The Answer of Erskine Douglas Sandford Esquire, to the Petition and Appeal of John Graham Campbell Esquire, and Dame Margaret Hay Widow, late Margaret Campbell Spinster, was this Day brought in.

Bills passed by Commission.

The Lord Chancellor acquainted the House, "That His Majesty had been pleased to issue a Commission to several Lords therein named, for declaring His Royal Assent to several Acts agreed upon by both Houses of Parliament."

The House was adjourned during Pleasure.

The House was resumed.

Then Three of the Lords Commissioners, being in their Robes, and seated on a Form placed between the Throne and the Woolsack, The Lord Chancellor in the Middle, with The Lord President on his Right Hand, and The Duke of Richmond on his Left; commanded the Yeoman Usher of the Black Rod to signify to the Commons, "The Lords Commissioners desire their immediate Attendance in this House, to hear the Commission read."

Who being come, with their Speaker;

The Lord Chancellor said,

"My Lords, and Gentlemen of the House of Commons,

"His Majesty, not thinking fit to be personally present here at this Time, has been pleased to cause a Commission to be issued under the Great Seal, and thereby given His Royal Assent to divers Acts which have been agreed upon by both Houses of Parliament, the Titles whereof are particularly mentioned; and by the said Commission hath commanded us to declare and notify His Royal Assent to the said several Acts, in the Presence of you the Lords and Commons assembled for that Purpose: Which Commission you will now hear read."

Then the said Commission was read by the Clerk as follows; (vizt.)

"William the Fourth, by the Grace of God, of the United Kingdom of Great Britain and Ireland, King, Defender of the Faith; To Our right trusty and right well-beloved the Lords Spiritual and Temporal, and to Our trusty and well-beloved the Knights, Citizens and Burgesses, and the Commissioners for Shires and Burghs of the House of Commons, in this present Parliament assembled, Greeting: Whereas in Our said Parliament divers and sundry Acts have been agreed and accorded on by you Our loving Subjects, the Lords Spiritual and Temporal, and the Commons, in this Our present Parliament assembled, and endorsed by you as hath been accustomed, the Titles and Names of which Acts hereafter do particularly ensue; (that is to say,) "An Act for granting to His Majesty, until the Tenth Day of October One thousand eight hundred and thirty-two, certain Duties on Sugar imported into the United Kingdom, for the Service of the Year One thousand eight hundred and thirty-two:" "An Act to amend several Acts relating to London Bridge and the Approaches thereto:" "An Act for making and maintaining a Reservoir upon Bradshaw Brook, in the Townships of Turton and Entwisle, in the Parish of Bolton-le-Moors, in the County of Lancaster, for providing a more regular Supply of Water in Bradshaw Brook aforesaid, and in certain Rivers connected therewith:" "An Act for better supplying with Water the Borough of Preston, and Part of the Township of Fishwick adjoining thereto, in the Parish of Preston, in the County Palatine of Lancaster:" "An Act to alter, amend, enlarge and extend the Powers of several Acts passed in the Ninth and Tenth Years of the Reign of His late Majesty King George the Fourth, for making and maintaining the Clarence Railway:" "An Act to equalize the Ecclesiastical Burthens of the Parish of Saint Mary, Islington, in the County of Middlesex; for partially altering the Application of the Rents and Profits of the Stone Fields Estate within the said Parish; for letting the Pews in the Parish Church of Saint Mary, Islington, and the Chapel of Ease thereto; and for other Purposes connected therewith:" "An Act for more effectually repairing the Road from the Sessions House in the Town of Buckingham to Hanwell, in the County of Oxford:" "An Act for more effectually repairing and improving the Roads leading from Barton Bridge into the Manchester and Altrincham Turnpike Road, in the County of Lancaster:" "An Act for more effectually repairing and improving the Road from the Town of Cockermouth to the Town of Workington, and a Branch of Road over Broughton High Bridge unto and as far as the Public Highway leading from the Village of Papcastle towards and unto the Village of Great Broughton, in the County of Cumberland:" "An Act for more effectually repairing and improving the Road from Odiham, in the County of Southampton, to Farnham, in the County of Surrey:" "An Act for more effectually repairing the Road leading from Berwick upon Tweed, by Ayton Bridge and Ayton, to Dunglas Bridge, and the Roads from Billie Causeway and Preston Bridge to join the said Road at or near Houndwood House and Bankhouse respectively, in the County of Berwick:" "An Act for more effectually repairing and improving the Road leading from the Alfreton Turnpike Road near Mansfield, through Tibshelf and Morton, to the Nottingham Turnpike Road near Tansley, and other Roads connected therewith, in the Counties of Nottingham and Derby:" "An Act for repairing the Road from Birmingham (through Elmdon) to Stonebridge, in the County of Warwick:" "An Act for inclosing Lands in the Parish of Caversham, in the County of Oxford:" "An Act to dissolve the Marriage of Josiah Smith with Elizabeth his Wife, and to enable him to marry again; and for other Purposes:" "An Act for naturalizing Echardt Martin Metté." In Witness whereof We have caused these Our Letters to be made Patent.

Then The Lord Chancellor said,

"In obedience to His Majesty's Commands, and by virtue of the Commission which has been now read, We do declare and notify to you, the Lords Spiritual and Temporal, and Commons, in Parliament assembled, That His Majesty hath given his Royal Assent to the several Acts in the Commission mentioned; and the Clerks are required to pass the same in the usual Form and Words."

Then the Clerk Assistant, having received the Money Bill from the Hands of the Speaker, brought it to the Table, where the Additional Clerk Assistant read the Title of that and the other Bills to be passed, severally, as follow; (vizt.)

1. "An Act for granting to His Majesty, until the Tenth Day of October One thousand eight hundred and thirty-two, certain Duties on Sugar imported into the United Kingdom, for the Service of the Year One thousand eight hundred and thirty-two."

To this Bill the Royal Assent was pronounced by the Clerk Assistant, in these Words; (vizt.)

Orders in Council under Cholera Prevention Acts delivered.

The Lord President laid before the House, pursuant to the Directions of several Acts of Parliament,

"Order of the Lords of the Council directing the Payment of a certain Sum of Money by the Parish Officers of Christchurch, Surrey; and, Order of the Lords of the Council directing that Surgeons shall be provided for certain Vessels sailing to His Majesty's Possessions in North America, and to the United States of America, from Ports in England, issued under the Cholera Prevention Act, and dated respectively 28th March 1832:"

And also, "Order of the Lords of the Council directing that Surgeons shall be provided for certain Vessels sailing to His Majesty's Possessions in North America, and to the United States of America, from Ports in Scotland, issued under the Cholera Prevention Act, (Scotland,) dated 28th March 1832."

Parliamentary Representation, Paper respecting, Ordered.

Ordered, That there be laid before this House, "A Statement of the Population and Assessed Taxes of each Town in England and Wales having more than Two thousand Inhabitants, which does not now return Members to the House of Commons, and to which it is not proposed to give that Right by the Bill to amend the Representation of the People of England and Wales."

Reform of Parliament, Petition from Lonsdale against.

Cholera Prevention (Scotland) Amendment Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

With a Bill, intituled, "An Act for altering and amending an Act passed in the present Session of Parliament, for the Prevention, as far as may be possible, of the Disease called the Cholera, or Spasmodic or Indian Cholera, in Scotland;" to which they desire the Concurrence of this House.

Sentence of Death Explanation Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act to explain an Act passed in the Fourth Year of His late Majesty King George the Fourth, for enabling Courts to abstain from pronouncing Sentence of Death in certain Capital Felonies."

Ordered, That the said Bill be committed to a Committee of the Whole House.

Macdougall's Petition referred to Judges.

Upon reading the Petition of Alexander Macdougall of Streatham, in the County of Surrey, Esquire; praying Leave to bring in a Bill for the Purposes in the said Petition mentioned:

It is Ordered, That the Consideration of the said Petition be, and is hereby referred to Mr. Justice Gaselee and Mr. Justice Bosanquet, who are forthwith to summon all Parties concerned in the Bill, and, after hearing them, are to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties, who may be concerned in the Consequences of the Bill, have signed the Petition; and also, that the Judges, having perused the Bill, do sign the same.
