination be sent presently to the Lord Mayor of London; and that he give this House an Account what he hath done in this Business; and that he make a further Examination and Discovery of the Business, and certify the same to this House.
George Jeffery was called in; and he promised to attend this House upon further Notice; and thereupon it is Ordered, That he be discharged from his present Restraint.
Ordinance for the Attainder of the Archbishop of Cant.
Ordered, That this House will take into Consideration the Archbishop of Canterburie's Business To-morrow Morning; and the Lords are to have Notice to attend this House.
Message to the H. C. for an Answer about the Earl of Denbigh;
Then a Message was sent to the House of Commons, by Mr. Serjeant Whitfield and Mr. Serjeant Fynch:
1. To desire an Answer from them concerning the Earl of Denbigh's Business.
with the Paper from The States Ambassadors;
2. To deliver to them the Paper this Day received from The States Ambassadors; and desire that the same may be referred to the Committee of both Houses, that formerly was appointed for this Business; and to meet To-morrow in the Afternoon.
and with Heempen's, and others, Petition.
3. To deliver to them the Petition of David Heempen, &c. Dutchmen, concerning the Remainder of their Money unpaid for Powder and Ammunition; and to recommend it to the House of Commons.
Message from the Assembly, with a further Part of the Directory.
A Message was brought from the Assembly of Divines, by Doctor Burges, &c.
To deliver to this House a further Part of the Directory, concerning burying of the Dead.

Sir Edward Leech and Doctor Aylett, sent Yesterday with a Message to the House of Commons, return with this Answer:
That they agree to keep the Fast on Wednesday next, in The Covent Garden Church.
Mr. Serjeant Whitfield and Mr. Serjeant Fynch return with this Answer from the House of Commons:
That they agree in appointing the Committee to meet To-morrow in the Afternoon, about The States Ambassadors Paper delivered in this Day; as concerning the Business of the Earl of Denbighe, and the Petition of the Dutchmen, they will send an Answer by Messengers of their own.
The Directory was read Twice.
Mr. William Alestree discharged from being Recorder of Derby.
"It is this Day Ordered, by the Lords and Commons assembled in Parliament, That William Alestree Esquire, late Member of the House of Commons, be forthwith discharged from being Recorder of Derby, for deserting the Parliament; and that the Mayor, Aldermen, and Burgesses, Electors in the said Town, do speedily proceed to a new Election of another Recorder in his Place."
Order for 100 l. to Mr. Mills, Judge Advocate.
"It is this Day Ordered, by the Lords and Commons in Parliament assembled, That the Committee of Lords and Commons for Advance of Monies at Habberdashers-hall do forthwith advance and pay unto John Milles Esquire, Judge Advocate of the Court Martial that sits within the Lines of Communication, [One Hundred Pounds,] for defraying the necessary Expences and Charges of that Court; and that the same Hundred Pounds be re-paid out of the Monies that shall be raised by the Fines of that, and disposed of as the Court Martial shall direct."
Order for Ordination of Ministers in the County of Lancaster.
"The Lords and Commons assembled in Parliament do hereby Order and Ordain, That Mr. Charles Herle, Mr. Richard Herick, Mr. James Hyes, Mr. William Asheton, Mr. William Ward, Mr. Alexander Horrocks, Mr. Johnson of Ellenborough, Mr. John Auger, Mr. William Bell, Mr. Edward Gee, Mr. Paule Lathame, Mr. John Harper, Mr. Richard Whitfeild, Mr. James Wood, Mr. Johnson of Rochdale, Mr. John Tildsley, Mr. Rich'd Hollinworth, Mr. John Harrison, Mr. Isaack Ambrose, Mr. James Bradshawe, Mr. Robert Bath, or any Seven of them, shall have full Power, according to the Ordinance of the Second of October, for the Ordination of Ministers pro Tempore, to ordain Ministers within the County of Lancaster; and if any Person do publicly preach, or otherwise exercise any ministerial Office, that shall not be ordained, or thereunto allowed, by Seven of the said Ministers, then their Names shall be returned to both Houses of Parliament, to be dealt with as they in their Wisdoms shall think sit."
Order for the Commissioners of Excise to re-pay themselves 2000 l. advanced to the Committee of both Kingdoms.
"Whereas John Towse, Esquire, Alderman of the City of London, and the rest of the Commissioners of Excise and new Impost, have advanced and lent the Sum of Two Thousand Pounds, to be disposed of by the Committee of both Kingdoms for the most pressing Occasions: Be it Ordained, by the Lords and Commons in Parliament assembled, That the said Commissioners of Excise shall and may satisfy and reimburse themselves the said Two Thousand Pounds, together with Interest for the same after the Rate of Eight Pounds per Cent. for so long Time as the same, or any Part thereof, shall be forborn, out of such Intervals of Receipts as shall happen when other Payments upon the Monies coming in upon the Office of Excise shall not fall due, or, for Want of such Intervals, then as the same shall follow in Course; and shall not, by any other Order or Ordinance of One or both Houses of Parliament, be debarred from satisfying themselves accordingly; and that the said Commissioners of Excise shall pay the said Two Thousand Pounds unto Walter Frost Esquire, for the Use aforesaid, whose Receipt shall be their sufficient Discharge in this Behalf: And it is further Ordained, by Authority aforesaid, That the said Commissioners shall be secured, indemnified, and reimbursed, all such Monies as they have any ways advanced and lent upon the Credit of the Excise, out of the Receipts to come in thereupon, before the same shall be disposed of into any other Hands."
Ordinance to continue the One concerning the Isle of Wight.
"The Lords and Commons in Parliament assembled do Ordain and Declare, That the Ordinance bearing Date the 15th Day of July, 1644, concerning the Safety of the Isle of Wight, in the County of South'ton, shall have Continuance, and every Clause, Artiticle, and Sentence, therein contained, for and during the Space of Six Months from the Time of the Expiration of the said Ordinance, and no longer."
Order for 500 l. to Mr. Frost.
"It is this Day Ordered, by the Lords and Commons, &c. That the Remainder of a Fortnight's Pay assigned upon Habberdashers-hall, to Colonel John Fienns's Regiment, provided it exceed not Five Hundred Pounds, be forthwith paid by the said Committee, to Mr. Frost, to be disposed of by the Committee of both Kingdoms, in Lieu of Five Hundred Pounds, Part of a Thousand Pounds assigned to be paid out of Goldsmiths-hall to Mr. Frost, to be disposed by the said Committee, and taken thence by the Lord Say, and sent towards the Pay of Colonel John Fienis' Regiment."
Order for 2000 l. for Waggoners attending the Earl of Essex's and Sir William Waller's Armies.
"Be it Ordained, by the Lords and Commons now assembled in Parliament, That Two Thousand Pounds shall be forthwith provided and paid, as followeth; (videlicet,) One Thousand Pounds to Sir Gilbert Gerrard Baronet, Treasurer at Wars, to be by him issued towards the Payment and Satisfaction of divers Persons, mentioned in a List hereunto annexed, that have served as Waggoners under the Lord General the Earl of Essex; and the other One Thousand Pounds to John Trenchard Esquire, to be by him issued towards the Payment and Satisfaction of divers Persons mentioned in a List hereunto annexed, that have served as Waggoners under the Lord General the Earl of Essex; and the other One Thousand Pounds to John Trenchard Esquire, to be by him issued towards the Payment and Satisfaction of sundry other Persons, mentioned in another List hereunto annexed, that have served as Waggoners under Sir William Waller Knight.
"And be it further Ordained, That the said Sir Gilbert Gerrard and Mr. Trenchard shall respectively, according to the said several Lists, make proportionable Payments to every of the said Persons, according to such Sums of Money as they shall receive for this Purpose, by Ordinance of Parliament, or by by Order of the House of Commons, from Time to Time.
"And be it lastly Ordained, That Five Hundred Pounds of Sir Thomas Allen's Fine and Composition shall be paid, for this Use, to the said Sir Gilbert Gerrard, and the other Five Hundred to the said Mr. Trenchard; notwithstanding any former Order." 6 December, 1644. Monies owing in the Office of Sir Gilbert Gerrard Baronet, Treasurer at Wars, upon Warrants for Waggoners attending the Train of Artillery.

"Les Ambassadeurs des Provinces Unies du Pays Bas, estans a l'Audience de Deux Honn'bles Maisons du Parlement d'Angleterre, pour recevoir Responce a leurs Propositions du 12me de Juillet dernier, ont À la Reception de certain Escript de leurs Hon'rs respondu comme s'ensuit:
"Premierement, Qu'ils envoyeront ce dict Escript À leurs Seigneurs et Superieurs Les Estats Generaulx, &c. lesquels pourront considerer f'ils y trouveront aucune Response À leur taunt amiable et cordiale Presentation: Mais a l'Opinion des dicts Ambassadeurs, puis qu'ils avoient presenté l'Interposition des L'Estat, pour aider À un bon Accommodement des Differents qui sont entre le Roy et fon Parliament, qu'il a estoit expressé clair et catogoriquement au dict Escript, si la dicte Interposition presentée a leurs Honeurs leur est agreable et acceptable.
"II. Que la Proposition des dicts Ambassadeurs (contre l'Interposition presentée) contenoit aussi une Demande de Restitution et Desdomagement des Biens et Navires appartenants aux Subjects des Provinces Unies, et prims par les Navires et Gents du Parlement, desquels ils n'avoient sceu jusques icy obtenir Justice in Restitution persaicte aucune.
"III. Et dernierement, les dicts Ambassadeurs, par leur dicte Proposition, avoient demandé un Reglement À l'advenir, scavoinest, Que la Liberté de la Navigation et du Commerce sera permise, sur tous les Havres, Ports, et Places d'Angleterre et Escosse, et Irlande, indifferement, et fans aucune Exception de Places; et que ayant esté exhibé au dicts Ambassadeurs certain Concepte d'Ordonnance, on leur avoit promis de le prendre en plus meure Consideration, et qu'ils auroyent À attendre une Responce du Parlement la dessus auparavant que la dicte Ordonnance feroit mise en Execution; ce que jusques aujourdhuy les dicts Ambassadeurs attendent encore de l'Equite des Deux Honn'les Maisons du Parlement.

Translation of it.
"The Ambassadors of The United Provinces of The Netherlands, having Audience from both the Honourable Houses of Parliament of England, to receive Answer to their Propositions of the 12th of July last, have received a certain Writing from their Honours, answered as followeth:
"First, That they have sent the said Writing to their Lords and Superiors The States Generall, &c. who may consider if they find there any Answer to their so amiable and cordial Presentation; but, in the Opinion of the said Ambassadors, for that they have presented the Interposition of The State to help to a good Accommodation of the Differences which are between the King and His Parliament, that it was not expressed clearly and catagorically in the said Writing, if the said Interposition presented to their Honours be convenient and acceptable to them.
"II. That the Proposition of the said Ambassadors (besides the Interposition presented) contains also a Demand of Restitution and Payment of Damages of the Goods and Ships belonging to the Subjects of The United Provinces, and taken by the Ships and People of the Parliament, for which they could not hitherto obtain Justice, nor a perfect Restitution.
"III. And lastly, the said Ambassadors, by their said Proposition, have demanded a Regulation for the future; which is, that the Liberty of Navigation and of Commerce be permitted, in all the Havens, Ports, and Places, of England, and Scotland, and Ireland, indifferently, and without any Exception of Places; and there being exhibited to the said Ambassadors a certain Conception of an Ordinance, they were promised the same should be taken into more mature Consideration; and that they expect an Answer from the Parliament thereupon, before the said Ordinance were put in Execution; which the said Ambassadors yet to this Day expect from the Equity of both the Honourable Houses of Parliament.
