The Lord Chancellor acquainted the House, "That His Majesty had been pleased to issue a Commission to several Lords therein named, for declaring His Royal Assent to several Acts agreed upon by both Houses of Parliament."

Then Three of the Lords Commissioners, being in their Robes, and seated on a Form placed between the Throne and the Woolsack, The Lord Chancellor in the Middle, with The Duke of Richmond on his Right Hand, and The Earl of Shaftesbury on his Left; commanded the Yeoman Usher of the Black Rod to signify to the Commons, "The Lords Commissioners desire their immediate Attendance in this House, to hear the Commission read."

Then The Lord Chancellor said,

Upon reading the Petition of the Inhabitants of Falkirk and its Vicinity, in Public Meeting assembled, whose Names are thereunto subscribed; taking notice of a Bill depending in this House, intituled, "An Act to amend the Representation of the People in England and Wales;" and praying their Lordships "to pass the same whole and unimpaired, as it at present stands, and by no means to alter or raise that most essential Part of the Bill, vizt. the Ten Pound Qualification:"

Factories, Petition from Derby for regulating Hours of Labour in.

Upon reading the Petition of the Inhabitants of Derby and the Vicinity, whose Names are thereunto subscribed; praying their Lordships, "That the Bill for limiting the daily Labour of Children in Cotton and other Manufactories to Hours suited to their young and tender Years, with such Modifications and Provisions as to the Wisdom of their Lordships shall seem best calculated to secure the humane Object in view, may be passed into a Law:"

Poor Allotments Bill.

Manchester, &c. Railway Bill, The King's Consent signified:

The Earl of Shaftesbury acquainted the House, "That His Majesty having been informed of the Contents of the Bill, intituled, "An Act to enable the Company of Proprietors of the Manchester, Bolton and Bury Canal Navigation and Railway to alter some Parts of the said Canal Navigation, to alter and amend the Line of the said Railway, to make further Collateral Branches thereto, and for amending the Powers and Provisions of the Act relating to the said Canal and Railway," was pleased to consent (as far as His Majesty's Interest is concerned) that their Lordships may proceed therein as they shall think fit."

Bill Specially reported.

Then The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the last-mentioned Bill; "That the Committee had met, and considered the said Bill, and, in the first place, proceeded to enquire how far the Standing Orders of the House relative to Railway Bills had been complied with, and found that all the said Orders had been complied with, and in particular, with respect to the Standing Order No. 213, that a Draft of the Bill was submitted to a Meeting of the Proprietors of the said Railway at a Meeting held specially for that Purpose on the 26th of March last, which Meeting, it was proved to the Committee, was called by Advertisement inserted for Four consecutive Weeks, vizt. on the 18th and 25th of February, and 3d and 10th of March last, in the Newspaper, intitd, The Liverpool Saturday's Advertizer, the said Newspaper being published in the County of Lancaster, to which County the Bill relates; and that it appears that such Meeting was held on a Period not earlier than Seven Days after the last Insertion of the said Advertizement, and that at the said Meeting the Draft of the Bill so submitted to the Proprietors then present was unanimously approved of by them; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, without any Amendment."

Insolvent Debtors (India) Bill reported:
