Attendants on the Committees who are to treat with the King.
The Earl of Northumb. reported, "That the Committee of the House of Commons that are to join with the Committee of Four Lords, to treat with the King, at Uxbridge, met Yesterday, to consider of the Particulars of their Accommodations; and they are of Opinion, That it is convenient that the Committees of Parliament have Eighty Persons allowed to attend them in the Service; and that the Commissioners have Thirty Persons to be allowed them:" Which this House approved of, and Ordered to communicate it to the House of Commons.
Colonel Carmichaell freed from an Arrest.
Ordered, That Colonel Richard Carmichaell, being in the Service of the Parliament, and lately arrested for a small Debt, shall be released from his present Restraint, and have the Privilege of Parliament allowed him, as One in actual Service for the Parliament.
Wheeler and Bayles.
Upon reading the Petition of Wheeler, and the Answer of Joseph Bayles: It is Ordered, That it is referred to Mr. Justice Reeves and Mr. Justice Bacon, to examine and state the Business, and afterwards to make Report thereof to this House.
Message to the H. C. for Committees to meet, about an Answer to The States Ambassadors;
A Message was sent to the House of Commons, by Dr. Aylett and Dr. Heath:
To desire that their Committee formerly appointed to treat with The States Ambassadors may meet Tomorrow in the Afternoon, at Three of the Clock, with the Lords Committees, to consider of the Papers lately received from The States Ambassadors, and what Answer is fit to be given them; and report the same to the Houses.
and about the Attendants on the Committees who are to treat with the King.
2. To deliver to the House of Commons the Names of those Servants that attend the Four Lords to Uxbridge.
3. To let them know, that this House thinks it fit, (fn. 1) that the Committees of both Houses of Parliament that go to treat with the King at Uxbridge be allowed Eighty Persons to attend them; and (fn. 2) the Scotts Commissioners Thirty Persons to attend them.
Message from the H. C. for Committees to meet, about The States Ambassadors;
A Message was brought from the House of Commons, by Sir Henry Mildmay Knight, &c.
1. To desire their Lordships, that the Committee that are appointed to treat with The States Ambassadors may meet with convenient Speed.

2. To desire their Lordships Concurrence, in giving Order to the Commissioners of the Great Seal, for passing the Patent under Seal to the (fn. 3) Lord Inchequin.

That concerning the Committee to meet with The States Ambassadors, their Lordships will (fn. 5) send an Answer by Messengers of their own; and concerning all the rest of the Particulars of this Message, this House agrees to them.

Next, the Ordinance for continuing the Ordinance [ (fn. 5) for Power] to be given to Commissioners for Martial Law, was read the Second Time, and committed to these Lords following:

Message from the H. C. about the time of the Treaty beginning.
A Message was sent to the House of Commons, by Mr Serjeant Fynch and
To desire their Concurrence, that it may be referred to the Committee of both Kingdoms, to fill up the Blank with the Date when the Treaty shall begin.
Ordinance to reimburse 1000 l. to the Commissioners of Excise, advanced for the Garrison of Abingdon.
"Whereas John Towse Esquire, Alderman of the City of London, and the rest of the Commissioners of Excise and new Impost, have advanced and lent the Sum of One Thousand Pounds, for and towards the Relief of the Garrison of Abington, under the Command of Major General Richard Browne: Be it Ordained, by the Lords and Commons assembled in Parliament, That the said John Towse, and the rest of the Commissioners of Excise, shall and may satisfy and reimburse themselves the said One Thousand Pounds, together with Interest for the same after the Rate of Eight Pounds per Cent. for so long Time as the same, or any Part thereof, shall be forborn, out of such Intervals of Receipts as shall happen when other Payments upon the Monies coming in upon the Office of Excise shall not fall due, or, for Want of such Intervals, then as the same shall follow in Course; and shall not, by any other Order or Ordinance of One or both Houses of Parliament, be debarred from satisfying and reimbursing themselves accordingly, out of the Receipts of the said Office; and that the said Commissioners shall pay the said One Thousand Pounds unto Mr. Walter Frost, for the Use aforesaid, whose Receipt shall be their sufficient Discharge in this Behalf.
"And it is further Ordained, by Authority aforesaid, That the said Commissioners shall be secured, indemnified, and reimbursed, the said One Thousand Pounds, out of the Receipts to come in upon the Excise, before the same shall be disposed of into any other Hands."

"And lastly it is Declared, That the Committee appointed by the House of Commons for Reformadoes do take Care that the People to whom the Scotts Reformadoes are indebted for Diet and Lodging do receive some Satisfaction out of the said Thousand Pounds, according to a former Order of the House of Commons, of the One and Twentieth Day of June, 1644."
Order for 1000 l. for the Garrison of Abingdon.
"It is this Day Ordered, by the Lords and Commons in Parliament assembled, That the Committee of Lords and Commons for Advance of Monies at Habberdashers Hall do forthwith advance and pay One Thousand Pounds to Mr. Walter Frost, to be sent by the Care and Order of the Committee of both Kingdoms to Abbington, and paid upon Accompt, for the Relief of that Garrison."
